The Queen of the United Kingdom of Great Britain and Ireland and the Empress of India. As her Watchdog, Ciel does work concerning the underground society for her.

    John Brown

Queen Victoria's aide and a member of her Private Secretarial Officers. He often explains things on her behalf and works to cheer her up.


  • Adapted Out: He doesn't exist in the anime version due to being replaced by Ash.
  • Ambiguously Human: There's some hints at the possibility that he, like his anime counterpart Ash, isn't a regular human. Most notably, he keeps his eyes hidden like Undertaker did before the revelation that he's a Grim Reaper and John was able to travel from England to Germany in about a day while claiming he didn't ride on his horse for it.
  • Eyes Out of Sight: His eyes are always covered by sunglasses.
  • Hand Puppet: He has one modeled after Prince Albert, the queen's late husband. He uses this to comfort her whenever she's upset.
  • Historical Domain Character: There was a real John Brown in real life who tended the queen after Prince Albert died.
  • Nice Guy: Comforts Victoria when she's upset, and is polite when dealing with Sebastian.
  • The Quiet One: Speaks when spoken to, when cheering up the queen, or when it's part of his current task.
  • Satellite Character: He's always seen at the side of Queen Victoria and there's next to no information about John himself even after over 100 chapters.

Double Charles

  • All Work vs. All Play: While Phips is all about his work, Grey is all about the play.
  • Battle Butler: They're the queen's butlers and deadly swordsmen.
  • Identically Named Group: Both have Charles for a first name, hence the duo is nicknamed "Double Charles".
  • Last-Name Basis: Since both are named Charles, they're called by their last names to tell them apart.
  • Red Oni, Blue Oni: Grey is the violent, more energetic Red Oni to Phips' cool-headed, more peaceful Blue Oni.

A member of Queen Victoria's Private Secretarial Officers, as well as her butler. He and his partner Charles Phips are known as "Double Charles".


  • Absurd Phobia: He's a badass with a sword, but terrified of ghosts and snakes, to the point of fainting at the sight of snakes.
  • Affably Evil: His personality is quite cheerful and amicable, but is willing to manipulate others and murder in cold-blood, if that is what the queen desires.
  • Ambiguously Human: His combat skills are a bit beyond standard mortal ken. He also has a few characteristics in common with Ash from the anime.
  • Big Eater: In the Murder Mystery arc, Sebastian left enough food for three days ready, but it ran out in less than a day because Grey ate it all.
  • Cute and Psycho: He's very pleased about beating Ciel at anything.
  • Dynamic Entry: In his introduction, he bursts into the Phantomhive kitchen and attacks Bard and Mey-Rin for the heck of it.
  • Historical Domain Character: He's most likely based on Sir Charles Grey, who was a private secretary for Prince Albert and Queen Victoria.
  • Licking the Blade: The cover of volume 11 features Grey licking the blade of his own sword.
  • Long-Haired Pretty Boy: His hairstyle has a rat tail extending to the middle of his back, because long hair in this Bishōnen makes him more beautiful.
  • Meaningful Name: His name (Grey) fits the color of his eyes and hair.
  • Psycho for Hire: Stabbing people is one of his favorite things to do. Queen Victoria seems to keep him as her butler in case she wants someone dead.
  • Psychopathic Manchild: The guy may be dangerous as heck, but he's also prone to childlike excitement when things go his way.
  • Traitor Shot: Lots of them during the Murder Mystery. As the saying goes: "Never trust the Earl Grey, only the tea is good".
  • White Hair, Black Heart: He has white hair and despite not acting like it, he's a dangerous guy.

The other half of "Double Charles". He and his partner Charles Grey are the Queen's butlers.


  • Cultured Badass: Besides being a royal bodybuard, he knows how to sew, paint Easter eggs and plays a mean flute.
  • Historical Domain Character: He's most likely based on Sir Charles Beaumont Phipps, who assisted Sir Charles Grey as a private secretary to Queen Victoria.
  • Nice Guy: Compared to Grey, he's a lot more polite and doesn't attack people for no good reason.
  • Real Men Wear Pink: Surprisingly for such a big and serious man, he likes cute things and is good at sewing.
  • The Stoic: Unlike Grey, his facial expression almost never changes.

An English nobleman well-known for his fine tastes and parties held during the social season. Ciel's group infiltrates in one of his parties because he's suspected of being Jack the Ripper.


