A famous pop singer. She is being haunted by the spirit of her dead sister Erika, and comes to the Narumi Detective Agency for help. Later calls off the case after being lured into a trap by cult leader Father Roberto Shijima.- Posthumous Sibling: Her sister died in an accident beyond her control.

Asami's sister, who died in a boating accident a year ago.- Posthumous Character: She died a year before the events of Begins Night.
Father Roberto Shijima/Death Dopant/Dummy Dopant
Portrayed by: Toru Tezuka
A cult leader who takes care of the local cemetery. He is causing the mysterious resurrections throughout Futo, including those of Erika and Sokichi as the Death Dopant... who he is imitating as the Dummy Dopant.- Back from the Dead: As the Death Dopant, he can revive previously dead people to do his bidding.
- Does This Remind You of Anything?: He leads a morally ambiguous religion that has lured in many famous celebrities. Hmmm...
- Metal Slime: He is very fast and agile as the Dummy Dopant, to the point it takes being absorbed by the Neo Organism and a triple Rider Kick to finally put him down.
- Power Copying: As the Dummy Dopant, he can copy the powers of other Dopants.

NEVER
- Came Back Wrong: Katsumi was Maria's good son, Reika was just an escaping prisoner, Kyosui was a triad member who got betrayed (and without his Camp Gay trait before death), Gozo was a farmer protesting against land development, and Ken was a married SAT member. Subverted by a little that they still retain their kind side even after becoming NEVER , but subsequent events turned them insane (though Reika was still retaining her sanity), though the mental effects of the process made it even worse.
- Dead All Along: NEVER was a project by the Museum and Foundation X reviving people to use as Super Soldiers.
- Evil Counterpart: To Double's own Gaia Memories. Although Cyclone isn't evil.
- Fallen Hero: The group began acting as mercenaries, still holding onto their ideals. One of the effects from the serum that kept them active was the gradual vanishing of their emotions: by the time of A to Z, most -if not all- of them had already fallen to this, even if most of their personality traits were retained. That and their failure to save the Quark project subjects drove them insane.
- Our Zombies Are Different: They were all resurrected, but are still living corpses, with their bodies being cold to the touch.
- Poor Communication Kills: What pretty much gets them killed by the Futo Kamen Riders.
- Phlebotinum Rebel: Villainous version. Though originally this wasn't the case.
- Super-Soldier: Were originally intended to be used as this due to their invulnerability.
- Villain Protagonist: They're s villain team, but serve as the main protagonists of Kamen Rider W Returns: Kamen Rider Eternal, which is a flashback to their origins.
- We Have Reserves: When a defeated Reika returns to Eternal, he dismisses her and tells her that he can just make more of them.
Katsumi Daido/Kamen Rider Eternal Blue Flare

Katsumi Daido is the leader of the terrorist organization NEVER, distributing the T2 Gaia Memories which resemble the Kamen Riders' Memories. With the Eternal Memory and a Lost Driver, he transforms into Kamen Rider Eternal.
Tropes that apply to him in general
- Big Bad: He's the main antagonist of the Kamen Rider Double Forever: A to Z/The Gaia Memories of Fate film.
- Came Back Wrong: Subverted. According to his mother, before he died, he was actually a good person and loving son, thus why she brought him back to life to begin with. However, the backstory in Kamen Rider W Returns: Kamen Rider Eternal reveals that it wasn't the resurrection that corrupted him; he turned out okay initially. Instead, it was after his encounter with Dr. Prospect that he began to be more unhinged.
- Card-Carrying Villain: Not afraid of proclaiming himself to be evil.
- Catchphrase: "Now, Enjoy Your Hell."note
- Driven to Madness: Dr. Prospect's coldblooded murder of the Quark Project subjects drove Katsumi insane.
- Early-Bird Cameo: A rather surprising one: SOPHIA was a guest at Anime Expo 2010 in Los Angeles, and during their last song, Eternal came on stage.
- Fallen Hero: His failures in W Returns: Kamen Rider Eternal, and the monstrosities he witnessed, were what drove Katsumi to fall.
- Laughing Mad: Happens after he was driven insane by the deaths of the Quark Project subjects.
- Noble Demon: Sure, Katsumi is a ruthless fighter and killer, but he saved his to-be comrades from death by turning them into Necro-Overs, and also Mina and her Quark's comrades from despair and death, urging them to fight against Foundation X for survival. Even Shotaro and Philip mourned for him after hearing the whole story, saying that he could have become another Kamen Rider protecting Futo had he not experienced those events.Katsumi: If the past is going to disappear, then at least let me have a tomorrow. That's why we're still struggling! Now, a dead person like me is still fighting for my tomorrow, how can you explain that!?
- Roaring Rampage of Revenge: His reason of returning to Futo in The Movie, against both Museum and Foundation X.

