Unsure about 1.1 but leaning towards "no" - I'm familiar with Homestuck but I don't think Gamzee being The Stoner is common enough knowledge or clear enough in this image to get it across. Isn't there a text box in that scene that makes more obvious weed jokes?
Definite no to 1.2 because it's literally just text and it's as effective as repeating the trope's title.
