Likely to involve Pop-Cultural Osmosis Failure.
Do we have something to cover a character in a work who makes a lot of dated references to show how old/out of touch they are?
Nothing on Were Still Relevant Dammit seems to cover a character like this. You could say that the character is Two Decades Behind (or more), but the work itself is not (and that trope seems to apply to the works themselves).
For example, a character pushing 80 in a show that makes lots of pop culture references makes them toward shows from his era (Gilligan's Island, Wacky Races) which go over the heads of the younger characters, who are in their 40s at most.
Mr. Burns on The Simpsons is another that comes to mind, requesting a Dodo egg to eat and reminiscing over something like The Crimean War.