- All Your Powers Combined: Eternal can channel a 26-memory Maximum Drive with all of the T2 memories.
- Badass Cape: The Eternal Robe. From the setting, it can block electric shock, fire, blizzard and physical attacks, making him almost imprevious to most type of damage.
- Finishing Move: Five of them.

- Unicorn: An unnamed Maximum Drive where Eternal executes a Rider Punch through drill shaped energy.

- Mythology Gag: His design somewhat resembles that of Kiriya's Oni form from Kamen Rider Hibiki, while following the trend of white movie-exclusive Riders like Psyga, Touki & Den-O Wing Form.
- Palette Swap: Eternal Red Flare from W Returns: Eternal, which is revealed to be the result of using the experimental T1 Eternal Memory. Its resonance with Daido causes it to evolve into Blue Flare before burning out entirely.
Reika Hanehara/Heat Dopant

Reika is a woman who uses the T2 Heat Memory to control fire. She also has her own motorcycle. Defeated by Kamen Rider Joker's Rider Kick.- Badass Biker: She's a skilled motorcycle racer, even managing to fight off Shion and Lloud while riding it.
- Bare Midriffs Are Feminine: She's the only female member of NEVER and her uniform is the only one that exposes the midriff.
- Berserk Button: She doesn't like being reminded that he body is now very cold after she came Back from the Dead, something that Shotaro keeps doing.
- Blood from the Mouth: In her death scene in the Eternal V-Cinema.
- Breakout Character: Of the NEVER characters, she gets the most attention and screentime in the Eternal V-Cinema of anybody except Katsumi himself. Having the most nuanced personality of the bunch in Forever A to Z probably helped, as did Koichi Sakamoto's tastes in women.
- Buxom Beauty Standard: Kyosui is openly jealous of her for having a large chest.
- Damsel out of Distress: She's captured by Doctor Prospect's men and sent to be tortured. But while Katsumi thinks she needs rescuing, she actually manages to escape the situation by herself and even arrives to help him.
- Dark Action Girl: She was a skilled female mercenary even before she joined NERVE.
- Kick Chick: Her fighting style mostly revolves around kicks.
- Mad Love: Implied towards Katsumi. The movie OST actually has a track named "Twisted Love", which plays when Reika's body disintegrates after Katsumi rejects her as just a tool.
- Ms. Fanservice: She's an attractive woman and her NEVER uniform exposes much more skin than the ones from her male colleagues, and the camera tends to linger on her body.
- Nice Job Fixing It, Villain: Telling Shotaro that Daido is holding Philip captive is a subtle case of this.
- Masculine Girl, Feminine Boy: Masculine Girl to Kyosui's Feminine Boy.
- Murderous Thighs: She can get her opponents under lock with her legs and use them to perform a Neck Snap.
- Playing with Fire: As the Heat Dopant she has control over fire.
- She-Fu: Her combat style involves a lot of acrobatic flips and somersaults.
- The Smurfette Principle: The only female in NEVER's ranks.
- "Take That!" Kiss: She often blows a kiss at her enemies as a taunt.
- You Have Failed Me: After she's defeated by Shotaro, she manages to limp back to Katsumi for help, but he refuses to and finishes her off for her failure.
Kyosui Izumi/Luna Dopant
Portrayed by: Genki Sudo (live), Yugo Fujita (suit)
Kyosui is a man who uses the T2 Luna Memory in order to cast illusions on his body, allowing him to bend. While he manages to best Kamen Riders Double, Accel, and Joker (on separate occasions), he is defeated by Kamen Rider OOO's OOO Bash.- Berserk Button: According to him, being called a creepy old guy is a huge insult to a lady.
- Bodyguard Crush: Fell in love with Katsumi before his first death.
- Camp Gay: And very open about it, to boot. He even calls himself a "lady".
- The Cast Show Off: Genki Sudo is both a mixed martial artist and a dancer, so Kyosui spends a lot of time sort of dancing in place just to show off how flexible he is.
- Combat Sadomasochist: He enjoys both inflicting and receiving pain.
- The Dragon: He's Eternal/Katsumi Daido's loyal second-in-command.
- Effeminate Misogynistic Guy: A flamboyant gay man who dislikes women, especially when he considers them prettier than him. He specifically acts like a chauvinist towards Reika, doing things like insulting her chest size or slapping her in the butt.
- Mad Love: He's utterly devoted to Katsumi, who only sees him as a useful tool.
- Manly Gay: Considering the actor normally does MMA...
- Masculine Girl, Feminine Boy: Feminine Boy to Reika's Masculine Girl.
- Mook Maker: He is able to spawn T2 Masquerade Dopants.
- Rescue Romance: Downplayed. He still died, but he fell for Katsumi when he arrived just before his death to take revenge and his assaulters and seems grateful for the chance of being Back from the Dead that Katsumi gave him.
- Rock Beats Laser: In W Returns: Eternal he can avoid psychic attacks by shimmying.
- Rubber Man: A natural result of using the Luna memory
- Too Kinky to Torture: When Mina uses her telekinetic powers to turn his whip on him, he quips that he "kinda likes it".
- Vitriolic Best Buds: He openly insults Reika just for being a girl, but he respects her for her competence and values her as a colleague.
- Whip of Dominance: His main weapon is a whip, fitting with his domineering and sadomasochist personality, his taunts often involve him talking about "punishing", often while brandishing or tugging his whip in a threatening manner. Even as Luna Dopant he gains two Combat Tentacles arms.
- The Worf Effect: The main reason he's defeated eventually by the new guy.
- Would Hit a Girl: As said by himself, he's actually rougher with them.
- Wrestler in All of Us: When not using his whip, he often is pulling wrestling moves. This is likely due to the fact his actor is a MMA wrestler. Seen more in the Eternal V-Cinema.
Gozo Domoto/Metal Dopant
Portrayed by: Koji Nakamura (live), Ryo Yokota (suit)
Gozo is a man who uses the T2 Metal Memory to turn into the Metal Dopant, wielding a rod. Defeated by Kamen Rider Joker's Rider Punch.- Bicep-Polishing Gesture: And Shotaro mocks him for it.
- The Brute: One of two, but he is the most physically imposing member of NEVER.
- Dumb Muscle: He's portrayed as physically strong, but also very unintelligent.
- Good Thing You Can Heal: All he needs to do to get better from a fall is to pop the joints in.
- Martial Arts Staff: He wields a metal rod as if it was a martial art staff.
- Mighty Glacier: Very tough, though slow.
- Mr. Fanservice: He has a muscular build and is often shirtless or has his shirt zipped down to show it off, even getting a few Female Gaze shots.
- Only in It for the Money: He only really cares about getting paid.
- Shirtless Scene: Justified in his first appearance since the Metal Memory goes into his back. W Returns: Eternal plays this one straight when he just takes his shirt off after a fight for no real reason.
Ken Ashihara/Trigger Dopant

