South Sector

     In General
     Akira Ootori
Voiced by: Toshiyuki Toyonaga

https://static.tvtropes.org/pmwiki/pub/images/akira_otori_hero_full_3.png

  • Fiery Redhead
  • Hopeless with Tech: He marvels at how a phone can be used as a recording device in Mission of Casino with Junior wondering just how out of touch with technology Akira is to not know phones can do that.
  • Hot-Blooded: Fitting considering his powers, Akira is usually yelling, easily to rile up and eager to fight, usually while yelling his catch phrase.
  • Playing with Fire: Has the ability Spitfire which as the name implies allow him to create fire.
     Will Sprout
Voiced by: Takashi Kondo

https://static.tvtropes.org/pmwiki/pub/images/will_sprout_hero_full.png
Akira's childhood friend, he tends to be overbearingly fussy over Akira's wellbeing after the fire incident four years ago.
  • Childhood Friends: With Akira and Ren.
  • Green Thumb: Has the ability to make plants grow. Also has a hand for plants outside of work since he has several potted plants in his room and has an interest in gardening.
  • Insane Troll Logic: His reasoning for what foods should be sweetened with loads of sugar is that the name just sounds like it should have more sugar in it.
  • Jerkass to One: Will is a generally nice and pleasant person who is nice enough to even win over the likes of Marion and Ren... unless your name is Gast Adler who only gets harsh words and glares whenever he's close.
  • Sweet Tooth: He's insanely fond of sugar and will eat food or drink with inhumanly high levels of sugar that no one else can tolerate.
     Brad Beams
Voiced by: Wataru Hatano

https://static.tvtropes.org/pmwiki/pub/images/brad_beams_hero_full.png

  • Alliterative Name: Faith reveals that his parents intentionally gave him a name with the same initial as his last because they liked how it sounded in Junior's New Generation card story.
  • Aloof Big Brother: Unintentionally. He used to be quite doting on Faith when they were younger but his perfectionist attitude and Faith's insecurities about being stuck in his shadow soured their relationship.
  • Occidental Otaku: Out of the largely Western cast, Brad is notable for having a heavy fixation on Japanese culture to the point where he owns a calligraphy set for showing off his ability to write in Japanese.
     Oscar Bale
Voiced by: Takuya Sato

https://static.tvtropes.org/pmwiki/pub/images/oscar_bale_hero_full.png

  • Gentle Giant: Despite being the tallest of the cast and known for his combat abilities Oscar is the gentlest and kindest person you can find in Helios.
  • Undying Loyalty: To the Beams brothers for giving him a home and he won't tolerate any implication of badmouthing either brother.

North Sector

     In General
     Ren Kisaragi
Voiced by: Haruki Ishiya

Akira's cousin and childhood friend with Will, he once got along with the two until Ren lost his family in the "Lost Zero" incident and became withdrawn and cold in his stoic pursuit to become a hero.

  • An Ice Person: Can create ice at will though he mostly shoots it using his guns.
  • Does Not Like Spam: Unfortunately due to Will's overzealousness for sugar, Ren has developed a dislike for sweet food from lingering trauma over how overly sweet Will's food can be.
  • Kind Hearted Cat Lover: Really loves cats. His social media posts tend to be pictures of cats, he is shown being excited about cat shaped food and some of his patrol dialog is him taking longer on his rounds because he was busy petting the neighbourhood cats.
     Gast Adler
Voiced by: Satoshi Hino
  • Big Brother Mentor: Used to be this for Akira during his brief stint as a delinquent. Is this for the younger members in his gangs too.
  • Blow You Away: His Superpower Nighthawk lets him control wind which he generally uses to empower and direct his bullets.
  • Former Teen Rebel: Used to be a leader of a gang as a teen but has cleaned up his act since then and became a hero. He is still in contact with his old gang members though and often uses them to gather information.

