That's a Na-class Destroyer from Kantai Collection. The enemy vessels in Kancolle have this weird, almost Giger-esque design. Lighter ships usually have more monstrous forms. This one is the upgraded model, and I believe it's meant to represent late-WWII US Navy destroyers.