  • Abhorrent Admirer: Ciel is majorly creeped out by Aleister's advances towards him and gets disturbed and/or annoyed every time he meets Aleister.
  • Beauty Is Bad: Has a lot of fangirls both in universe, but shows himself to be a crazy asshole in every appearance.
  • Character Exaggeration: So VERY much in the Musical. Enforced because the author AND director encouraged Hidedruitt to really let go regardless of the canon interpretation, to be less graceful and more ecchi and disgusting. That said, everything about him; the flamboyancy, certain craziness, and his overall (implied) perversity could even be matched up with the over-the-top anime counterpart from season two.
  • Chekhov's Gunman: In the manga, he shows up very early on and later comes back as a villain again in the Zombie-Titanic arc. Later his family connection to Edgar Redmond turns out to be important.
  • Classy Cravat: He wears elegant suits with a cravat at the neck.
  • Cloudcuckoolander: His behavior is quite eccentric, to put it mildly. Ciel ouright calls him certifiable in Season 2, if his ridiculously over-the-top descriptions of food and flamboyant behaviour didn't give that impression already.
  • Depraved Bisexual: He's as flamboyant as you get and flirts with Ciel (both in and out of drag), and loves the ladies. Considering Eric, and the very historical figure he's based on, he probably doesn't second glance men at ALL.
  • Diminishing Villain Threat: More so in the anime than in the manga, though he's not much of a threat in both canons. In the anime, he goes from being a shady prostitution dealer to rather ridiculous, riddled comic relief. In the manga, his involvement in illegal affairs remains intact, as demonstrated by being a member of 'the Phoenix', a shady medical cult.
  • Handsome Lech: It's said he'll put his hand on any attractive lady with no concerns for her age, which is proven when he makes lascivious advances at Ciel when the boy is Disguised in Drag. As for the Viscount's character, the only nice thing about him is that he's handsome.
  • Karma Houdini: He's known to be been selling girls into sexual slavery. While he was arrested for what he was doing during the Jack The Ripper arc, he was ultimately released and hasn't been arrested again since. Ciel and Sebastian speculate this is due to Aleister's status as a noble along with his wealth.
  • Jerkass: He's incredibly pompous and obnoxious.
  • Large Ham: He's one of the most flamboyant characters in the series and that's saying something.
  • Long-Haired Pretty Boy: He's a beautiful man with shoulder-length hair.
  • The Nicknamer: He calls every woman he finds attractive a "Robin". Which becomes a touch creepy when he calls Ciel one.
  • Pirates Who Don't Do Anything: Has a medical degree, but never does anything medical.
  • Running Gag: Whenever he sees or tastes something he enjoys, he'll always make at least one reference to the "Lady Robin" who captured his heart that time at his party. And Ciel just happens to be nearby every time he does...
  • Villainous Crush: Aleister engages in black magic and sells girls as sex slaves. When Ciel was Disguised in Drag Aleister demonstrated attraction towards him. And when Ciel was dressed as usual Aleister still hit on him.

The Police Commissioner of Scotland Yard who is frequently partnered with Inspector Fred Abberline, and has a grudge against the Queen's Watchdog.


  • Inspector Javert: He hates the Queen's Watchdog as he views it as despicably opposite of the Scotland Yard's work, and even more when the Watchdog completes a task the Yard couldn't. When the real Ciel returns and frames his brother for stealing his identity and starting the Blue Star Cult, Randall is all too happy to try to have him, Sebastian and the staff members loyal to them arrested.
  • Secret-Keeper: He's the only officer in Scotland Yard besides Abberline that is aware of Ciel's identity as the Queen's Watchdog. A fact that pains him since he hates the Queen's Watchdog.

The chief inspector of Scotland Yard. He works under Arthur Randall.


  • Death by Adaptation: He's killed by Lau in the first anime adaptation. In the manga, he's still kicking around, and when the anime adapts the Circus storyline, he's still in his original role.
  • Heroic Sacrifice: In the anime's first season, he's impaled by Lau when trying to protect Ciel.
  • Hidden Depths: He and another officer also displayed a talent at ice sculpture, able to construct a very accurate, if weak necked sculpture of their boss. In the third episode of the Second Season's OVA specials, it's shown he's a staff member on A-1 Pictures's CG team.
  • Historical Domain Character: Fred is based on Frederick George Abberline, Chief Inspector for the London Metropolitan Police and a prominent investigator in the real-life Jack the Ripper murders.
  • Malicious Misnaming: Ciel and Sebastian call him "Underline" and he knows they're doing it on purpose.
  • Nice Guy: He's a very morally strong and good-hearted police officer who truly cares for the lives of the civilians. He's shown to be a pretty empathetic and reasonable man.
  • Retirony: In the first anime, he mentions to a friend and Ciel his upcoming marriage and thoughts of parenthood. Nice knowing ya Fred.
  • Secret-Keeper: He's the only officer in Scotland Yard besides the commissioner that is aware of Ciel's identity as the Queen's Watchdog. This is why he knows the Earl can't be Lord Sirius of the Blue Cult, but since he can't reveal the Queen's Watchdog identity to the public, he's still forced to arrest the Earl.
  • Sympathy for the Devil: He feels sorry for the Earl Ciel because he's a child burdened with the job of the Queen's Watchdog at a young age. He's able to see Ciel's rants about being alone as trying to bury the loss of his parents, as Fred himself knows what it's like to be an orphan.