     Victor Valentine
Voiced by: Jun'ichi Suwabe

  • Mad Scientist: Invokes this image in his hero uniform with a labcoat and using chemicals as his weapon of choice. It helps that he's a genuine substance researcher but he is not a mad one as far as we know.
  • Meaningful Name: Brings up that his name refers to "victory" and "conquest" in Junior's New Generation card story, but dismisses that his parents actually were thinking Victor would embody those concepts, believing that his parents just liked the name's sound and it was a common baby name.
     Marion Blythe
Voiced by: Kensho Ono
  • Bloody Murder: That whip he's using? It's his blood which he can freely manipulate with his power Bloody Rose.
  • Teen Genius: Became a hero at a very young age and rose through the ranks so fast that he became a AA Hero at age 19 despite being barely older than the Rookies. Played With since his years of experience on the field doesn't make him any more emotionally mature than the other teens who he clashes with quite a bit.

East Sector

     In General
     Gray Reverse
Voiced by: Nobuhiko Okamoto
A rookie assigned to the East Sector. Despite having recently graduated from the academy, Gray is notably older than his fellow graduates and had to repeat it 6 years in a row. He was formerly a classmate of Asch.
  • Cowardly Lion: Gray is meek by nature but when push comes to shove he steps up to be a hero.
  • Dark and Troubled Past: He entered the academy at the same time as Asch and was viciously bullied by him. After failing to pass the combat tryouts twice, Gray was close to giving up entirely until he got his hands on a performance enhancement drug that let him finally pass. This in addition to the stress he'd been bottling up eventually led to the creation of Jet.
  • Shrinking Violet: Gray is incredibly shy and anxious, to the point that it's rare to have him not stutter or apologize when he's speaking. His online persona and Split Personality Jet is anything but.
  • Split Personality: His main gimmick besides his actual superpower. Where Gray is meek and polite, his second personality Jet is loud, sadistic and abrasive. Gray is the primary personality but when things get dangerous or Gray gets especially agitated Jet comes out and deals with the problem.
     Billy Wise
Voiced by: Yoshiki Nakajima

  • Expository Pronoun: Notable in that he switches between ''Oira'', ''Orecchi'' and ''Bokucchin'', all pronouns that are relatively uncommon and give the impression that he's flightly, playful and friendly. When he finally speaks frankly with Gray he uses the much more common and serious Ore, showing that he's being sincere and not putting up an act.
  • Healthcare Motivation: The reason he's so fixated on money is to pay his dad's medical fees.
  • Only in It for the Money: He views Hero work as the well-paying side gig to his information gathering business.
     Asch Albright
Voiced by: Subaru Kimura

  • Gravity Master: His ability, Center of Gravity, allows him to control gravity.
  • Royal Brat: His family is insanely rich and powerful which led Asch to develop into this, having a very strong belief that he's always right no matter what others say.
  • Pet the Dog: For how much he bullied Gray during their school days, he does genuinely think that he has what it takes to be a hero and chases after him when he's about to give up his dreams.
     Jay Kidman
Voiced by: Toshiyuki Morikawa

Jay is one of the longest-standing and most famous heroes of Helios with a long tenure. He is a Mentor for East Sector.

  • The Ace: He's considered to be one of the best heroes in the entire system and he has the prowess and skill to back up that reputation. One such example is how he's the only person who mastered Helios' anti-brainwashing course, considered to be one of the most difficult classes for heroes and eventually scrapped altogether for said difficulty.
  • Arm Cannon: His prosthetic arm is equipped with one that he can use during combat.
  • Handicapped Badass: His right arm is a prosthetic which he lost during an arm wrestling match. Besides some stiff shoulders he gets from walking around with it, it doesn't make him any less badass.
  • Immune to Mind Control: Downplayed, as he can be affected by Substance with mental effects, but his anti-brainwashing skill does allow him to eventually shake them off.
  • Married to the Job: Intensely dedicated to heroics, which is also a drawback when it comes to his personal life as he's a divorced husband who rarely sees his son because of his busy job.

