For the record, it's a pretty well-known inside joke among the Star Trek fandom in particular, and I've seen less-serious Trek fanfics where every "random" number is 47 as a deliberate reference - but I think that would just fit under Development Gag.

As a side note, 58 of the page's 76 wicks are from Star Trek pages, 55 of which are recap pages for specific episodes. So this is pretty clearly just "one person wants to make a trope out of their favorite series".

Twenty Three was recently cut as People Sit on Chairs, since it was just a list of instances of the number and any tropeworthy instances were covered by Arc Number or Too Rare to Trope. This trope likely has the same problem, unless we can gather more deliberate references to the Pomona joke mentioned in the lead.
