It sounds like a wishlist. Street Fighter V seems to want to push new characters as much as veterans. Just one newcomer seems too few.
Mega Man fanatic extraordinaireI wouldn't dismiss it that quickly, considering it's been leaked by the same guy who leaked the Smash Bros. Ultimate roster ahead of time, and the fact that all of these names (except Sodom, I think) have come up in leaks before. Obviously it's no guarantee, but at the same time it's probably worth some consideration.
Besides, SFV seems like it has plenty of newcomers already. SFIV and its iterations introduced 11 in total (six from vanilla SFIV, two from Super, one from Arcade Edition and two from Ultra). Meanwhile, SFV has introduced just as many (four from release, five from Season 2 and two from Season 3) and it hasn't even finished its support cycle yet. I can see them wanting to dial back on the newcomers for one season, especially given the lack of SFIII and SFIV representatives.

More recently he claimed that support for the game has ceased because it bombed; the DLC plans he leaked before weren't incorrect per se, they were just cancelled.
Of course, if support for the game has been stopped (which seems to be the case from a cursory glance) then I guess we'll never know for sure.

Growing up, it's like a civil war, don't turn away, it's something you can't ignore...I just want Mike Haggar to make a appearance in a proper Street Fighter title. Feels wrong that Cody, Guy, Maki and the villains were playable and he isn’t.
It's probably the 'obvious' reason, but I think the reason why Haggar has never been playable in a Street Fighter game is because Capcom think he'd play too similar to Zangief, given how they share their signature moves. I can't say how true that is or not, I just know he has a few of his own moves in Marvel Vs Capcom 3, like Violent Axe and whacking folks with a pipe.
On an unrelated note, I wonder if Capcom will make a habit of trawling through the archives and promoting various less-than-well-known NPCs to full playable status, like what they did with Abigail and Zeku (and Kolin and Ed, sort of; I don't really count those two since they both got heavily foreshadowed in the cinematic story, while Abi and Zeku just came out of nowhere, pretty much).
I personally would love it if they promoted Tom, AKA the Jean Reno-looking fellow who trained Alex; he strikes me as Gen's Western counterpart. You know he has to be a serious badass if Gill felt the need to personally fight him, for whatever reason (and when Tom lost and got hospitalized, he insists it was a fair fight, as opposed to a one-sided Curb-Stomp Battle; even then, he seemed to recover from this Messianic beatdown remarkably quick. Not bad for a middle-aged man with no special powers). I can see him being a lithe and agile 'technical' grappler, probably quite execution-heavy (to further solidify the Gen comparison), in contrast with his student's brute force.

As the character who changes by far the most across his appearances, even becoming his antithesis in a few ways, he does kind of fit the card's theme of "reversal of station/fortunes." As the Spanner in the Works who is the catalyst for Bison's downfall, you could also spin him as an instrument of change as well.
I assume Karin is Strength because that card is traditionally represented by a seemingly innocuous or nonthreatening woman with a lot of evident inner strength, and of the Street Fighter women her "posh rich girl" / "stalwart mission control" contrast probably fits that the best.