West Sector

     In General
  • Wardrobe Flaw of Characterization: Part of how lax Keith is as a mentor is reflected in their hero uniforms, as Junior is the only one out of the initial trio to adhere to the standard hero outfit below his garb. Faith doesn't bother at all with the outfit but does put in the effort to wear different clothes. Keith goes a step further by having his regular day uniform be the same as the one used for his hero work with nothing but a few accessories to differentiate between them.

     Leonard Wright Jr
Voiced by: Ayumu Murase

The son of one of the most famous Heroes, Junior is determined to make a name for himself and prove that he's gotten into Helios not through nepotism.

  • In-Series Nickname: He's fine with being called Junior, but references to his height are definitely not allowed. Because it amuses him, Faith defaults to using his nickname about Junior's height to needle him.
  • Meaningful Name: His name is discussed by the characters in his New Generation card story, since he's thinking about going by a different name so people don't confuse him with his father. Leonard means "lionhearted", which Faith teases to mean Junior is a cute lion cub and his hair is like a lion's mane. Victor also brings up the possibility that he (and by implication, his father) was named after someone, with Saint Leonard of Noblac being his guess for the compassion he showed towards those struggling and the ill. They ultimately leave it ambiguous why his father chose to name his son after himself since Junior doesn't have the courage to ask right now, but his brother Christopher believes he's named after a saint so Victor's theory is implied to have some credence.
  • Sir Swears-a-Lot: He's notable for swearing the most, often drawing out "Fuck" if he's especially pissed off. This accentuates with how he's a teenager with a short temper as the other heroes don't swear often even in tough situations.
  • Teen Genius: Graduated from the Academy at age 16 when most people graduate at 18 or older.
  • Villain Takes an Interest: While looking for Keith in Lost Garden, Junior and Faith briefly meet Sirius who seems weirdly interested in Junior. Junior is understandably creeped out and hides behind Faith.

     Faith Beams
Voiced by: Arthur Lounsbery

  • Significant Birth Date: He was born on Valentine's Day, which is very fitting for someone who garners so much attraction from women for his looks. Faith has come to dislike his birthday as a result as he can't stand all the overwhelming attention.
  • Successful Sibling Syndrome: Suffers from this. Since Brad is a genius admired by everyone Faith was compared to him ever since he entered the academy with many teachers saying that he falls short. This eventually led him to give up trying to do his best because he never measures up to his brother anyway.
  • Used to Be a Sweet Kid: Was a sweet, cheerful and even clingy child who loved his older brother to bits, a far cry from the cynical, lazy young man he is now. Best illustrated in the Night Pool Party event where a young Faith gets sent to the present and has to be babysitted by the adult Faith.

     Keith Max
Voiced by: Kenjiro Tsuda

The perpetually slacking Mentor for West Sector who'd much rather have a beer in hand or smoke somewhere than teach his charges.

  • The Alcoholic: To the point where he seems terminally incapable of going a day without drinking some kind of alcohol. It's part of why Junior initially dislikes him so much and wishes to transfer Sectors. He only started drinking after Dino disappears and gets better once he returns, though he still likes the occasional drink.
  • Cloudcuckoolander's Minder: Turns out he's this to Dino in stark contrast to how he handles the Rookies. A lot of his time after Dino becomes his roommate is trying to manage him, be it Dino's addiction to teleshopping or getting him to eat anything besides pizza.
  • Shirtless Scene: In the Mission of Casino event, as he loses at a game of strip poker.
Dino Albani (Unmarked Spoilers up to Chapter 5
Voiced by: Kenichi Suzumura

Part of the 10th class who mentored under Jay, Dino disappeared under mysterious circumstances only to resurface in the main story as a member of Eclipse. Once he is defeated and unbrainwashed, Dino rejoins Helios as a Mentor for West Sector.

