One of Kougami Foundation's brightest scientists, in charge of its Biotech Laboratory, as well as the inventor of the Birth system. Late in the series, he becomes a Greeed and becomes the Big Bad.
  • The Aloner: The final conclusion to his plan. After causing one Greeed to go berserk, he planned to defeat it leaving him the sole existence in now destroyed world. In his word, as by that point his existence would be equal to void itself it will prevent anything from ruining the beautiful end.
  • Amnesiac Resonance: His intention to see The End of the World as We Know It was hinted as early as #10, but #30 revealed that he has long since forgotten the reason behind it. Remembering it is what allowed him to fully cross his Moral Event Horizon.
  • Ascended Extra: His Creepy Doll started off as a mere prop but gradually appeared to be more and more sentient.
  • Berserk Button:
  • Big Bad Slippage: While his debut was in #9, he gradually becomes an intimidating threat enough to end up being this, especially after joining Kazari and becoming part of the Greeed in #30 before finally becoming the ultimate threat of the show.
  • Bunny-Ears Lawyer: Apparently a brilliant scientist, but suffers massive panic attacks if he's removed from his doll. On top of that, he seems to be quite insane.
  • The Chessmaster: Kazari didn't find this out until it was too late.
  • Control Freak: Has no problem with Kazari hurting innocent people or making Yummy but flips out when Kazari makes one from him even though it did not harm him and even attempts to destroy it himself before it can attack Chiyoko out of spite.
  • Creepy Doll: Carries on on his shoulder. It originally belonged to Hitomi.
  • Creepy Monotone: Which serves to highlight just how unsettling the dude is. It also signals things are about to get bad when he ditches it.
  • Deal with the Devil: Partway through the show, Maki makes a deal with Kazari to provide Medals in exchange for being allowed to "research" him. Ironically, the deal ends badly for Kazari.
  • Devil in Plain Sight: A creepy Mad Scientist with an equally Creepy Doll who tells the audience up front in his Creepy Monotone that he is an Omnicidal Maniac. The show largely treats him as a joke, until it doesn't.
  • Dragon-in-Chief: Maki nominally works for Kazari during the show's second act, but once he acquires the purple Core Medals, it swiftly becomes clear who the real Big Bad is.
  • Disproportionate Retribution: His older sister was getting married and seemingly wanted to leave him behind in an empty house all by himself. What does he do? Burn her to death!
  • Enemy Summoner: Like Gamel, he can create fully-powered Yummies with one Cell Medal from nothingness because he has five of Giru's Core Medals inside him.
  • Enfant Terrible: Was a bit...deranged as a child. He decided that his sister getting married and leaving him called for burning her alive in her sleep.
  • Evil Counterpart: Another one to Eiji. In fact by the end Maki is trying to invoke this by throwing more purple Medals into Eiji and corrupt him further. They both have the power of the Dinosaur Greed and take Giru's form, but Eiji overcomes The Corruption while Maki intentionally drowns himself in it. Both of them also have the power to permanently kill a Greeed.
  • Eviler than Thou: Kazari thought he was the one in control of his relationship with Maki, right up until Maki ripped out his remaining Cores and let him turn back into a lifeless pile of coins.
  • Evil Sounds Deep: Maki usually has a very low, emotionless voice (whenever he’s not freaking out, anyway). It becomes even deeper when he becomes a Greeed, only accentuated by the reverberation effect.
  • Face Death with Dignity: When OOO finishes him, he takes his end calmly befitting his worldview as he's ripped apart and sucked into a black hole.
    Maki: Ah, my ending. It completes me.
  • Foil: In many ways, he could be seen as the exact opposite of his former boss, Kousei Kougami. Kougami is expressive in his beliefs, almost always yelling about his passions, holds the beginnings and births of nearly every single thing in the dearest of regards, and he believes desires are a major force in the world’s progression and evolution. Maki, on the other hand, is very reserved and emotionless, speaks in a calm, nearly robotic tone, believes something can only ever be appreciated for its ending, which extends to the world itself, and openly opposes all of Kougami’s philosophies. Even while working for the guy.
  • For Science!: This is supposedly his motivation for letting the Yummy rampage through the Kougami labs, just to see what they'll do.
  • Four Eyes, Zero Soul: From the get-go.
  • Freudian Excuse: A very twisted one. :His parents died and his sister was kind of a jerk...so he burns her to death the day before her wedding because she was going to get married and leave him behind with her doll. While he seemed to mourn her before he remembered this, afterwards, he assumes he did the right thing and shows no remorse.
  • Heel–Face Door-Slam: A rare case of a character doing this to himself. His reaction to meeting Chiyoko and the events that follow suggest he's about to pull a Heel–Face Turn, but the ensuing revelations instead lead him to become far worse than ever before.
