Sounds more like That One Boss than a Scrappy. Are they hated in terms of character?
Oissu!They have pretty much zero character at all, unlike most of the other bosses who at least have a bit of dialogue in their introduction to flesh them out a little. It's another reason as to why people really don't like them.
Basically, they're the game's version of Million Gunman. An annoying, personality-free boss that spends their entire fight running away from you.

Oissu!I'm not entirely sure that Shadow from Sonic Boom should count as The Scrappy and not a Base-Breaking Character, seeing as I have seen tons of people rally in support of that incarnation, praising his Adaptational Badass and Adaptational Villainy treatments. And I know he's been rescued in the show, but I'm not sure he ever necessarily was The Scrappy.
He is in the game, because he lacks those redeeming traits. He just shows up, is a jerk, fights you, and leaves. I'd argue he suffers from Badass Decay rather than Adaptational Badass. But in the show I would say no.

Oissu!In the Sonic Boom game, he was just kind of... there. I don't think he even stands out enough compared to somebody like Elise from '06 to be a Scrappy. More like They Wasted a Perfectly Good Character.

If a tree falls in the forest and nobody remembers it, who else will you have ice cream with?Alright. Also, speaking of 06, I removed the Ensemble Dark Horse entries for Silver and Mephiles, and removed The Scrappy for Silver, as they're both on the Base-Breaking Character list on the YMMV page.
I'd say Mephiles is probably a Darkhorse, I never really heard anything bad about him except They Wasted a Perfectly Good Character. Silver's not a Scrappy though, he's is indeed a Base-Breaking Character.
Oissu!Mephiles is one of the main villains of the game. You have to be a side character or somewhat unimportant in general to be an Ensemble Dark Horse. He's no different from Silver, being extremely important to the plot(nor is Mephiles flat either), so he wouldn't fit the trope properly.
There's no question both of them have their unique fans, though.

We really need to get the memo out that The Scrappy, Ensemble Dark Horse, and Base-Breaking Character are indeed mutually exclusive.
So, Rebels has Maketh Tua as both Ensemble Dark Horse and The Scrappy? Combine into Base-Breaking Character? Or just ax one?

Not sure. Neither The Scrappy or Ensemble Dark Horse fits, though, so those can be deleted. The question is if she usually creates arguments and flame wars among fans.

Looking through Fire Emblem Fates, I see two entries under The Scrappy that I'm not sure fits the definition:
- Hans and Iago seem to have been created specifically for fans to hate them, so wouldn't Hate Sink be a better trope for them to fit under?
- Male Kana seems to have been added by a troper who has a Single-Issue Wonk with the character and seems to come across more as their own personal complaints other than detailing what a large group of the fanbase finds bad about the character.
Any idea if those two examples fit the trope?
First one is definitely a Hate Sink. Second one is just what you said, a wonk and can be deleted without issues.

I'm pretty sure Iago was brought up previously, and I believe we decided to keep him (despite being a Hate Sink) because the way he was written as Obviously Evil was actively harming the narrative of Conquest.
(I honestly don't care if his entry is axed or stays, just thought it was fair to bring up.)

While there may be some truth about Male Kana not being popular, he also lacks narrative presence (he's totally optional and irrelevant to the plot) and I've never seen people actively complain about him. (Then again, my experience with the fandom is limited to this website.) That entry can probably stay deleted.

Hold on, I just remembered a character (well, a group of characters that are essentially treated as one) that I'm shocked isn't on the scrappy list.
The Shamans, one of the boss battles from MadWorld. They're a group of werewolves that are very aggressive in battle, but only attacks against their leader will drain their health, and said leader spends most of the fight running away when he isn't doing a team attack with the rest of the Shamans. Said team attacks are difficult to dodge and do a sizable amount of damage, and the battle's power struggle has been criticized for being lackluster and having spotty controls compared to the rest of the game.
Also, if Youtube is any indication, there seems to be an almost-unanimous agreement that they are the worst boss fight in the game, for what it's worth.