    Arthur

A poor oculist and struggling writer, who is invited to the Phantomhive manor in the Murder Mystery arc. He becomes the recorder of the strange and bizarre events that occur at the Phantomhive Manor. He's all but stated to be Arthur Conan Doyle, though his full name is never revealed.


  • Been There, Shaped History: Ciel and Sebastian explaining to him what really happened with the murders-including Sebastian being a demon-is what lead him to continue writing.
  • Big Brother Instinct: He has younger siblings, making him feel protective over Ciel because of the latter's young age.
  • Broken Masquerade: Arthur is the only Muggle person to know Sebastian is a demon and live to not tell the tale.
  • Genre Savvy: Being a mystery writer in his spare time, he's well-aware of certain relating tropes, and even learns some new ones during the course of the story.
  • Horrible Judge of Character: Played With In the Murder Mystery Arc. He states, correctly, that Ciel isn't the murderer in spite of a lot of the circumstantial evidence against him. However he does so because it's his belief that Ciel has a good heart and wouldn't stoop to murder. Ciel's ordered the death of dozens of people, guilty and innocent alike, even before the arc began.
  • It Will Never Catch On: Arthur is positive that A Study in Scarlet won't be popular and isn't keen on writing the character again. Ciel and Sebastian change his mind.
  • Just Between You and Me: Ciel and Sebastian reveal to Arthur not only the details of their scheme but also that Sebastian is a demon. They allow Arthur to go free... but not before warning him that if he ever tells a soul about their secret then Arthur will be killed. Oh, and they'll always be watching...
  • Massive Numbered Siblings: He has 10 siblings.
  • Nice Guy: He's polite, gentle, if a little bit of a pushover. He was quite protective of Ciel, and was one of the only persons in the Murder Mystery arc who maintains his faith for the boy when the latter becomes a prime suspect for a murder.
  • One-Steve Limit: Averted. This is the manga's second Arthur, sharing a name with Arthur Randall, the Scotland Yard Commissioner.
  • What the Hell Is That Accent?: His dub voice is mainly English-accented, with the occasional random slip into Scottish (or rather, occasional random slip into what an American who has never heard a Scotsman speak thinks they sound like). Most evident with the word 'murder'.
  • Write What You Know: In-Universe, his experiences at the Phantomhive manor inspire many story elements he'd use in the next Sherlock Holmes books.
  • Young Future Famous People: He's a young Arthur Conan Doyle. He's never called by his full name, but it's made extremely obvious.

    Lord Harold West Jeb

An English businessman, a trader of goods from India, primarily spices and teas. He owns a general store called Harold Trading and a coffeehouse, The Harold West. He is also the aforementioned aristocrat Soma's former servant Mina ran away with and subsequently married.


  • Corrupt Corporate Executive: Harold is a conniving, unethical businessman, who will stop at virtually nothing in order to obtain his goals; for the purpose of eliminating his competition, he has, by manipulating Agni, instigated the Anglo-Indian hostilities.
  • Faux Affably Evil: When presenting himself in public, he generally appears calm, self-assured, and overly confident. In reality, he's a smug and cheating rat.
  • Greed: He desires to gain prestige and eminence by acquiring the Royal Warrant. This is what puts him into conflict with Ciel in the first place.
  • Spared by the Adaptation: Unlike the manga, Lau doesn't send Ran-Mao to kill Harold and Mina in the first season of the anime.