  • Beneath the Mask: Though he acts cheery all the time, Keith mentions that Dino screams sometime in his sleep from unknown trauma during his time in Eclipse.
  • Brainwashed: He was brainwashed to be a member of Eclipse for five years.
  • Catchphrase: "Love and Peace!" His fondness for pizza is a pun on this phrase, which he even uses as his username for Helios Channel.
  • Mysterious Past: A lot of his backstory is shrouded in mystery, even to himself. He was found in front of Helios HQ as a child with no memories of where he came from or how he already had Substance based superpowers. Since he was already a sleeper agent at that point since he started to black out and report to Eclipse shortly after entering the Academy, it's unclear what exactly happened to him before Helios found him, especially since Eclipse wouldn't be formally known as an organization until years later.
  • Our Werewolves Are Different: His superpower Werewolf gives him super strength, reflexes and agility similar to a wolf but he does not physically change into one. His superhero suit makes it more obvious with him putting on claws, ears and a wolf tail though the latter two are only for aesthetic purposes.
  • Trademark Favorite Food: If he's asked for suggestions on what to eat, odds are it'll be pizza. He will not think of any other food unless prompted by others.
  • Walking Spoiler: His existence and reintegration back into Helios were the big twists of chapter 5.

12th Robins

     In General
  • Everyone Went to School Together: While this technically counts for everyone since there's only one Hero Academy, the Robins not only graduated in the same class but were also trained under the same mentor, Robin. During their first chapter they even talk about how long it has been since they've worked together.
  • Remember the New Guy?: Despite being entirely new characters that have never been mentioned before, they have been working as Heroes during the first arc with Sage even being stationed in the South Sector. Justified in that the Mentor-Newbie groups act independently from the established heroes though it does make one wonder why they didn't participate in the large scale events during the first arc.
     Sage Skyfall
Voiced by: Yūsuke Kobayashi

  • Casting a Shadow: His substance Mephisto Shadow lets him manipulate shadows to attack and form shields.
  • Dark Is Not Evil: Despite his powers and his general theme of darkness, he is staunchly one of the good guys and one of the nicest people around.
  • Hero Worship: Towards his mentor Robin. Sage ends up having a breakdown when he realizes that he died during the initial incident.
  • Nice Guy

     Nico
Voiced by: Shun Horie

  • Big Eater: To the point that his character quote is "I'm hungry". Justified in that his powers burn a lot of calories and he has to eat more meals to compensate.
  • Ninja: Acts like a modern day version of this, using kunais and chakrams to fight and using his powers for stealth and scouting.
  • No Full Name Given: Unlike the other characters, Nico only goes by his first name and refuses to share his family name.
  • Stealth Hi/Bye: Often pulls this even without using his powers.
  • Teleportation: His substance, Crack Dimension, is essentially this as it allows him to create portals.

     Jude Ares
Voiced by: Ryōta Suzuki

  • The Berserker: Has a habit of falling into this when he really gets into a fight since he can't tell when to stop with no way to tell his body is even injured or exhausted. It's to the point that only Bianchi is able to pull him out of it with his other team mates only being able to restrain him from hurting himself.
  • Blood Knight: The reason he became a hero. He just loves the thrill of fighting so much he wanted to have a job that lets him fight as many people as possible.
  • Dogged Nice Guy: For Bianchi, putting them as his top priority.
  • Feel No Pain: Was born without the ability to feel pain and was pampered by his family as a result. This ironically turned him into the thrill seeking Blood Knight he is today.
  • Healing Factor: His substance, Never Die. While the extend of it hasn't been shown yet, it's strong enough to heal any attacks the Eclipse goons do as soon as it happens.
  • Thrill Seeker: According to his profile he doesn't just love fighting but thrills in general.
     Bianchi Law
Voiced by: Atsushi Tamaru

  • Ambiguous Gender Identity: Bianchi uses the female-coded pronoun atashi, uses feminine speech patterns and other characters like Sage address them using the gender-neutral -san suffix even if they usually use -kun. Because these aspects combined with their flamboyant dress could also be signs of the Japanese stereotype gay men, it's unclear if Bianchi is simply an effeminate man or might identify as female.
  • The Fashionista: Is very fashion-conscious and lets it show in their hero uniform which sports a croptop and a jacket with build in feather boa. Justified in that Bianchi originally wanted to be a fashion designer and only pivoted into Hero work later in life.
  • Team Mom: Takes on this role in the group, taking care of everyone's emotional well-being.