Ken is a man who uses the T2 Trigger Memory to turn into the Trigger Dopant, with a large rifle attached to his arm. Defeated by Kamen Rider Accel Trial.- Catchphrase: "Game start."
- Cold Sniper: Attacks from a distance with his rifle while showing little emotion.
- Gratuitous English: Most of his -limited- dialogue is made of this.
- The Quiet One: He hardly ever speaks anything other than his Catchphrase.
Maria S. Cranberry/Maria Daido/Cyclone Dopant
Portrayed by: Aya Sugimoto (live), Satoshi Fujita (suit)
Maria S. Cranberry is an international crime investigator on the trail of NEVER, aiding Shotaro as he combats the organization.- The Atoner: She helps the heroes in order to atone for her role in making her son a guinea pig for the NEVER experiment.
- Luke, I Am Your Father: She's Katsumi Daido's mother, Miki Daido.
- Redemption Equals Death: She stops Daido from finishing his plan but is shot repeatedly in the process, dying in Philip's arms.
- Suspiciously Similar Substitute: To Shroud, oddly enough, both are even mothers to someone central to the plot.
Characters appearing in Kamen Rider Skull: Message for Double
Seiichiro Matsui/Spider Dopant
Portrayed by: Taro Yamamoto
Called Matsu, he is Sokichi Narumi's friend and partner from 1999. He helps Sokichi on his cases by researching in libraries, which causes Akiko to compare him to Philip. However, his jealousy of Sokichi leads him to become the Spider Dopant, eventually kidnapping Melissa with the intent of marrying her. Sokichi as Skull stops him, however, and defeats him with a Rider Kick, at the cost of Matsu's life.
- Corrupted Character Copy: To Philip, as both are partners to their respective private investigators that researches data info to solve cases. However, unlike his present-day counterpart, Matsui became a villain due to his inferiority complex and resentment towards his partner.
- Mythology Gag: As the Spider Dopant, he is a reference to the Spider-Man from the original series. He's even called Kumo Otoko (Spider-Man).
- No Ontological Inertia: Averted: even after his Memory broke and he died, the spider bombs he planted remained active.
Melissa
Portrayed by: Hikaru Yamamoto
A famous singer in Futo in the year 1999, and being stalked by the infamous Spider-Man.- Shoe Slap: Does this to the Spider-Man/Dopant. With a high-heel shoe.
- Unholy Matrimony: Spider Dopant attempts to do this with her.
Eren Komori/Bat Dopant
Portrayed by: Reon Kadena
A Museum agent serving as a Gaia Memory dealer in 1999. Fights Sokichi/Skull as the Bat Dopant, and is defeated after Skull uses the Skull Punisher on a fuel truck she was controlling. She begs for the Rider to rescue her, but he ignores her as the truck bursts into flames and explodes.- Bat Out of Hell: A given, thanks to her Memory.
- Super-Scream: Allows her to control mechanical objects, for some reason.
- Mythology Gag: Another reference to the original series, where Kamen Rider 1 fought a Bat after the Spider.
- Punny Name: While 'Komori' is written with different kanji, it's a homophone for the Japanese word meaning 'bat'.
Kamen Rider Core