  • Hoist by His Own Petard: Maki shoves Eiji full of even more purple Cores near the end of the show to control him, forcing him into becoming the Eiji Greeed. Those Cores are used for the final Giga Scan that destroys Maki and all ten purple Cores once and for all.
  • Kick the Dog: Besides Burning his sister to death over abandoning him, Maki's lowest point in the series was probably locking up scientists in the lab just to test out the Same Yummies' powers.
  • Kick The Son Of A Bitch: Impales Kazari through the chest and rips out all his medals. After witnessing what he did to Mezool and Gamel, you wouldn't mind all that much.
  • Laughably Evil: For as grim and serious as he usually is, and even considering the Cerebus Retcon clarifying why he's so protective over it, touching or abusing Maki's doll in any way immediately throws him into uncharacteristically hammy freak-outs, a running gag that prevails even to the end of the series to counterbalance his escalating awfulness.
  • Mercy Kill: In a very twisted way, this is the reasoning behind his action. His Wham Episode note that he cannot forgive his sister for leaving him and so he killed her to preserve the image of her as a kind sister in his memory, as he live by the doctrine of how people are completed through death in similar way to how a story ended. Over the years it eventually became an example of Believing Their Own Lies, however his interaction with Chiyoko reminded him that his sister wasn’t always the kind sister he originally believe. In the end he came to conclusion just like how his sister become “ugly”, in the end the world too will eventually suffers similar fate and so the world must be destroyed while its still beautiful to preserve its beauty, and before Chiyoko too became ugly just like his sister.
  • Morally Ambiguous Doctorate:
  • Not-So-Harmless Villain: After Date showed up, he was pretty much a complete joke. Then he Jumped Off The Slippery Slope, became a Greeed, killed Kazari, and took his place as the Big Bad.
  • Omnicidal Maniac: Maki is very open about his goal being to see the end of the world, even when he's still on the side of the heroes. It shouldn't come as a surprise that when given the chance, he actually goes for it.
  • One-Winged Angel: Absorbs five of the Purple Core Medals to undergo Greeedification and transform into the Dinosaur Greeed so he can kill whichever Greeed goes berserk after it destroys the world and become the last living thing on earth.
  • O.O.C. Is Serious Business: When he willingly puts the doll down, it's a sign that he's completed his transformation into the Big Bad.
  • Power of the Void: While Eiji became An Ice Person from the Purple Cores, Maki's Greeed powers seemed to be more towards this, including dark energy blasts and his Yummy being able to destroy everything with a smoke, as well as sending off an energy wave which reduced a large area of forest into nothing. Which makes since, as he literally desired there to be nothing but a void in the end.
  • Red Oni, Blue Oni: The blue to Kougami's red.
  • Redemption Rejection: Meeting Chiyoko seemed to be leading towards a Heel–Face Turn, but then he realizes he was the one who murdered his sister and she was really a jerk. So he Jumped Off The Slippery Slope and joined Kazari and Ankh (Lost) to destroy the world.
  • Room Full of Crazy: Has one in his old house displaying the fire he killed his sister with, probably out of hidden guilt over the whole affair.
  • The Sociopath: If the flashbacks are any indication, he's been one since he was a kid! He even burned his older sister in a housefire, falsely claiming it as an "accident".
  • Villainous Breakdown: Realizing that Chiyoko looks identical to his sister results in him having an emotional breakdown. This lasts until he realized that he killed off his sister himself and he gets even worse than he used to be.
  • Weaksauce Weakness: Despite becoming the most powerful Greeed, he can still be effectively disabled by knocking his doll off his shoulder, as shown in #47 when Ankh sets his doll ablaze. He spent so much time trying to retrieve it after throwing it to the ocean to put it out Eiji and Ankh managed to escape. Though this may be why it's not visible when he's in his Greeed form. Just before the finale, he discards his weakness willingly as a sign of his resolve.
  • The World Is Just Awesome: Its because its awesome he wished to end it, before it became ugly.
    • He pulled inversion to this when he showed Eiji how Greeed preceive the world.
  • Yandere: Towards his sister.
  • You Have Outlived Your Usefulness: Pulls this on Kazari after OOO damaged one of his Cores, after which Maki ripped the rest out of him and left him with only the damaged Lion Core that eventually shattered. He also does this to Ankh after the latter pulled a Heel–Face Turn and stopped him from trying to kill Eiji and reclaim the Purple Medals still inside his body.

Multi-King
King of a lost European kingdom 800 years ago, when the Greeed and OOO were created. He created the Greeed and the OOO Driver in order to absorb their power and become a god. He teamed up with Ankh to defeat the other Greeed, but ended up literally backstabbing him, only to die from being unable to contain all the power he absorbed, transforming him into the stone sarcophagus the Greeed were sealed in.

