X Middle School has gone Canada Crazy – and the ambassador's son is staying over, along with his assistant Penny Madrid, who happens to be an old partner in crime with Fillmore. Winston Kotter, the Canadian ambassador, turned Penny around just as the Safety Patrol turned Fillmore around – but Fillmore can't help but suspect something is up, especially as a huge supply of counterfeit baseball cards appear. Unfortunately for Fillmore, Winston has full diplomatic immunity and plans to pin the crime on Penny. Without the power to officially bust him, what can Fillmore and the Safety Patrol do?

In General:

  • Armor-Piercing Question: Vallejo delivers one to Winston after he threatens to have every member of the Safety Patrol expelled in retaliation for them destroying his equipment and arresting his goons:
    Vallejo: What are you gonna do? Tell Principal Folsom we ruined your counterfeit baseball card operation?
  • Badass Boast: Winston tries to boast about his diplomatic connections to Fillmore, who swiftly shuts him down.
  • Big Damn Heroes: Fillmore and Ingrid turn in their badges to go after Winston themselves. But when they get captured, Vallejo and the entire Safety Patrol turn up to put a stop to Winston's operation once and for all.
  • Deadpan Snarker: When Fillmore notes that Winston printed 4,000 Cal Ripken cards, Ingrid asks if he's not an Orioles fan.
  • Diplomatic Impunity: Winston Cotter has diplomatic immunity because Folsom made it a rule after a previous diplomatic incident that happened at X.
  • Hold Your Hippogriffs: When confronted once more by Fillmore, Winston says that he's quickly "becoming an antler in [his] side".
  • Honor Before Reason: Despite being told that they must go through proper channels regarding Winston, Fillmore argues that getting the job done is more important.
  • I Never Said It Was Poison: Penny's slip of the tongue is what tips Fillmore off about the missing counterfeit Cal Ripken cards. He never mentioned which player they were, much less a specific team.
  • Karma Houdini: Played with. Although Winston is not officially taken in due to his diplomatic immunity, the Safety Patrol puts an end to his counterfeit baseball card ring and Vallejo warns him that the Safety Patrol will be watching him closely from now on. Plus, Winston cannot simply tell on them to Principal Folsom because that would be admitting to his crime.
  • Moose and Maple Syrup: The episode is very Canadian-themed, with the criminals involved being primarily Canadians aside from Penny. Winston Cotter is specifically from Montreal, as his school there is mentioned when Vallejo suggests going through proper channels to investigate him. Jack Staples and two other thugs dress up in hockey jerseys and masks before attacking Fillmore and Penny, and the security guards at the Canadian Embassy are dressed in RCMP uniforms.
  • Playing Both Sides: Penny. After finding that she had the missing Cal Ripken cards, Fillmore realizes that she was in on the counterfeit scheme from the beginning, and was using him to nail Winston so that she could take over the operation.
  • Screw the Rules, I'm Doing What's Right!: Fillmore and Ingrid choose to continue going after Winston Cotter to shut down his counterfeit baseball card ring in spite of his diplomatic immunity and repeatedly being warned against doing so by Vallejo.
    Fillmore: There's proper channels, and then there's getting the job done.
  • Soapbox Sadie: Ingrid plays the part of an activist protesting against chopping down trees to make Christmas trees in order to distract the Canadian Embassy security so Fillmore can sneak into Winston's office.
  • Shout-Out: Fillmore knocks over a large jar of maple syrup in Winston's room, and says "Oh, did I do that?"
  • Turn in Your Badge: Vallejo threatens both Fillmore and Ingrid that should they continue investigating Winston, he will kick them off the Safety Patrol. They end up tossing them to Vallejo while leaving for their final confrontation.