A monster created from the fusion of the Memory Memory and the black Core Medals.- Eldritch Abomination: A giant monster born from a Gaia Memory and Core Medals combining together.
- Scarf Of Ass Kicking: Like the Showa Kamen Riders.

Aoi Katsuragi
Portrayed by: Yukari Taki
A member of a pickpocketing ring and a thief's daughter; she saw her father killed by a certain cop later revealed to be the Commander Dopant. Thus she treats police officers with apprehension until meeting Ryu Terui/Kamen Rider Accel. Her involvement with Ryu complicates his marriage with Akiko, yet in the end their relationship recovers and Aoi begins to reform.- Just Like Robin Hood: Subverted in that she only really turns good after vowing to leave her life of crime.
Hiroshi Sagami/Commander Dopant
Portrayed by: Minoru Tanaka
An officer within the Futo police who saw his wife killed in front of him. Thus he became the Commander Dopant, vowing to eradicate crime in the city regardless of life or cost. He eventually acquires the Gaia Memory Enhancing Adapter, increasing his power, and later abducting Akiko to attempt to convince Ryu to follow his path. Ryu decides not to, however, and defeats Sagami as Accel Booster.- Card-Carrying Villain: He aware of the fact that in his Knight Templar mentality has resulted in him becoming He Who Fights Monsters, but by that point no longer cares.
- He Who Fights Monsters: Is this, and attempts to convince Ryu to follow this path. Ryu doesn't.
- If You Kill Him, You Will Be Just Like Him!: Tries to invoke this trope with Ryu.
- Knight Templar: His first appearence? Ruthlessly murdering pickpockets, even after they're surrendered. In his twisted mind, criminals will never change and he must kill them.
- Shadow Archetype: He is what Terui could have turned into if he let his vengeance consume him completely and spiral down to a darker path of vigilantism.
- Strike Me Down with All of Your Hatred!: Tries to get Ryu to do this to kill him and end up just like him. Ryu refuses and merely uses a Memory Break on him, then arrests him.
- Super Mode: After gaining the Gaia Memory Enhancing Adapter.

Mina
Portrayed by: Rin Takanashi
A mysterious psychic who confronts Shotaro and Philip, and tells them the story of Katsumi Daido, Kamen Rider Eternal.- Mind over Matter: While Mina can use all of the various types of Quark powers, telekinesis is her general favorite.
- Superpower Lottery: Of the various Quarks, she's noted to be far and away both the most powerful and the most versatile, manifesting all of the various abilities the psychic soldiers can achieve instead of just one. She's so powerful, in fact, that even the Eyes Dopant's brand doesn't kill her.
Doctor Prospect/Eyes Dopant
Portrayed by: Jyunichi Haruta
A doctor sponsored by Foundation X and leader of the Quark project, designed to augment humans with Psychic Powers.- Big Bad: Of W Returns: Eternal.
- Combat Clairvoyance: Downplayed. He can’t see into the future, but as the Eyes Dopant, he can keenly observe muscle movements and facial expressions on his opponents to predict what moves they will make in battle and react preemptively. The effectiveness of this goes down considerably with Kamen Rider Eternal’s suit and cape are masking these cues.
- The Dreaded: The Quarks, people with amazing Psychic Powers, are absolutely terrified of him. And with good reason!
- Morally Ambiguous Doctorate: He's a very intelligent man, but he's also a complete maniac with no regard for human life.
- Sinister Surveillance: One of his powers as the Eyes Dopant is to implant Quarks with an "eye" that allows him to watch their every move. Said eyes also can be used to kill their bearers in case of escape.
- Super-Senses: Of the sight variety.
- Weaksauce Weakness: His creepy floating eyes can also be used to predict his opponents moves in a fight, but Katsumi gets around this by using his Eternal cape to hide his attacks from his sight. Even before that, Kamen Rider Eternal did considerably better against him, likely due to him previously using muscle movements and facial expressions to predict his movements, which he couldn't see inside the suit.