An established tailor who owns London-based Hopkins' Tailor Shop. She is known as "the tailor who announces the seasons."
  • Adapted Out: Downplayed. Nina is mentioned by Ciel in the Book of Atlantic, but she does not appear in any anime adaptions.
  • Bunny-Ears Lawyer: What she does to her clients verges on sexual assault, but she's brilliant at her job.
  • Curtains Match the Window: She has long dark brown hair and eyes.
  • Depraved Bisexual: With a possible hint of pedophilia - her specific likings are "women and boys under fourteen".
  • Does Not Like Men: She is extremely sexist against men, except for young boys like Ciel (even Finnian is too old for her).
  • Eccentric Fashion Designer: She's a dramatic and theatrical woman who is capable of swiftly designing outfits.
  • Large Ham: She is prone to long rants, loud outbursts, and exaggerations.
  • Modesty Shorts: She wears shorts underneath her skirt.
  • Shameless Fanservice Girl: By the standards of the setting. Beneath her skirts (that she is in the habit of discarding) she wears very modern-looking shorts that show off all but the very tops of her thighs — such a thing would've completely destroyed a woman's reputation back in those days. Several of her shirts also show off her cleavage quite prominently, once again something that (outside of semi-formal evening wear) would've spelled social ruin.
  • Sitcom Arch-Nemesis: Usually, she butts heads with Sebastian regarding payment for the clothes she makes. In fact, during her debut chapter, she addresses Sebastian as "Mr. Stiff." Considering Seb's snarky attitude towards her, it's fair to say that the feeling is casually mutual.
  • Skinship Grope: Immediately feels up poor Mey-Rin in her first appearance.

Aurora Society

The head doctor at Karnstein Hospital and founder of the Aurora Society.


  • Dirty Coward: When the Bizarre Dolls he made with Undertaker start killing people, Rian refuses to take responsibility and runs away to hide. Moreover, when his men fail to kill the Bizarre Dolls, Rian deems them useless and flees from the scene.
  • Hypocrite: He claimed that he wanted to make the world into a healthier place by using medicine to revive the dead, but he still agreed to work with Undertaker who isn't a certified doctor nor a scientist of any sort. Undertaker himself calls him out on choosing to blindly trust him when he should have known what they were doing couldn't be called medicine from the moment Rian let Undertaker apply a "resurrection" procedure on his patients that he didn't even understand.
  • Inconsistent Spelling: Official translation of the manga spells his name as "Rian". However, the Book of the Atlantic's official website spells it as "Ryan".
  • Quirky Doctor: Ciel and Sebastian are weirded out by his antics as he enthusiastically speaks of health. Since he founded the Aurora Society, he presumably came up with the ridiculous Phoenix pose.
  • Unwitting Pawn: He was tricked and manipulated by Undertaker, who made him believed he was reanimating corpses through science. In reality, Undertaker just used him as a means to obtain hundreds of corpses to create Bizarre Dolls and then unleash them in a cruise full of living people.
  • You Have Outlived Your Usefulness: Once Undertaker succeeds in creating reanimated corpses, he no longer has any use for Rian and lets him fall to his death when the Campania starts sinking.

A popular diviner who reads the fortune of the guests at Sphere Music Hall.


  • Captured on Purpose: He hides at the Phantomhive manor knowing the police are on the way so he can help the real Ciel frame up his twin brother as Lord Sirius.
  • Cosmic Motifs: He sports a braid tied with a sun band on the left side of his face. There are stars scattered throughout his hair. On the back of his left and right hands are a black sun mark and a black crescent moon mark, respectively. He has tattoos of constellations on his arms.
  • Fortune Teller: He lets droplets of blood from his customer's pricked finger fall into a cup and tells the person's fortune through the "stars" that protect them. However, what's he's really doing is checking people's blood types.

    Lord Polaris

  • Battle Butler: He calls himself a butler, is loyal to his master the real Ciel, and is skilled enough in combat as to kill Agni.
  • Black Cloak: His body is covered by a black cloak to hide his face.
  • Hair-Trigger Temper: If his destroyed room and his reaction to Baron Heathfield's manor are anything to go by, he has a violent temper.

Heathfield Manor

  • Asshole Victim: The maids who were being drugged wake up from their coma and promptly beat his ass for taking advantage of them.
  • Bad Boss: He's this by virtue of taking advantage of his position to sleep with a large amount of women that he hires as maids, even if he does obtain their consent. Then there's the whole drugging and draining of blood thing going on...
  • Has a Type: For a substitute wife, Chris prefers women who not only resemble his deceased wife in appearance, but in personality, voice, compatibility, and shape of soul.
  • Outliving One's Offspring: He lost his wife and daughter in a carriage accident a long time ago.
  • Sleeping with the Boss: His MO seems to be hiring maids so that he can summon the ones that resemble his wife for a night of sex, followed by the maids being drugged and hooked to machines that slowly drain their blood.

