We can never truly eradicate the coronavirus, but we can suppress its threat like influenzaHeroes "R" Us for when its a situation like My Hero Academia or Worm where there's a literal government licensing system, with some individual heroes setting up companies and contracting out their services.
Often they'll make their money via Corporate-Sponsored Superhero- in the Worm-verse, a combination of government subsidies, merchandising, and celebrity endorsements go a long way toward paying for Hero Insurance premiums and the crate of raw diamonds the tinker needs for their new mech's reactor.
You also have We Help the Helpless for smaller scale heroes for hire. (the sort that might accept payment in frozen fish for taking care of the minor sea monster that's been disrupting the town's fishing fleet)

The more "official" version of Heroism Incentive: being a (super)hero is a licensed job with regular payment and perhaps insurance.
