think the major issue the 5P would take with that work would be rather it could be considered lolicon-esque or not. The characters are in high school, but appear to be drawn rather young.
Of course, an argument for it is that Batoto has no problem hosting it on their site, and they tend to be in line with our 5P guidelines (titles such as Kodomo no Jikan aren't allowed), if not stricter (they won't even allow Nana to Kaoru or Sundome).

That said, as Bleached Underpants as this work may be the artist does, iirc, have some lolicon in his works. Perhaps also worth noting is that the manga has its official Japanese release on what (I'm fairly sure) is a mainstream manga site called Zenyon.

Fetish content is still sexual content even if not technically nude, in my opinion. So I'd judge as if any case of diaper-related troubles had the girls in the nude in a regular ecchi series, and then see how much of that is there.
I try not to judge works based on fetishes, because pretty much everything is a fetish to someone. Plus the opposite—just because something is cute and romantic doesn't mean it's not porn. I'll try to look into Omujo, but it might take me a while.
As for The Last Sovereign, I'm definitely voting not porn. The game is front-loaded with sex scenes (three in about as many minutes), but then calms down to a much more reasonable ratio. Not to mention that everything is done in 8-bit style (well, not quite 8-bit, but something close) without much detail, and all the sex scenes are text only. The sex scenes can't be skipped, but you can fast-forward through them without losing anything. It honestly reminds me of Spice And Wolf in a lot of ways. "Look, sexy girls! Now that we have your attention, economics!"
Mmkay so far Omujo keeps the things to mandatory 1 pantydiaper shot and 1 peeing thereof per 10 pages chapter, but each of those is just 1 page, tops 2.
Soo while the plot is rather centered around it, but only 20% of ecchi-tier content.

The first episode ended, and from what it can get from reviewers, there's something really, REALLY wrong implied that it's against the policies of the site. I just reported and I think it's something to think and discuss about.

The fact that it's from the author of Ro-Kyu-Bu! is an immediate red flag, but it's only aired one episode, and in defense of that moment, the subtitles are apparently inaccurate/misinterpreting a double entendre. The one girl is offering to show him the instruments, not her body.
Much like the dropping rule, we should give it three episodes before deciding it's skeevy or not.

It's got ecchi content, no nudity though, that is presented as largely educational from an aspiring underwear designer perspective, And there is so much worse on the wiki as it is.
I mean damn that work made me feel sorry for girls after learning all I did.
Edit: It was written by a woman as well as ran in Comic High which labels itself as "Girlish comics for boys and girls." and tries to ditch the whole demographic label.

That kind of body type is actually the norm in Japan, the national average is an A cup as opposed to the US's D Cup average. Japanese works are almost always going to have 'normal' characters that small outside of ridiculous works with everyone being abnormal Z cups Gainaxing constantly.
Asia is also the height of an average Japanese woman while Koneko is shorter but not that much shorter.

Y'know, I was hesitating to bring this up, mostly on the idea it probably revealed more about myself than I was sure I was comfortable with. But after seeing expressed interest in hardcore porn, I'm suddenly less worried I'll come out worse. Since it can't hurt to at least ask, here goes:
I've been wondering about creating a page for a manga. I imagine it would be fine but for one detail that pushes things into odd and/or fetishistic territory, prompting me to have it vetted.
Omujo! Omutsu Joshi is a harem manga with the twist being that each girl in the harem wears diapers for one reason or another (bladder control issues, an actual fetish, and the mistaken belief the male lead has a fetish she can exploit).
Despite the premise, and the fact that the creator has a history of H-manga following similar themes, the series itself is actually very tame with the fanservice level averaging at panty shots which, nature of the premise, are a bit unusual in what's shot and incidents of Potty Failure which, again, nature of the premise, are played atypically. Over a dozen chapters in and there's been no nudity and the most explicit scenes are either characters' fantasies or the acts of the actual fetishist. Being honest, one of the things I sincerely like about this series is that it doesn't devolve into a mindless sex fest.
And with that, the die is cast.