  • Ninja Maid: While she works as Baron Heathfield's maid, Jane is an agile, talented fighter and markswoman. She is roughly equivalent to Mey-Rin, a trained assassin, in skill.

  • Boyish Short Hair: She has short, tousled hair.
  • Expository Hairstyle Change: She cut her hair off in order to atone for her sins of not saving innocent lives as a nurse.
  • Long Hair Is Feminine: Ada used to have long hair and wore feminine nurse uniform during the war.
  • Neat Freak: Ada is very strict about cleanliness and believes that her patients are able to recover due to treatment involving rigorous hygiene control and the elimination of bacteria. She even orders her team to wash Baldroy and Lau down in bleach, strip off their clothes, and proceed to disinfect, sterilize, sanitize, and dress them in patient gowns.
  • Scars Are Forever: Ada has prominent scars on the left side of her face.
  • Survivor Guilt: Ada felt very guilty, not only for being the only survivor of the war, but for helplessly witnessing many soldiers were killed. She feels that surviving the war is shameful.
  • Tomboy and Girly Girl: Ada is the tomboy to Layla's girly girl. Ada has short hair and a forceful, assertive attitude, in contrast to the cutesy and girly Layla.
  • Trapped in Villainy: She is force to collect blood from her patients for the Aurora Society or else they will stop funding Athena Sanatorium if she did not provide the blood.

  • Blood Lust: As a Bizarre Doll, she loves drinking blood from the living people. After she drank Baldroy's blood, she enters a frenzied state and starts to suck blood from the wound on Baldroy's back until she restains herself again.
  • Creepy Child: She seems like a normal young girl, but she has a twisted side. She's really a Bizarre Doll with a second personality that is very bloodthirsty and sadistic.
  • Cute and Psycho: She alternates between playing up her childlike cuteness and her violent disposition after stabbing Baldroy in the back, as well as during her fight with Lau.
  • The Fake Cutie: She appears to be a cute girl who wants to help the soldiers, but during their workout regiment, she refers to them as pigs who have no say in the manner with quite the sadistic look on her face.
  • Licking the Blade: After she stabs Baldroy, she licks his blood from her blade and comments on how lovely the blood on it smells.
  • Split Personality: Layla has a split personality named Al and she is more dangerous and crazier than her.
  • Token Mini-Moe: She's the only staff member at the sanatorium we've seen that appears to be a child.
  • Tomboy and Girly Girl: Layla is the girly girl to Ada's tomboy. She dresses and acts much more femininely than the tomboyish Ada.
  • Undead Child: Implied that Layla died at a young age before Undertaker resurrects her as a Bizarre Doll.
  • Villain: Exit, Stage Left: Layla makes her exit by jumping out of the window and runaways to report “Ciel”.

  • Bitch in Sheep's Clothing: Susan seems to care about the children's well-being, but she doesn’t care about killing and selling children’s organs and blood to sellers.
  • Boom, Headshot!: Artie shoots Susan in the head and kills her instantly.
  • Hidden Weapons: According to Artie, Susan kept hidden knives in her hair and sleeves shortly after he killed her.
  • Only in It for the Money: The only reason for working at the F.O.L. orphanage was to make enough money to open her own shop.

  • Nice Job Breaking It, Hero: Oliver’s hesitation to jump into the water with Artie, Mabel, and Theodore because he can’t swim, Finny is forced to save him, but a cost of his left leg injured from a bullet shot from the staff.
  • Wholesome Crossdresser: Oliver is a boy, and he is forced to wear a maid uniform due to being part of the Collie Class

Corgi Class

  • Break the Cutie: She didn’t take Ginny’s death very well. She refuses to believe Ginny is dead and demands her friends to free her from being trapped inside a jar.
  • By the Hair: Mabel gets one of her pigtails pulled by the Chief, and she is about to kill her until Artie saves her by killing the Chief.

A former F.O.L. Orphanage student has already reached her "fledging day."She was part of its Corgi Class, for which she was highly apt.


  • Censored Child Death: Downplayed. The cause of Ginny’s death is not shown, but her corpse is seen inside a child-size jar, completely naked.
  • Dies Wide Open: She died with her eyes partly open after she was killed off a panel.

Mastiff Class

Artie

He is a student at F.O.L. Orphanage and part of its Mastiff Class, of which he is an older student.


  • Sticky Fingers: He steals Susan’s gun without her noticing and uses it to kill the Chief and Susan.
  • Would Hit a Girl: He cold-blood murders the Chief and Susan, who are adult women, without hesitation.
