Rino Rando
Our innocent and cheerful main character who, on her first day, not only becomes the class representative, but is also given the title of Secretary of the Best Student Council. Among the Best Student Council, she is the only one that does not have any good ability or specialty, but has rather intense emotions. As such, she is prone to easily cry when hurt, lonely, or showing sympathy.
- Alliterative Name: Rino Rando, of course.
- Book Dumb: Initially, but she eventually begins to study more often.
- Cloud Cuckoolander: How most people feel about her constantly having full conversations with a talking puppet.
- Cute Clumsy Girl: Accidently pushing the self-destruct button of the council's dormitory is one of the things cute little Rino is responsible for.
- The Cutie: She's sweet and very friendly, but compared to some of the other council members, she is shown to be very childlike and naive, which is why Pucchan has to regularly guide her.
- The Determinator: As trying her best for a test shows, all it takes is for her to be motivated about the future of being alone or losing her friends to show how far she's willing to push herself towards her goals.
- The Ditz: While not outright stupid, she's not very book smart at school and is very clumsy no matter where she is.
- Hates Being Alone: The death of her mother hit her hard with this. If it weren't for Pucchan and the Best Student Council, who knows what would happen.
- The Heart: Shares this role with Kanade, but is much better at showing her emotions.
- Joke Character: Her card is this in episode 22. Since it's based on in-universe stats, it is presented as useless with no attacks and special skills.
- Lethal Joke Character: However, when five Rino cards are used at once, this makes the rest of the cards available for the player to use, with the opponent not allowed to counterattack.
- The Load - Lampshaded in episode 24 when Kaori realizes letting Rino play and goof off would be better than making her help with what she was doing.
- Nice Girl: She a very friendly girl who doesn't resort to violence, and couldn't even do it the one time she tried to. Pucchan is usually the one who takes care of that. When she's offended or upset, she usually just calls the person "mean".
- Supporting Protagonist - While Rino is the main protagonist, Kanade is more important to the storyline and is the central focus of almost all of the characters.
- Tender Tears: From being alone, having her family or friends taken away from her, or even defending them or people she hardly knows, she often tends to get emotional and cries. At worst, it can be Played for Laughs and turn into Inelegant Blubbering.
Pucchan/Tetsuya Rando
A hand puppet who's Rino's best friend as well as her older brother who died at a very young age. Pucchan has a fighting ability and his "Burning" power he uses to fight is one of the reasons why the other members accept Rino to be in Best Student Council This power also helps him eventually take Kanade's place as the head of the Jinguuji conglomerate to free her from it.
- Badass Adorable: He's Pucchan, he gets what he wants and is a man determined to keep his goals by any means neccessary.
- Disney Death: After Nanaho tosses him out the window, he is struck by lightening and falls to his "apparent" death. It's later revealed that Kanade used her powers to revive him and both of them went along with the fact that he was only pretending.

- Hypercompetent Sidekick: While Rino is cute, silly, but kinda stupid, Pucchan is snarky, rude and actually pretty strong.
- Jerk with a Heart of Gold: He tends to tease Rino and some of the other best student council members and was willing to go as far as to pull a "puppet's curse" on Nanaho and the other members of the Assult Squad just to get revenge for being taken away from Rino at one point. However, he cares for all of them and and tries his best to help and protect them.

Kanade Jinguuji
The very beautiful executive director and founder of Miyagami Private Academy and the president of the Best Student Council. She created Miyagami Academy to be the "eternal paradise" of a limited time, and along with Nanaho Kinjo, created the Best Student Council to make sure of that. She is also the future successor of the Jinguuji conglomerate, which she plans to change from the inside due to its questionable practices. Her long good-looking and beautiful blue eyes and long lavander hair are enough to to attract numerous boys from outside of the school, especially during swim practice. This, combined with her calm and caring personality, makes her the most respected person at the school.
- Beware the Nice Ones - President Kanade is most of the time, calm, collected, and modest... until you call her a stuck-up spoiled brat.
- Big Good
- Blessed with Suck - It's not her powers that directly make her life miserable, but the real life consequences of it. Her strong powers make her the Jinguuji heir, and after the death of her Grandfather, the head of the family. Sounds great, right? Wrong. Her title of head of the clan is in fact a lie, she is a figurehead, doomed to be a prisoner in her own home only to be trotted out to show off her power from time to time at the whims of the actual heads of the clan. The efforts of the others end up freeing her from this fate.
- Even the Girls Want Her - The President is the object of most of the girls' devotion and affection, taken further with the amount of
Les Yay in the show. - The Heart: Shares this role with Rino.

