It's not impossible. Breakout Villain is an objective trope, so audience reaction doesn't mean anything if they fit the criteria.
Currently Working On: Incorruptible Pure PurenessYeah. Breakout Villain (or any other breakout character) just means that a one-shot character becomes a major recurring villain. Popularity is irrelevant.
EDIT: Looking at the entries, it seems that "Breakout" is being misused here, as it's just "reappears in another work" rather than proper use of the trope. Heck, they look more like cameos than anything else.

¿?¡!Cut as Breakout Villain requires it be in response to their unexpected popularity. If they getting pushed in spite of their unpopularity it's the opposite of this.
This does raise an issue with Breakout Villain and Breakout Character:
- How is it not YMMV if half of the trope is an audience reaction? (I believe other thing with a YMMV component are deemed YMMV.)
- How can we tell if their bigger is due to unforeseen fan popularity? (Out of universe popularity can't be observed/done in work so it doesn't seem like a trope. It sounds more like Trivia as it's a production detail that they get bigger roles than originally planned.)

The BV page states "Note that this is the accidental creation of an archenemy, not Executive Meddling of "let's make an archenemy for X-character": a Breakout Villain is one who was meant to be a one-shot throw-away that, through fan/author/executive/all-of-the-above response became not only a staple villain, but the villain of the series." The appearances they had since seem below that threshold prominence.
The paragraph above that one reads (emphasis mine):

I didn't choose the troping life, the troping life chose mei would say zavok is a bit of a Creator's Pet (he reappears in sonic forces and team sonic racing when the rest of the deadly six were left behind, and they seem to play him up as one of sonic's "rivals" alongside metal sonic and shadow in marketing) which would count for him being both a Breakout Villain and The Scrappy. but i'd hesitate to call zazz a breakout villain since his appearances are more limited to tie-ins with his debut game

Zavok and Zazz from Sonic Lost World are listed as Breakout Villains, and have entries on the trope’s page, but they’re also listed on the series’ Scrappy page.
I’m not sure if this belongs in the Scrappy cleanup forum; the Deadly Six are generally derided in reviews, so I’m not contesting them being Scrappies. What I am contesting is them being Breakout Villains despite this.