He would eventually resurrect to become the main antagonist of Core Medal of Resurrection.


  • All Your Powers Combined: His ultimate goal was to absorb all the Core Medals and become a god. After his resurrection, he nearly succeeds but Ankh manages to weaken him from the inside and give Eiji/Goda the chance to finish him off.
  • Ancient Evil: An evil King from 800 years ago who returns to conquer the world once again.
  • Assimilation Backfire: Core Medal of Resurrection has him absorb Ankh in order to fully complete his Multi-King form. However, this backfires greatly on him given that Ankh literally tosses out the PuToTyra Core Medals out of him for Eiji to use, resulting in his permanent death for the time being.
  • Back from the Dead: He comes back to life in Core Medal of Resurrection as the Big Bad.
  • Badass Cape: Core Medal of Resurrection has him gain a cape that is clearly reused from The Great Eyezer.
  • Big Bad: He's the main antagonist of the 10th Anniversary movie, which sees him returning in modern times to try and Take Over the World again.
  • The Bus Came Back: He returns in the Kamen Rider OOO 10th Anniversary as the Big Bad.
  • Combo Platter Powers: Has the exact same power set as Eiji, as they were the King's originally. After absorbing the Greeed and assuming his Multi-King form, each of his limbs takes on a different OOO form while his head remains Taka.
  • Cool Sword: His main weapon is a large, double-edged broadsword. He also steals the Medajaribur and uses it for himself.
  • Corrupted Character Copy: He is the stark inversion of the previous Kuuga from his home series, as both were predecessors to their modern counterparts. While the first Kuuga is the Greater-Scope Paragon who used his power for the greater good, the first OOO is the Greater-Scope Villain instead and he uses it for his selfish desires.
  • Diabolus ex Machina: Core Medal of Resurrection provides no clear reason for how or why he returned to life. He simply... came back one day and began to destroy the world.
  • Disc-One Final Boss: While he may be the main threat in Core Medal of Resurrection, it's Goda who becomes the final threat in the movie, though only after absorbing the King's leftover Medals.
  • The Dreaded: Notably, even the Greeed are terrified of him as shown when they react to him deciding they're no longer useful with complete terror.
  • Evil Counterpart: To Eiji. While both were OOO, the Ancient King is evil, selfish, and has been referred to as "desire incarnate"; Eiji is selfless, good, and is described as void of all (negative) desire.
  • Eviler than Thou: Proves to be this to the Greeed. Ankh finds out at the last minute that he shouldn't have turned his back on him.
  • Evil Sounds Deep: His OOO Scanner has a noticeably deeper voice than Eiji's. He himself has a deep voice.
  • Face of an Angel, Mind of a Demon: The one picture we have of what he looks like under the helmet shows him to look almost like a kindly grandpa. He's also a monstrous, brutal tyrant who makes the Greeed look like saints in comparison.
  • Godhood Seeker: His plan was to absorb the powers of all the Core Medals and become a Physical God to conquer the world.
  • Greater-Scope Villain: He's the reason the Greeed exist and everything bad in the series can be traced back directly to him. Becomes a proper Big Bad in the 10th Anniversary movie.
  • Greed: The King is described as 'desire incarnate' and is so immensely greedy, the Greeed were capable of making Yummy as strong as themselves from it.
  • Hero's Evil Predecessor: He was a ruthless, supremely selfish conqueror responsible for every bad thing that happens in the series, in direct contrast with his selfless, goodhearted successor.
  • Hero Killer: Landed a fatal blow on Eiji Hino while he was shielding a young girl in Core Medal of Resurrection. This makes him one of the only villains in the franchise to flat out kill the main Rider and it to stick, as possession by Goda and Ankh only delay his death but can't stop it.
  • Hoist by His Own Petard:
    • His first death was when he absorbed all the Core Medals but couldn't handle the power.
    • His second death comes from absorbing Ankh in Core Medal of Resurrection, in which Ankh literally throws out his PuToTyra medals out to Eiji, allowing him to assume his Putotyra form and annihilate him for good.
  • Humanoid Abomination: After his resurrection, it's not clear if he's even human anymore. Shots of inside him shows he's completely filled with Cell Medals and after he's killed, all that remains is a swirling mass of Cell and Core Medals.
  • It's All About Me: He had five sentient lifeforms created for the sole purpose of killing them off so he could become a god and Take Over the World. It's noted that he is so insanely greedy that he's essentially 'desire incarnate.'
  • In the Back: Where he stabs Ankh to rip out his Cores.
  • Karmic Death: His own overflowing desire was the reason absorbing the Core Medals killed him twice.
