That was one of the things the comics had a lot too, though to a more extreme degree. Supes, including Homeander, were strong but they weren't particularly tough.
As is, they're probably building to an eventual Homelander/Starlight fight, with plenty more characters playing a supporting part.
I've got the vague impression that Homelander probably couldn't end the world.
If he really let loose yeah he could do a lot of damage and easily kill millions if he started toppling buildings or something, but I think to really do maximum damage he'd need to maintain a kind of guerilla style I don't think his personality would support.
I think he'd be more the type to tyrant over a city and use the threat of himself to stop intervention.
So either way he'd be fairly vulnerable to supers coming out of the wood work if he started committing large scale atrocities. And given the ones we see able to hurt him, I feel like surely there must be dozens around that could take him out with the right circumstances/team ups.
Which I think him starting on either path would really encourage. Plus it would let governments ect work against him openly.

Sure they can't verify it but they don't want the possibility to risk confirming it. And this if has been the holding of the fear surrounding Homelander, they have no idea the actual limits of his powers and that scares them.

In other words, Black Noir will be recast within the fiction.
Though the suit actor will be the same (who, incidentally, was not the same actor who played unmasked Noir).

Emma is now Giant-Woman, and her dynamic with Sam almost feels like it has a bit of "King Kong and Ann Darrow" vibe to it.
Everyone had a mass blackout there. I want to say they were in a White Room, but that seems unlikely. What is likely, though, is that Rufus's powers were used on a massive scale, since the incident with Marie at the start of the episode establishes he can mind control people and erase their memories. I know a few people are guessing that Cate might be a traitor, but that seems unlikely because 1) if she was, well, why didn't she use her powers to make Andre forget when he was the only one questioning the story about Luke? I doubt she'd wait until the whole Scooby gang is investigating. Besides, 2) she burst a blood vessel in her eye using her powers on Rufus, and nearly had a brain aneurysm over compelling that guard to Deep Throat his partner's flashlight; I doubt she'd be able to use her powers on four people without major harm to herself.

Be surprised if they use the edgiest parts of the storyline.

It really does feel like this guy didn't even know what he actually hated. I guess the only thing he actually had a problem with was the idea of people wearing costumes. But this seems like a lot of effort to go through just to make that statement. Eh, Ennis doesn't actually draw the art so he gets a pass there. Not that it's NOT weird but it's not on him specifically.