- Old-Timey Bathing Suit - This is surprisingly Kanade's preference. When she gives one out as a gift for Rino, only Kaori was willing to wear it, but only to get Kanade's attention..
- Onee-sama: Mostly to Rino. Since Rino's mother Chieri was a Jinguuji herself, this technically makes Kanade and Rino (as well as Seina and Minamo) relatives, presumably cousins, though it's never addressed.

Nanaho Kinjo
One of the two vice presidents of the Best Student Council (arguably the council's second-in-command) and also the captain of the Assault Squad. She usually prefers action over logic, but is shown to be a passionate and considerate person when she needs to be. Her secret hobby is collecting pilotto dolls and other stuffed animals from all around the world.
- Fear of Thunder - Drops her husky voice while letting out an adorably girly squeal.
- Friendly Rivalry: With Kuon, when trying to work against something that she and the other Covert Squad members support.
- Heterosexual Life-Partners: Once Kanade released her, she decided that her life's dream would be to protect Kanade and see to it that she would eventually free her from the Jinguuji conglomerate.
- Nanaho: I'm serious Kanade, you're just stuck with me.
- Important Haircut - Episode 12, it is revealed that she cut her hair long ago to make herself look more "official", and possibly slightly less girly.
- Jerk with a Heart of Gold: While she can be hard on them at times, she personally cares about the other members and sees them all (eventually including Pucchan and Minamo) as friends.
- Notably, Despite Kuon frequently insigating her and making her angry, Nanaho becomes genuinely worried about Kuon when her true purpose for being a part of the Best Student Council is discovered and rumored. When Kotoha tries to sneak attack Kuon, she prevents her from doing so, speaking as a friend of both Kanade and Kuon.

- Number Two - While the Student Council has two vice presidents, Nanaho is the more senior of the two, being VP since the beginning.
- Precision F-Strike: She's one of the two characters (the other being Kotoha) that swears in the series, at least in the English dub.
- Roaring Rampage of Revenge: She declares war on Pucchan after he insults the Best Student Council, scribbles on her face with a marker, fakes his death and calls her a dummy immediately afterwards.

- Sweet Polly Oliver - Possed as Cyndi's boyfriend when her mother comes to visit her. Nanaho wasn't to thrilled about it.

- Tomboy with a Girly Streak: She's one of if not the toughest member of the student council, but along with her Fear of Thunder, she always enjoys collecting stuffed animals.
Kuon Ginga
The second vice president of the best student council. Despite this, she is not the captain of the Covert Squad, but is its highest-ranking member. She comes from a wealthy family and is also mixed with one quarter of foreign blood from her paternal grandfather. On top of that, she has the gift or special skill of information retrieval. She is actually a spy for the Nafrece Intelligence Organization, which is trying to find out Kanade's secret, the power of the Jinguuji. Her father is the president of a rather large company that the organization supports. She is torn between her family's business and the Best Student Council, not wanting to leave her family or the Best Student Council (though she never admits to it).
- The Gadfly: Often teases Nanaho about the current situation that she has to face.
- Friendly Rivalry: With Nanaho, when trying to support something that she and the other Assult Squad members don't agree with.
- Mellow Fellow: While around the other council members, she's usually shown to be very calm and relaxed in comparison to most of the others.
- The Mole: Doesn't exactly become the mask, but close enough.
- The Ojou
Mayura Ichikawa
The overstressed accountant for the Best Student Council. She is a staid and straight-laced girl who's often seen as the Straight Man of the other members. She always has her abacus in her hand and is often driven insane by the council's struggling budget and the other members using the budget or school's property on their own. Aside from managing the budget, Her other hobby is window shopping and often makes time to spend with her friends when she's not busy.

