* DefectorFromDecadence: Being a L.E.G.I.O.N. minister ''definitely'' comes with incredibly nice, luxurious perks, and before she joined, she was "the toast of Paris."

* PetTheDog: In his "Gattitute Adjustment" side quest, the Rookie Bot tells Johnny that to reset the COPS, he has to hack into the Pride Captain and return them to OS 6.2.

A former marine drill instructor who joined MAYHEM after she learned that the military was going to work with LEGION.

* CourtMartialed: She was shown to have been given a dishonorable discharge by the U.S.M.C. during her introductory cutscene. It is implied that after she accidentally witnessed her trainees being recruited into LEGION, [[CorruptPolitician certain people within the U.S. military]] [[HeKnowsTooMuch arranged her dismissal on false charges in order to hide their secret allegiance to LEGION]].
* [[DrillSergeantNasty Drill Instructor Nasty]]: She used to be a drill instructor and her discipline of her recruits was so sadistic that it drove them to join Legion.

* MistreatmentInducedBetrayal: DownplayedTrope - it's a possibility given Hauser revealing the bone he has to pick with her, but it's never outright stated and the other LEGION members from B Company didn't express quite the same detest and reasoning as him (one even suggested that Braddock join LEGION instead). Hauser could have just tangentially grown to really hate her and chosen to join LEGION.

* SemperFi: Naturally, this means [[InterserviceRivalry she has a friendly rivalry]] with MAYHEM's former U.S. Navy agent, Hardtack.

* BloodKnight: She joined Mayhem because she liked fighting.

* CantHaveSexEver: According to him, [[ManOfSteelWomanOfKleenex his powers prevent him from ever being able to have sex]]. Daisy's...input makes him guess an insulated condom might make it possible.

* {{Overheating}}: Ironically, despite using a Freeze Ray. Much like Fortune's guns, he doesn't need to reload unless he shoots too much continuously. Instead when his gun over, uh...freezes, he is forced to reload it or consume for a powerful melee attack or cause his special ability to do damage.

* SecretTestOfThievingSkill: How she was brought into Mayhem. She was tasked with stealing Glory and succeeded, becoming part of the team as a result.

A former US Navyman who joined Mayhem after Legion destroyed his ship.

* BloodKnight: Out of the Franchise Force characters' missions, Fortune tries to find useful information on LEGION, Hollywood wants to find a DVD of him acting in pornography which [[OldShame he'd rather not be remembered]], and Hardtack...just wants to kill a bunch of LEGION, and does so.

* {{Revenge}}: He joined Mayhem to avenge his fleet, which Legion decimated on Devil's Night.

* IJustShotMarvinInTheFace: His career started to decline when he accidentally shot and killed a co-star while [[RecklessGunUsage spinning his loaded gun.]] Ultor and Mayhem covered it up.

* OldShame: An in-universe example: Hollywood is embarrassed by his previous career as a porn star. [[spoiler: When in the "Franchise Force" mission with Fortune and Hardtack, he tries to recover a career-damaging porn movie that a "deranged fan" sold to LEGION before it can go public. Fortune finds it and seeing they're still "Live Streaming" uploads it onto their Streams instead, earning the ire of Carol from HR.]]

* SmallNameBigEgo: Hollywood is incredibly full of himself. For example, his compliment lines are all praising himself instead of others. However, he doesn't seem to be particularly skilled in anything beyond fighting Legion.

Pierce Washington rose to fame when he peacefully united the three gangs of Stilwater under his banner. Pierce led the gangs against the Ministry of Gluttony's invasion of Stilwater, which brought him to Persephone's attention when she turned against Legion. * AdaptationalBadass: While Pierce was never incompetent, he wasn't held in very high regard in the original Saints Row timeline. Here, he's gone from the local ButtMonkey to a powerful, respected gang leader and valued MAYHEM member.

* GangstaStyle: To the extent that his bio officially lists his weapon as "Sideways SMG." This is also gets a LampshadeHanging in his recruitment mission where Claymore complains he's taken the SMG without being trained on it.

