I don't know who those people are but Tachanka here has a machine gun and an incendiary grenade launcher. Being outnumbered isn't that big of disadvantage for him.
super late edit because i didn't realize i was ninja'd: I'd say Shen can easily dominate Tachanka in hand-to-hand combat, but his trump card, the cannons, are still much less agile than Tachanka's own light machine gun. Getting into melee range might also prove problematic for Shen, for the reasons I mentioned in the first paragraph.
Ultimately this hinges if Shen can render Tachanka's shots ineffective before closing in for the kill. Cover helps, as well as deception/distraction techniques.
