It sure looks like you're in the right. Not only is the example about real people, but it also fails to give a good reason as to why they're hated. No, having a deep voice isn't enough to make someone The Scrappy, especially when we have a trope called Badass Baritone that's all about how a deep voice can make a character sound cooler.
Calling them in; will revert.

I also added an edit note telling people not to make The Scrappy entries for any real-life people.
ADrago forgot to use the word "not" in the comment on YMMV.Game Xplain, which made the comment say the opposite of what they meant, so I corrected that.
Then Jamster93 PM'd me saying that YMMV.Watch Mojo also has a The Scrappy.
Now, what to do with that entry:
- The Scrappy: Any host other than Rebecca and Dan, although it used to be just anyone other than Rebecca, but Dan eventually managed to find his footing. Watch Mojo UK's main voice is the biggest case as he sounds rather monotonous and tends to explain the jokes on the channel's comedy focused videos.
I don't know the work, but if this about Real Life people, should this entry be removed?

I'm honestly more concerned by these Scrappy entries both being "anyone who isn't X". That's sort of the exact opposite of The Scrappy (only one tolerable person).
^^ If a show is about real life people, then examples of The Scrappy labeling said real life people as such need to be purged.
^ If the entries are like that, then wouldn't they be misuse?
Those are absolutely misuse and should be purged with extreme prejudice.

I removed because it's about real-life people and The Scrappy doesn't allow real-life examples. A week later, they added the same entry with slightly different wording to the to the main page which was removed by Crossover-Enthusiast. Today, Jamster added this entry to the YMMV page:
