Commissioner James "Jim" Gordon

The commissioner of the Gotham Police Department, Commissioner Gordon is one of the few police officers with his head screwed on straight, and aids the Batman however he can.
- Badass Normal: No powers, yet he can give a good fight against the various Batman villains..
- Big Good: Seen this way by Gothamites and Batman himself.
- Chuck Cunningham Syndrome: In Beyond Gotham.
- Demoted to Extra: He doesn't get as much focus in the second game, since the action moves away from Gotham to a degree. He doesn't even appear in Beyond Gotham.
- Hero Antagonist: For the Joker during his campaign. He even gets his own boss fight.
- Properly Paranoid: Of Lex Luthor.
- Reasonable Authority Figure: He supports Batman and Superman's efforts to investigate Lex Luthor as he knows the two are decent men and may be on to something, his only advice being for them to get a move on.
- Spanner in the Works: While his visit to Stryker's Island may have cause the Unwitting Instigator of Doom situation, this actually allowed The Justice League and The Legion of Doom to stop The Crime Syndicate and Darkseid.
- Unwitting Instigator of Doom: In DC Super Villains, his visit to Stryker's Island leads to Lex and the Rookie's riot and subsequent freedom.
Vicki Vale

A local newsreader for Gotham City, Vicki essentially does the mission briefings for the second game.
- Deadpan Snarker: Vale gets a good deal of snark throughout the game, mostly at the police failing to realize that Lex and Joker were piloting the Humongous Mecha storming through the city.
- You Have GOT to Be Kidding Me!: Upon realizing that she has to explain about Killer Moth taking over the power station.

- Badass Normal: She has no powers, no special gadgets, and no honed physical prowess, but being unlockable and playable means she can beat up bad guys just as well as the heroes.
- Hero of Another Story: Her mission briefings in DC Super Villains are news reports that show her and Jimmy attempting to discover the truth about the Crime Syndicate.
- Improbable Weapon User: Her LEGO DC Super-Villains version somehow manages to use her reporter mic as a Precision-Guided Boomerang.
Adam West

Alongside returning to voice 60's-era Batman, Adam West is the Citizen in Peril for Beyond Gotham.
- As Himself: He introduces himself as "TV's Adam West".
- Badass Normal: He's effectively base-form regular Batman, possessing no powers but able to beat up enemies with his fist alongside possessing Batarangs and a grapple.
- Distressed Dude: As the "Citizen in Peril", this is essentially his role.

- Jerk with a Heart of Gold: Despite riffing on everyone, one of his sidequests has him get the player to return Man-Bat to normal, out of the kindness of his heart.
- Self-Deprecation: Many of his sidequest riff on the infamous unproduced "Superman Lives" script he wrote and the
Executive Meddling it went through. - The Stinger: He appears after the credits, asking the player to do nonsensical actions.

- Mr. Exposition: Half of his role is him explaining how the mission selection screens and teleporters work.
Amanda Waller

The overall director of the Belle Reve prison, a high-security prison that imprisons regular criminals and supervillains. She sends in the Squad to deal with a riot and find out who, or what, is responsible.
- Action Girl: Personally joins the Squad to work out who is responsible for the chaos and help take them down. It ultimately turns out to be Killer Moth, much to her frustration.
- Anti-Hero: While Waller is on the side of good, she's not above press-ganging criminals into service and threatening them with an explosive collar should they not cooperate.
- You Have GOT to Be Kidding Me!: Her reaction when the Squad trash the courtyard of Belle Reve, and later when finding out Killer Moth was responsible for the whole thing.

An expert martial artist and one of the best in the world, Bronze Tiger uses his abilities for his own ends.
- Animal Motifs: Naturally, his is a tiger. He took it especially far in Beyond Gotham by wearing a tiger head mask, while DC Super-Villains lessens it to a subtler motif.
- Ascended Extra: Was just a voiceless collectible unlockable in Beyond Gotham, then got a fully-voiced side-quest in DC Super-Villains.
- The Cameo: One of the characters who're seen in the background in DC Super-Villains.
- Wild Card: He usually fights for himself, but whether that entails fighting heroes or villains varies depending on the day.
- Wolverine Claws: He wears gloves with tiger-like claws for both lunging at enemies and digging up dirt.
Bizarro
Bizarro / El-Kal / Kent Clark