A former {{Yakuza}} assassin who turned against his crime family when he learned that they were working with LEGION's Ministry of Greed.

* ArmorPiercingQuestion: Utterly [[AvertedTrope averted]] when Hollywood asks if Oni ever takes off his mask, while Oni answers with fairly logical situations like eating or while he's with his family...and then asks Hollywood the same question, obviously referring to Hollywood's [[SmallNameBigEgo constantly visible egomania]]. Hollywood just doesn't get what he was asked and assumes the question has a far more mystical meaning he's missing.

* DefectorFromDecadence: He turned against the Yakuza after they allied with LEGION.

* OneManArmy: Persephone recruited him after he took down a Yakuza army he was a part single-handedly.

* ICallItVera: She refers to her sword as her "children."

* RippleEffectProofMemory: [[spoiler: Conversatioins with Kingpin hints that she's at least partially aware of the universe before the cosmic retcon.]]

* GoodIsNotSoft: She is one of the kindest and most moral people in M.A.Y.H.E.M. and has the noble goal of curing L.E.G.I.O.N.s deadly dark matter plague ravaging her homeland. She also has no problem [[PayEvilUntoEvil using deadly biological warfare]] and has a higher kill count than ''[[HitmanWithAHeart Oni]]''. Yes, the terror-loving Yakuza hitman has killed less people than a bow-toting doctor, much to his surprise as shown above.

* TokenGoodTeammate: The only field agent who joined Mayhem for altruistic reasons and who does not have a checkered past. Unfortunately, this leads to Rama not getting along with her more amoral teammates. She does get along with Scheherazade however.

An insane football fan who was recruited into Mayhem after inciting a riot to defend a championship game from Legion.

* AxCrazy: Red Card is insane even by the high standards of Mayhem.

A fashion model and brilliant engineer specializing in the construction and use of turrets. She joined Mayhem to protect her father's engineering work from Legion.

* PunnyName: "Joule" is a unit of scientific measurement, but also sounds like "Jewel," something she would be very familiar with and own a lot of as a supermodel alongside a highly skilled weapons engineer.

A police lieutenant with the Seoul Metropolitan Police Agency. The events of Devil's Night put Johnny in a coma. When he woke up, he found that he was the sole survivor of the SMPA and that the department had been replaced with Civil Overwatch Patrol robots. Now he's joined Mayhem. Available as a PreOrderBonus. A Mayhem agent who was revived by nanomachines after being critically injured on a scouting mission. Available as a preorder bonus.

* ManchurianAgent: [[spoiler:Ariadne resurrected Lazarus to control her through nanomachines and destroy Mayhem from within. Fortunately, Lazarus and Mixer manage to break Ariadne's hold over her.]]

* EvenEvilHasStandards: Persephone is incredibly ruthless, but the sheer brutality of Devil's Night as well as [[spoiler:her learning that the Morningstar sought to become a god and rewrite reality to fit his twisted desires]] drove her to form M.A.Y.H.E.M.

* WomanScorned: She was once married to L.E.G.I.O.N.'s Minister of Envy. When she left the organization after disrupting Babylon's Dark Matter experiments and stealing their ARK, he destroyed Paris to spite her and to stay in L.E.G.I.O.N.'s good graces. This horrific event led her found M.A.Y.H.E.M. in an act of vengeance against L.E.G.I.O.N.

The agent in charge of coordinating Mayhem's missions and Persephone's right hand. She's also Braddock's girlfriend.

The agent in charge of developing Mayhem's strange and deadly gadgets.

* WrenchWench: She's M.A.Y.H.E.M.s go to gal for cool gadgets and salvaged L.E.G.I.O.N. tech.

* AntiHumor: Relic can tell one of his favorite jokes while going to the Ark. "A Sikh, a Muslim, and an atheist walk into a bar. The atheist does all of the drinking."...which is just exactly as you'd expect from observing Sikhs and Muslims.