Helios Staff

     In General
     Nova Summerfield
Voiced by: Chihiro Suzuki

  • Bunny-Ears Lawyer: Nova is no doubt one of the most brilliant scientists alive but he is incredibly quirky, falling asleep wherever he wants and adding functions to his support robots Jack and Jacquline whenever he feels like it.
  • Promotion to Parent: After his father Oswald died he became Marion's effective guardian. For his part Nova never considered Marion anything other than his son and is sure to let him know they're family.
     Lily Mc Queen
Voiced by: Ai Orikasa

  • Drill Sergeant Nasty: A downplayed example but she is considered one of the harshest instructors in Helios and openly tells the rookies they don't measure up to her standards. Played with in that she's supposedly only harsh to male trainees as Jay states she is always soft on the female ones.
  • Retired Badass: She used to be a powerful hero but has since retired to an instructor position after getting married and giving birth to her daughter. She is still in perfect shape though as the rookies find out during training.
     Jack 2 & Jacqueline
Voiced by: Ai Orikasa

  • Robot Buddy: They are both androids with advanced A.I.s built by Nova when he was young.

Eclipse

     In General
The main antagonists of Helios: Rising Heroes, they aim to use Substance for their own goals and control the mysterious area of New Million known as "Lost Garden".
  • Big Bad: They are responsible in some way or another for most of the conflicts that drive the story, especially the infamous "Lost Zero" incident that happened four years before the main story.
     Shin
Voiced by: Kazuyuki Okitsu
  • Poisonous Person: A less hazardous example than usual, his ability is to produce and control poison. He also seems to be able to use it as a physical weapon without poisoning them which he used against his fights against Jay and Keith.
     Siams
Voiced by: Keisuke Komoto
  • Combo Platter Powers: He initially only has his explosion powers but after going through Sirius' experiments he also gains superspeed and another undefined power that enhances his other skills. Nova calls him a Substance Chimera, something that should be impossible from Helios' technological perspective.
  • Having a Blast: Has the ability to cause explosions on contact though it doesn't have an official designation.
  • Kind Hearted Cat Lover: Loves cats and feeds the strays in the back alleys. Will uses this to his advantage when trying to get Siams to warm up to him by showing him pictures of the cats he was feeding to show that they're doing okay.
  • Power Incontinence: After Sirius experiments on him in Chapter 8, he lost nearly all control over his powers to the point that something bumping into him already causes explosions. It gets so bad that he can't eat or drink and is visibly exhausted when Will finds him.
  • The Rival: To Akira due to their similar personalities, powers and their first encounter during chapter 1.
  • Locked into Strangeness: Will notes that his hair and eye color used to be different than it is now. A flashback confirms that he used to have black hair and yellow eyes but they changed to white and red after going through Sirius' experiments.
     Sirius
Voiced by: Takahiro Sakurai
  • Affably Evil: Is always polite to the heroes even when he's blowing up their homebase or mortally wounding them.
  • A Father to His Men: Played With. He certainly talks about Siams and Shin like he considers them family and seems to be considerate of their feelings and mental health but how much of that is actually true is up for debate. Considering the way he treats the people he experimented on and didn't develope powers like them as disposable test subjects, it's hard to tell how much he values them as people.
  • Mad Scientist: He dabbles in this with his skills ranging from engineering to biochemistry. He seems to be the primary person researching Substance in Eclipse and is the one conducting experiments on people to induce and enhange superpowers.
  • White Hair, Black Heart: Has shown no empathy towards others and is more than happy to hurt and even kill people if they are vaguely in his way.
