I don't know that game, but just looking at the character page he seems more like The Man Behind the Man.
What would The Man With A Beard But No Hair and The Woman With Hair But No Beard be? They make only two appearances in the series (10th and 12th books) and are seemingly killed off at the end of the second, and are never The Heavy of the story, that being Count Olaf. However, they're not really an impersonal force, as they're the ultimate heads of a ring of serial killers and arsonists and they mention they've been giving Olaf instructions, offscreen, throughout the series. Thoughts?