* GoodCannotComprehendEvil: Persephone's notes on Relic state that Relic has deluded himself into believing that Persephone started Mayhem for the good of the world because the idea of her switching sides for selfish reasons is completely foreign to him.
* JustLikeRobinHood: He got his start as a thief by stealing food and medicine so he could distribute them to Legion's victims.

* ArchEnemy: Bianchi, his EvilCounterpart in LEGION, who he blames for the loss of his left hand. Bianchi then proceeded to steal his girlfriend as well.

* DefectorFromDecadence: According to him, he went against his family's wishes to inherit their business of "running a small country."

The agent who manages Mayhem's armory. Claymore used to be an arms seller, but, after Legion forced him out of the industry, he joined Mayhem.

Carol is the head of Human Resources of M.A.Y.H.E.M. Apparently she is an entity of quite some power.

* MinnesotaNice: Subverted; she has a distinct Minnesotan accent, but she's anything but "nice."

The enigmatic leader of LEGION who is bent on rewriting the laws of reality, and establishing a one-world government that he can rule.

* ApocalypseHow: He is the mastermind behind the Devil's Night, an event where multiple LEGION military units teleported to and attacked many parts of the world without warning using Dark Matter. As a result, the world's governments were crippled and all nuclear weaponry throughout the world has disappeared without a trace. Devil's Night can be considered a [[ApocalypseHow/Class1 Class 1]] event.
* ArchEnemy: The number #1 threat to MAYHEM.

* BigBad: The mastermind of LEGION's attacks across the world that MAYHEM is fighting against.

* DiabolicalMastermind: He is the leader of a terrorist organization that is effectively an NGOSuperpower, having massive armies and politically allied organizations throughout the world including [[ArmsDealer armament manufacturers]] (most notably Hammersmith Industries) and [[{{Yakuza}} Yakuza syndicates]]. Many [[CorruptPolitician corrupt officials from what's left of the world's governments]] have also secretly aligned themselves with LEGION, whose political reach has affected the lives of several MAYHEM members, such as Braddock, Oni and Claymore.

* TheUnfought: He is never directly confronted by MAYHEM.

* YouHaveFailedMe: In LEGION, death is the price of mission failure. It is safe to say that the Morningstar is utterly evil and ruthless.

* {{Archenemy}}: He personally led the LEGION forces that decimated the U.S. Navy carrier battle group which Hardtack belonged to. Hardtack holds a grudge against LEGION in general for the deaths of his comrades, but it is likely that he would hate Longinus in particular should they meet again.

* TheBrute: He is the largest and the most martial of LEGION's seven Ministers. He decided to fight Hardtack himself instead of letting his soldiers do it for him.
* TheDragon: To the Morningstar as the leader of one of LEGION's seven Ministries.

LEGION's Minister of Envy and the former husband of Persephone Brimstone. Despite his high-ranking position in LEGION and connection to the leader of MAYHEM he serves a very minor role in the story and only appears in a few cut-scenes detailing his wife's backstory.

* KickTheDog: He destroyed Paris as revenge for Persephone's betrayal, which drives her to form MAYHEM.
* NiceJobFixingItVillain: He razed Paris to get revenge on his wife and likely to demoralize her for stealing the ARK. All this did was royally piss her off and make her vow to destroy LEGION by forming an army to stand against them. Thus, MAYHEM was born.

* SmallRoleBigImpact: He has no lines and only appears in a few cut-scenes in the ARK's database explaining Persephone's origin. It was his attack on Paris, however, that led to the creation of MAYHEM and the events of the main story.

* ArmsDealer: Before joining LEGION, Magnus Torrison was the owner of his own weapons company, Hammersmith Industries.

* EvilOldFolks: According to MAYHEM's dossier, he's 60 (though this is still fairly young compared to [[Really700YearsOld Babylon and Morningstar]]).

