While Skits chases a butterfly, Martha impatiently waits for Helen to finish reading a book in her treehouse. Carolina and Tiffany arrive, and the former climbs up (despite hating the treehouse) and begs Helen to take her to the park, lest she be stuck with only Tiffany. This confuses Helen, since Carolina and Tiffany are usually friends, but Carolina explains that when it's only the two of them, they always end up competing. Tiffany climbs up and admires the treehouse, so Carolina pretends to agree.

At the park, Tiffany wants to make the treehouse their clubhouse. Then, she wants a president, but both she and Carolina want that role. Helen tries to let them both be presidents, but they turn that idea down, so Tiffany suggests having an election. Carolina says that Helen will vote, which makes Helen feel awkward. She complains about the situation to Danny at dinner, and he tries to cheer her up, but it doesn't work.

The next day, Martha tries to reassure Helen by suggesting that the two older girls may have forgotten about the club, but Carolina is outside and referring to Helen as her "little voter". She starts wondering what Helen's "issues" with the club are, then a car pulls up and Tiffany exits. She offers a ride to school, but Carolina accuses her of trying to influence Helen's vote. Tiffany promises to give Helen rides to school every day if she votes for her, but Carolina promises to walk Helen to school every day if she votes for her, so she'll get exercise. Helen opts for her bike instead.

At school, Helen finds a "vote for Tiffany" poster in her textbook, a "vote for Carolina" poster on the paper towels, a "vote for Tiffany" poster in her sandwich, a "vote for Carolina" poster on her milk carton, and a whole bunch of "vote for Carolina" posters in her locker. She goes up to the vending machine, when Carolina walks up and offers homework help, while Tiffany gives Helen an apple. On the way home from school, Helen finds a "vote for Tiffany" poster on her bike, making her grumpy.

At home, she watches TV, but sulks. Carolina calls up wanting to talk about the election, but Helen hangs up. When she complains about the campaign to Martha, Tiffany appears in the yard, wearing a cheerleader's outfit and singing about herself. Helen complains about it at dinner, when Carolina again phones up to talk about the election.

She calls again the next day, but Helen hangs up before Carolina can get a word in. Helen sulkily goes to her treehouse, only to find many posters asking to vote for both candidates, so she complains to Martha. Martha suggests that things may improve after the election, but Helen thinks that the problem will only get worse, since the loser will be mad at her. Helen wishes she could elect someone else, which gives Martha an idea.

Helen and Martha call the candidates over for a "debate" led by Martha. She gives issues relevant to dogs, such as whether they should be fed from tables or allowed to sleep on beds, but the girls just stammer and act nervous. Martha's final question is "Would you let a dog be a member of the club?". Carolina says, "No!", but upon hearing that Helen may vote for her if she says yes, changes her mind. Tiffany agrees, so Martha is now allowed to vote, and votes for herself, with Helen also voting for her, thereby winning.