  • Killed Off for Real: Getting hit by Putotyra combo's finisher (which, by the way, has been known to destroy Core Medals) will do that to you.
  • Knight of Cerebus: His resurrection is the entire reason the 10th Anniversary movie is Darker and Edgier. He's also played completely straight as a monstrous, brutal tyrant with zero humorous traits.
  • Luke, I Am Your Father: The Kamen Rider OOO Wonderful movie reveals he was Kougami's ancestor.
  • No Name Given: His real name is never mentioned. The closest we've ever gotten is Ancient King Kamen Rider OOO.
  • One-Man Army: Used OOO's power to become this, having conquered most of Europe by the time he was stopped. Upon being resurrected, just he and the Greeed are an existential threat to the entire world.
  • One-Winged Angel: Absorbs Uva, Mezool, Gamel and Kazari in Core Medal of Resurrection to become the Multi-King.
  • Physical God: His ultimate goal was to become this. Even without it, he was still strong enough to conquer most of Europe through might alone.
  • Posthumous Character: Is long dead before the series begins but was the cause of everything that happened. He's slated to return in the 10th Anniversary movie, however.
  • Predecessor Villain: While he's dead long before the series starts, he's the cause of everything that's happened in the series because he had the Greeed and OOO created out of his own selfish desire to become a God.
  • Selfish Evil: In-Universe, he's referred to as "desire incarnate" (by Ankh!), and promotional materials state that he has a "soul of desire", making this Canon. According to Kougami, this was ultimately his downfall, as he was so full of desire, his body couldn't contain the power of the Cores.
    • According to the book his desire was so immense that Uva, Mezool and Kazari were able to make Yummy nearly as strong as themselves out of it.
  • Shadow Archetype: Described as nothing less than desire incarnate, he's this to Eiji, the one to hold the title of OOO right after him and being someone who holds absolutely no desire himself.
  • There Is No Kill Like Overkill:
    • He attempts to kill a little girl with a barrage of energy blades. After Eiji takes it to save her, the King proceeds to blow him up for good measure.
    • How he meets his end: Eiji/Goda hits him with a Grand of Rage powered by thousands of Cell Medals torn out of the King's body (weakening him in the process) and further overclocked by a Scanning Charge. Given how powerful the King is, this was likely a requirement to put him down for good.
  • Take Over the World: Was already well on his way to succeeding when he did himself in.
  • Took a Level in Badass: In Core Medal of Resurrection. The first time he attempted to absorb the Greeds' power failed and turned him into the stone coffin that originally sealed them away. After coming Back from the Dead he has no trouble casually assimilating Uva and most of the other Greeed to become the Multi-King, and likely would have done the same to Ankh and Goda if they weren't able to stop him.
  • Twin Desynch: His suit was originally identical to when Eiji used it, but after his resurrection, his Taka head looks worn and cracked.
  • Unexplained Recovery: How he revived in Core Medal of Resurrection isn't explained in the movie.
  • The Unfettered: As expected from someone described as 'desire incarnate,' there is absolutely nothing the King won't do to get what he wants. From slaughtering entire armies to creating a group of sapient beings solely to kill them and become a god to backstabbing his sole ally, anything that gets the King the godhood he desires is fair game.
  • Villainous Legacy:
    • Is long dead by modern day, but everything is ultimately his fault for creating the Greeed in the first place for his the bottomless desire for power.
    • After his demise in the 10th Anniversary movie, the sheer amount of power that was inside of him and left behind is too tempting for Goda to ignore, resulting in him taking it and becoming the True Final Boss.
  • Would Hurt a Child: He attempts to kill a little girl with a barrage of energy blades.
  • World's Strongest Man: He's by far the single most powerful character in the series in terms of natural strength, being capable of curbstomping all the Greeed at the same time except Ankh by himself in their Complete forms using only the basic combos. The book explains that Uva, Mezool, and Kazari made Yummy nearly as powerful as themselves from his desire and it still wasn't enough. In the end, the only reason he's destroyed is Ankh being inside him weakening him, and even then the killing blow is powered by ripping thousands of Cell medals out of him to weaken him further.
  • You Have Outlived Your Usefulness: Absorbs Uva, Mezool, Gamel and Kazari once he decides to take on Eiji Hino.

An African girl whom Eiji Hino befriended during his adventures. However, Eiji's failure to prevent her death was a major factor in his motivation throughout the show.

  • Abusive Parents: Used his son's tragedy to gain public support for his political platform. This caused Eiji to leave him and the rest of his family, but also with the cost of losing any selfish desire and beginning his helpful nature towards others.
  • The Ghost: Has no physical appearance nor are his current whereabouts are known.