** He can randomly claim while you go to the Ark to have once made a gun so intuitive that a chimp could use it...which one did, leading to a (his words) hilarious video you can find if you search up "Chimp on a shooting spree".

* SophisticatedAsHell: While he speaks mostly with SesquipedalianLoquaciousness and TechnoBabble befitting a mad scientist, he's not above using insults like "douche" or "pain in the ass."

A young singer who is incredibly popular among teenagers, and a lieutenant in the Ministry of Pride. Gaunt has been using his music to brainwash his fans into obeying LEGION.

* EnsignNewbie: Being a wealthy celebrity, he actually bought his Lieutenant position within LEGION.

* GadgeteerGenius: Surprisingly enough, he's actually quite skilled in making mind-control devices, portable information devices like smartphones, and an auto-tune device that turns his ''incredibly terrible'' singing into something millions will want to listen to. You have to wonder how much help he got from fellow LEGION Lieutenant Hammersmith, though...

* ItIsPronouncedTroPay: His "Douche Cologne" is French, and therefore pronounced as "Doo-SHAY."

* ManipulativeBastard: He manipulated his fans into buying his Get Gauntlet 2.0 devices, which would have eventually turned them into an instant LEGION army. Gaunt has also publicly blamed MAYHEM for destroying Seoul's Tranquility Temple, which gave MAYHEM some PR trouble for a while.

* VillainWithGoodPublicity: He is a popular celebrity and one of LEGION's lieutenants.

* PsychopathicManchild: Her behavior is sometimes reminiscent of a child and she seems to have an unhealthy obsession with the story of ''Literature/AliceInWonderland'', judging from the décor of her own lair. Her clothes combine the features of a LEGION uniform and a little girl's dress, enhancing her image as an insane child.

* SpannerInTheWorks: [[spoiler:Had she not placed her mind control implant in the control system of the Damocles robot, Babylon could have delivered the Dark Matter crystal to the Morningstar. Ariadne was also the one who saved the life of MAYHEM agent Lazarus by injecting her with experimental nanites after she was mortally wounded by a LEGION trap.]]
* TheStarscream: Her desire to supplant Babylon is a poorly kept secret, but LEGION keeps her around because she is very good at what she does.

* WildCard: [[spoiler:Although she nominally serves LEGION, Ariadne has occasionally committed acts contrary to LEGION's wishes. Because of this and due to Ariadne's [[AxCrazy unpredictability]], Babylon does not work with her until he is on the verge of defeat.]]

* AIIsACrapshoot: [[spoiler:After MAYHEM kills Steeltoe, Seung-Jin goes insane and becomes obsessed with revenge.]]

* EvenEvilHasLovedOnes: Seung-Jin (Red AISHA) genuinely loves Steeltoe and is furious when the agents ruin their wedding. [[spoiler:Nastily averted in the case of her sisters, which she ultimately sees as expendable pawns in her quest for revenge against MAYHEM.]]
* FallingInLoveMontage: We see Steeltoe first releasing her. Then Red [=AISHA=] kisses him while the other [=AISHAs=] look at a diagram. He then has dinner with the [=AISHAs=]. The final picture is of Steeltoe proposing to Red [=AISHA=] and the other [=AISHAs=] very happy. Cue Purple [=AISHA=] warning him "Darling, please. We're going to be late for our own wedding!" Pull back to reveal the last three scenes were part of a photo album marked "True Love."

* HeelFaceTurn: [[spoiler: Purple [=AISHA=] defects to MAYHEM after the attempt to break into the SIN.]]

* HumongousMecha: Red [=AISHA=] inhabits a gigantic military robot in her LastVillainStand against MAYHEM.
* ItsAllAboutMe: [[spoiler:Red [=AISHA=] [[IRejectYourReality willfully ignored the crimes she and Steeltoe committed]] and endangered/killed the other [=AISHAs=] in her quest for vengeance, [[NeverMyFault laying the blame for her own actions at MAYHEM's feet]]. Even in her final moments, she expressed no regret and only howled about how everything was unfair to her.]]
