That NPC is talking to Chaz, he's one of the first NP Cs Chaz can talk to when he's alone at the start. It's part of a dialogue chain where that NPC kinda rudely doubts that "a kid" like Chaz can handle the basement monsters, then rudely hits on Alys if you talk to him again with her in the party, but when they actually DO defeat the monsters, he's so excited he embarrasses himself squeeing about it....and then his dumb ass completely forgets.