- The Eeyore: She's constantly stressing over the budget or some of the crazy stunts that the other members pull, which always leaves her neurotic and stressed.
- Nervous Wreck: Often the result of the council using or even wasting the budget for their current situation.
Sayuri Hida
The highest-ranking member of the assault squad. She is an old friend of Rein. Before she was invited to Miyagami Private Academy, she was referred to as a genius swordsman who inherited the pure blood of Hida.

- Blind Without 'Em - A Running Gag involves her losing her glasses during combat.
- Deadpan Snarker: Mostly shown towards Rein, Rino and Pucchan, the latter one of whom regularly instigates her.
- Heir to the Dojo - Took her family's nerfed-to-non-lethal fighting style and inadvertently cranked it back up to lethal through sheer talent.

Rein Tsunomoto
A childhood friend of Sayuri. The Hida family took her in after her father disappeared (most likely due to his gambling debts). She enjoys playing card games and incorporates playing cards as her main weapons. She also has likes gambling, similar to her father.

Kaori Izumi
A classmate of Rino and Ayumu, serving as a new recruit and the youngest member of the Assult Squad. She has two brothers and one sister, which is why she does not live in the council's dormitory like the other members of the student council. She has a crush on Kanade and is jealous of Rino because of her and Kanade's sisterly attachment.

- But Not Too Bi: She volunteered to serve as a distraction to boys during Miyagmi's swim practice to not only protect Kanade from them, but to grab their attention. Too bad the swimsuit she decides to wear isn't to well-received by the boys.
- Character Development: While she initially hates Rino for being so close to President Kanade, she learns to not hold so much of a grudge that she would do something to hurt Rino, which Kanade wouldn't want. As a result, she slowly grows more fond of Rino, though not entirely. It also helps that she has to watch over her younger siblings after the death of her own parents., which she finds somewhat relatable. This becomes one of the contributing factors of her eventually becoming the council's next vice president.

Seina Katsura
Presumably the oldest member of the Best Student Council, the captain of the Covert Squad and Minamo's elder sister. She was born into the Jinguuji, but her power had never awoken unlike Kanade and thus had to change her name. Being a close friend and presumably a relative of Kanade's since childhood, Seina is also a good adviser to her, letting Kanade tell her things that she wouldn't be able to tell Nanaho or any other members. She keeps watch of almost everything that goes on in the school and dormitory. Despite her situation with all of this and her sister's illness, her personality is almost always cheerful and optimistic.
- Beware of the Nice Ones: Depending on how serious the situation is, she'll slightly deepen her normally high pitched and threaten anyone who interferes with their objective. Let's just say that it was a side of her that Kotoha wasn't used to and felt uncomfortable with.
- The Atoner - While she's never been evil, she takes the mantle of head of the V Organization to make up for her feelings of guilt for feeling glad that Kanade and not her had the Jinguuji power..

Kotoha Kutsugi
A rather mysterious member of the Covert Squad who uses shurikens as her weapons. Because of the Covert's Squad's peculiarity, she almost never makes appearances in front of the other members.

- Broken Pedestal: Originally seeing Kuon as a supportive mentor, she is the only one who feels betrayed by Kuon after her true purpose is discovered. After learning about why Kuon is forced to what she has to, as well as Kotoha learning her own purpose within the Best Student Council, she becomes more sympathetic.
- Defrosting Ice Queen: Once she learns the true purpose of the Best Studen Council, be begins to open up more, while still being stoic.
- The Stoic: She rarely smiles, a fact that gets frequently lampshaded in her Character Focus episode.

Ayumu Oume
Rino's best female friend, classmate and the one to introduce her to the Best Student Council. It is not revealed until episode 20 that She is actually a member of the Student Council's covert squad.

Maachi Hisakawa
The Best Student Council's youngest member (beating Minamo, Rino, and Kaori) as well as a member of the Covert Squad. While her role in the Covert Squad is not revealed until the penultimate episode, she appears frequently in the series, serving as an accommodation 'Landlord' and overseer. Being only in the fifth grade, she does not actually attend Miyagami Private Academy classes. Her duties at the dormitory of Miyagami Private Academy are to cook, clean, and do such things a landlord would do.

Minamo Katsura

- Beware of the Nice Ones: Has an outburst in the semi-final episode, when a man attacks Minamo, causing her to berate him about putting his hands on a girl. She does this while speaking very fluent Japanese (or speaking eloquently in the dub).
