snipped the description

It happens in an isolated city, surrounded by a forest at the north and a gaping hole in the bottom. The city itself is cut in half by a landslide-caused fissure, now literally separating Downtown from the Upper-City.\\
The story is that of Downtown assassin mechanic {{Ninja}} Ryoku. He lives alone since he remembers, and is known as "The Man with the Mask" through Downtown Police and Mafia alike. Despite two years of action without getting recognized, he gets captured while rescuing high-profile criminal Yuuzou [[FriendToAllLivingThings for no apparent reason]]. Yuuzou then proceeds to liberate him along with a mysterious girl named Mei in the process, getting captured in the process. Ryoku gets entangled in their struggle against the Downtown Police, specifically the Black Squadron, a team that seems devoted to keeping Yuuzou and Mei in check. Ryoku discovers the involvement of the Star League (the Upper-City's magician class). Their run is stopped when the band saves a girl dumped from the Upper-City from the Downtown Police's custody. The team of four escapees manages to put out the Black Squadron before attacking the Downtown Commissary to end their captivity in Downtown and allow the team a quick way up to the Upper-City. Ryoku eventually kills the Commissary, and Downtown entirely goes down in an earthquake due to the man's DeathActivatedSuperpower. The incident costs a lot of Downtown lives, and causes an influx of Downtown people forcing their way to the Upper-City in the dozen of minutes Downtown takes to entirely fall.\\

After the panic in the Upper-City has settled down (and many Downtown intruders killed), Yuuzou, Mei and Souki immediately strike back at the Star League while Ryoku's laying low. Though, hiding in the mines leaves him open to a mass-murdering poison-wielder called the Steel Serpent due to the person's disguise. After a second meeting, Ryoku manages to shatter the snake mask, revealing a female face that seems too familiar. The Serpent eventually escapes and Ryoku understands from her way of escaping that the Star League has a hand in that, so he takes his friends' path of war against the Star League. Through the course of several fights, he discovers the Star League's involvement with the pillagers who ransacked Downtown, as well as re-meeting the Serpent as Juuki, a psychologically-unstable agent. He soon attracts the attention of elite mage Kasaru, eventually allowing Yuuzou to break free. They quickly rescue Mei and Souki to evade the League's clutches, freeing the latter from {{brainwashing}} in the process. The Star League has to unveil Shiki (Souki's strongest "sister"-clone) to stop the Downtown fugitives, though Shiki eventually fails, leaving the Magister open to attack right at the Wand Tower. Following the incident, the Wand Tower crumples as the Star League is destroyed.\\

Then, the Imperator gets active in reaffirming his control over the City, using the Tops Police to wipe out any remains of the Star League, recruiting the Black Squadron's remaining members into them as well. Archmage-in-training Ban steps up to the menace the Magister posed after his death, as Shiki and Souki's sister-clones are driven crazy and try public attempts at killing the Imperator, and even the fugitives. On orders and being supervised by his cousin, Princess Rangiku, Ban eliminates most of them successfully. Ban eventually gets all the credit, leaving the Burgmaster (the leader of the Tops Police) wide open to a frontal assault as the fugitives took an opportunity to attack him. When Ryoku kills him, Ban and Rangiku eventually find out about his true plans, having a "MyGodWhatHaveIDone" reaction to their doing. They soon are back to action regarding Joudan (the former Star League pillager leader), eventually blasts his way out of the city from the Big Mall, causing massive property damage. Yuuzou and Mei, as well as Gouhei from the Black Squadron, follow before hermit Shisu resurfaces and takes over as Burgmaster, instilling order into the City again. Ryoku and Souki eventually join forces with now-fellow-fugitives Kasaru and Shiki (resurfacing from apparent death) to fight the Imperator's soldiers. Eventually, plans collide as Ryoku, finding the Imperator, also finds Shisui near-death at his feet. Ryoku fights the Imperator to a draw, but in the aftermath, he discovers the Black Squadron's leader Kuugai's return as the latter murders the Imperator. Though, he has no time to establish a fairer order as the Imperator's DeathActivatedSuperpower destroys the whole city, leading everyone to leave before it falls to its doom like Downtown did.
