Jennifer begins training with Jefferson and Gambi to better control her powers. But her sheer raw strength worries them, since she could lose control if she can't control her emotions. Meanwhile Tobias slowly begins to awaken his metas, and Agent Odell fills Lynn in on the Markovia agents in Freeland.


  • The Bad Guy Wins: Tobias gets his hands on all the pods kids from the ASA
  • Can't Kill You, Still Need You: Knowing that Tobias would kill her, Dr. Jace gives him just enough information and equipment and serum to awaken the metas he found so that he'll keep her alive — Tobias lampshades this and compliments her for it.
  • Chekhov's Gun: Lynn thinks she can use the Looker's silver element to stabilize the pod kids. Turns out she's right.
  • Entertainingly Wrong: Jefferson and his team assume that Markovia are the ones responsible for kidnapping the pod kids, completely unaware that Tobias was the one who kidnapped them.
  • Evil Is Petty: Dr. Jace triggers the ASA's emergency lockdown protocol while Lynn is treating a kid out of sheer spite to sabotage her efforts and lets Tobias' goons kidnap all the pod kids.
  • Honor Before Reason: Jefferson has the perfect opportunity to throw Lowry under the bus at his meeting with the School Board but he doesn't; partly because he knows his Black Lightning duties will inevitably come into conflict with his job as principal again and partly because as Tayvon pointed out - "Garfield is a place for second chances".
  • I'm Standing Right Here: A variant, Jefferson talks to Gambi about he's worried about Jennifer's emotional state might compromise her ability to control her powers. Jennifer then reveals Anissa taught her to read lips.
  • Internal Reveal: Since Lynn refuses to help move the pods unless Odell is open with her, he relents and tells her about how Markovia agents are in Freeland hoping to acquire assets for a metahuman army.
  • Jerkass Has a Point: For all his horrible policies and apathy, Lowry is right about one thing — the students at Garfield need stability in their lives. And Jefferson knows that his life as Black Lightning prevents him from truly providing that.
  • Laser-Guided Karma: Lowry's tyranny comes back to bite him as students recorded his confrontation with Jennifer last episode and it went viral, severely damaging his reputation and the school board is left with egg on their face for forcing Jefferson out and hiring him.
  • Power Incontinence: Jennifer has always struggled to control her powers, but as Perena explains she could go nuclear if she can't get her emotions — specifically her anger over losing Khalil under control.
  • The Reveal:
    • Grace Choi is a false identity. Her real name is Shay Li Wylde. She was abandoned as child, went from foster home to foster home was kidnapped by a child prostitution ring before ICE broke it. Shay Li vanished and Grace Choi turned up in Freeland.
    • The ASA's metahuman experiments are due to Markovia doing the same and trying to create an army with their own. The events of season 1 exposed the Green Light epidemic to the world and have alerted the Markovians, who retaliate by attempting to abduct American metas for their own purposes.
  • Screw the Money, I Have Rules!: Agent Odell tries to bribe Lynn with a million dollar grant. She refuses and it takes the full truth to get her to stay.
  • You Have Outlived Your Usefulness: Todd is of no more use to Tobias. So Cutter lets him go with a new car...that's rigged to explode.
  • What the Hell, Hero?: Napier is livid that Jefferson is too honorable to throw Lowry under the bus, and that he can expect no more favors from him.
  • With Us or Against Us: As Agent Odell tells Lynn, to Markovia, any metahuman that isn't on their side is a threat to them.
