It depends on the perspective, i.e which work you're writing an example on.
We can never truly eradicate the coronavirus, but we can suppress its threat like influenzaCanon Immigrant is actually a subtrope of Canon Foreigner; every Canon Immigrant starts as a Canon Foreigner (hence the name). A character introduced in an adaptation is a Canon Foreigner, and if that character is added to the source material afterwards they become a Canon Immigrant.
In the case of the arrowverse and DCEU, characters introduced in those shows that are not from the comics are Canon Foreigner, and if they're added to the comics afterward they become Canon Immigrant. This only applies to the comics since they're the source material, so a character from the Arrowverse being added to the DCEU or vice versa wouldn't count.
Batman doesn't count since he's from the comics, and Ava Sharpe is a Canon Foreigner if she's not from the comics, but she's not a Canon Immigrant until she's added to the comics. If the DCEU and Arrowverse were somehow molded into one that would be Canon Welding
PSA: a cat is not a dogCanon Foreigner is an original character created for a derivative work. Canon Immigrant is when that character migrates back to the source material. So that means with regards to this line of development all Canon Immigrants started as Canon Foreigners, but not all foreigners become immigrants. It isn't related to the Alternate Universe / Multiverse stuff, although two unrelated works being tied together do have similar tropes like Canon Welding.
Although I would imagine that if the Arrowverse were adapted—if, say, there were a video game adaptation of Arrow—the adaptation could have a Canon Foreigner relative to Arrow, and if that "foreigner" were to migrate back into Arrow, they would be a Canon Immigrant to that show.
That is, if I'm not much mistaken, what matters is that there's a work that's being adapted; whether the work being adapted is the ultimate original form of the work or itself an adaptation doesn't matter.

My Games & Writing
The reason I ask, is partially inspired by the new Arrowverse crossover Crisis on Infinite Earths (2019), although that's a Crisis Crossover Mini Series.
More importantly, I'm wick-checking both Canon Foreigner and Canon Immigrant tropes to avoid trope misuse and looking for zero-context examples.
Would Batman/Bruce Wayne (the DCEU version portrayed by Ben Affleck), were they to do a one-off "Batman vs Flash" crossover in The Flash (2014) be a Canon Foreigner to the Arrowverse, or a Canon Immigrant because of it? I know that, due to the DC Extended Universe, Batman has been Exiled from Continuity from the Arrowverse.
For example, if Ava Sharpe◊ from Legends of Tomorrow were to play a plot-important role in a future Soft Reboot DC Extended Universe movie (and appearing at the same time as being in Legends of Tomorrow portrayed by the same actress, playing the same character with no Adaptational Personality Change), would she be both a Canon Foreigner and a Canon Immigrant?
Can a character simultaneously be a Canon Foreigner and Canon Immigrant, or can they shift from one to the other over time?
I'm checking to avoid misusing this trope.
