When could a celebrity become a HistoricalDomainCharacter?

Is it too soon to add David Bowie, Whitney Houston, Charli XCX, Ringo Starr to the list?

Who should be considered, as I don't want to get into an Edit War, but equally, want to ensure that the page is kept up-to-date as needed, since I'm not sure who qualifies without listing every major celebrity.

Are they frequently used in fictional works as fictional representations of themselves?

Are they being used as such? Other actors portraying them in things that arnt a biopic and such? Then they would be.

Historical Domain Character is when enough time has past that you can use a real person in the context of a fictional work. It's similar to Beethoven Was an Alien Spy, a revisionist look at the person. The idea that you don't need to pay licensing fees to use a real person, Too Soon won't be seen as an issue and it's not intended to be simple as a Bio Pic.

So it's not enough for someone to be dead, but a recognition that they have been fictionalized for use in other works.

I know David Bowie was in The Venture Bros., and there's a Missing Episode that Charli XCX did that was a Self-Parody, which was why I was unsure if they qualified.

[up] David Bowie in the Venture Bros was voiced by James Urbaniak, so not a Celebrity Cameo.

As for the other example, that was by the artist Charli XCX herself, but she deleted it as an Old Shame from her You Tube channel.

I suppose the Abbey Road Crossing trope makes any of the Beatles fit this trope.

There is no requirement for a person to have a Useful Notes article to be considered a Historical Domain Character. All that matters is that they be portrayed in a fictional work as a fictional version of themselves. It is redundant to both have Creator and UN articles for a single person, so link to the proper one in the HDC example and you are fine.
