During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

Vector the Crocodile and the other recent candidates proposed.
I have a question. The Governor from the Walking dead comic book is listed as a Complete Monster, but there are several mitigating factors I'd like to look into.
1. The entire Rise of the Governor novel gives him a solid Freudian Excuse.
2. Despite being a jerk towards his own subordinates, he is still distraught at the deaths of Gabe and Bruce (this applies to the comic too). Even more so with Bruce, who he considered to be one of his best friends.
3. There is a scene in Road to Woodbury, where he celebrates Christmas alone and breaks down crying in the midst of it. He silently recalls his past life, shared with his friends and brother during the apocalypse. He also blamed himself for causing Penny's death, and especially remembers Philip lying dead in front of his eyes.
4. In the same novel, he makes friends with Bob Stookey. His friendship is genuine, as he revelas many secrets of his own to Bob and even keeps him as his right hand man. Despite not respecting him much in the comic, in The Fall of the Governor he also trusts him to keep Penny "alive" before going on the prison assault.
So... What do you think about this?

Regarding the Governor, after Rise of the Governor was released the consensus was that he effectively became a different person and seemed to forget all his redeeming qualities. Given the new info though I'm not so sure that's the case. He may need to be cut.
