I highly doubt that an edutainment PBS show would make that allusion deliberately, even if the two characters in question weren't kids. It's definitely misuse.

^^ I've actually never heard of that prerequisite before, though it's been a while since I've been to the trope's cleanup thread so I can't recall if anyone stated allusions have to be deliberate. I'd think it being deliberate would fall under Getting Crap Past the Radar, but that's a non-ATT discussion.
Kaito is an alien and he is kinda spacey, coming from the universe to party and go crazy!Does This Remind You of Anything? isn't exclusive to sexual or even inappropriate content, it's effectively just about allegory/symbolism, but it does need to be deliberate. Unintentional examples go under Accidental Innuendo or Applicability.

The scene never came off to me like that, and it would be incredibly wrong considering both characters are of kindergarten age. As for the "you don't need me to kiss you again" line, Arthur has a lot of Continuity Nods and it's likely that James just didn't want to get in another awkward situation with D.W., since that only happened last season.
