I've seen this sort of thing before and it's usually a case of Depending on the Writer.

These are the Rule Of... tropes, where the rules of the universe are dictated by things like coolness, humor, and drama. Probably my favorite way to sum them up is in Who Framed Roger Rabbit for the Rule of Funny, found at the end of a prolonged Chained Heat situation:

Eddie: You mean to tell me you could've taken your hand out of that cuff at any time?!
Roger: No, not at any time; only when it was funny!

There's an old TLP thread called Exempt From Physics about specific characters operating under different physics than the rest of a story.

I thought Toon Physics would be inconsistent by its nature; it runs on Rule of Funny after all.
