It's been 3000 years…The tributes who want to wear other clothing eventually get dressed, with them finding the clothing they want or getting them tailored according to their request. As for Jindra, Mrs. Aquila says, "it's up to you, Jindra."
Amiya meanwhile thinks, "I should find a presentable dress for this." She would soon request for a normal (in Panem) blue one that is usually worn for parties, before having some makeups applied. The next step for these tributes will be to wait for Samuel to call them for the parade. In the meantime, they can use the mirrors to look their own appearances.
As for the tributes who aren't decided on their choice of clothing, Mrs. Aquila seems to have a great sense of fashion, as she's able to help tributes find clothing that is appropriate to their personalities and preferred sense of fashion. She comments on this, "Don't question me. I have been working for many years as a fashion designer in the Capitol, so it's just another keen sense to me."

Ok bitch it's Weezer and it's WeezySome time later, the tributes are done with the final preparations. Now, they are ready for the parade, so Mrs. Aquila advises them, "my simple advice is to act as yourself as best as possible. This is because the audience also like authenticity in the characters of the tributes they root for."
Samuel then comes and just says, "now come here. Follow me again for the way into the tribute parade before we sent you off to the Arena."
Some time later, the tributes are now outside the building, where they can see the futuristic structures of Panem, as well as the Capitol residents on both sides of the street, most of whom look bizarre thanks to their outrageous sense of fashion. As they take notice and start cheering loudly at the contestants, the chariots arrive, preparing to parade the tributes. Samuel then motions the group to ride one chariot each.
During all this, Amiya thinks, "This reminds me of Lungmen... but there's something seriously wrong with everything." She then boards one of the chariots and tries to make a good impression.