A copy of Superman with varying origins, including being a defective clone or the native of a Mirror Universe where everything and everyone is opposite the main universe. Either way, he shares Superman's compulsion for heroism, but his inverted logic results in more harm than help.- Anti-Hero: During the "Bizarro" DLC, it's clear that he's far too destructive for Superman to tolerate, but he clearly has a good heart and is protective of his world's denizens.
- Ascended Extra: The main character of the "Bizarro" DLC, and narrator.
- Evil Counterpart: To Superman, being his opposite in almost every way. That said, he's less "evil" and more "so messed up he does bad things under the belief he's being a hero like Superman".
- Logical Weakness: Since his powers are mostly opposite of Superman, him being strengthened by the sun means Bizarro instead gets weaker when his body is exposed to sunlight, so his DC Super-Villains unlock quest has him ask the player to find sunscreen so he can go out during the day.
- Meaningful Name: Called "Bizarro" because he's bizarre.
- Playing with Fire: His fire breath in Beyond Gotham.
- Pragmatic Adaptation: Programming his comic abilities of fire breath and ice Eye Beams as an inverted Superman for DC Super Heroes would have taken some time, so he basically was a retextured Superman for his first appearance. This gets corrected starting with Beyond Gotham.
- Silly Walk: Bizarro likes to flail around his arms when he's running.
- Strange-Syntax Speaker: As is common for most versions of Bizarro, most of his dialogue consists of Bad Is Good and Good Is Bad verbal inversions of what he means, such as exclaiming "Bizarro League backwards!" when telling them to to proceed with saving Rocktropolis. The fact he sometimes actually says what he means makes it clear this isn't done due to literal inverted logic, instead being because his brain is really messed up.
- Wild Card: A consequence of his messed-up brain is that whether he's acting as an Anti-Villain truly believing he's doing good or an Anti-Hero doing his best to be good while having problems is pretty much a flip of the coin.
Etrigan

A demon who was bound to the soul of a mortal, who can summon him by reciting a poem.- Breath Weapon: He can exhale scorching flames from his mouth.
- Cool Sword: His "Justice League Dark" version wields a fiery-shaped curved BFS.
- Demonic Possession: Etrigan was forcibly bound to the soul of Jason Blood in an attempt to curb his monstrous demonic tendencies.
- The Juggernaut: He's got Super-Strength and Nigh-Invulnerability, and once he gets a running start he'll plow right through every vehicle and breakable without stopping.
- Nominal Hero: While he mostly aids other heroes in fighting villains, it's only because he's a Blood Knight who finds those villains both annoying and good targets.
- Wild Card: While he's technically on the side of good, him being a violent Blood Knight demon means he sometimes fights other heroes to sate his bloodlust.
Lobo

A bounty hunting alien who’ll take on any job with copious amounts of violence.
- Anti-Hero: Once again, Lobo fights bad guys because he enjoys it.
- Ascended Extra: He goes from a Recurring Extra who's The Voiceless in Beyond Gotham to the fully-voiced Lemony Narrator of the Another Side, Another Story post-story content in DC Super-Villains.
- Badass Biker: He's pretty badass, and damaging his bike is a Berserk Button.
- Baritone of Strength: He's got a deep, guttural voice, especially with David Sobolov in the role, and he's a strong, tough, and ruthless bounty hunter befitting such a voice.
- Berserk Button: Don't harm his bike, or change it into something else. You will likely pay with your life.
- Bounty Hunter: Explicitly referred to as such by Mxyzptlk.
- Disproportionate Retribution: He hires some Red Lantern mercenaries and leads them to track down Mr Mxyzptlk, as revenge for the latter turning his bike into a firebreathing ostrich.
- Genocide from the Inside: Implied that his backstory's the same as ever, since he's the Last of His Kind.
- Hooks and Crooks: His signature weapon is a hook attached to a chain, and he makes good use of it both for fighting and grappling.
- Last of His Kind: Once again, he's the last Czarnian. He does have more than a few kids, but he’s looking to change that.
- Lemony Narrator: In DC Super-villains, he acts as narrator for the "Justice League Story" extra missions alongside the Mask of the Phantasm and Young Justice DLCs, and boy is he snarky about it, interspersing his recapping with anecdotes about his opinions on both the characters and the shenanigens they get up to.
- More Dakka: In DC Super-villains his gun is a rare one that can fire an entire normal clip's worth of bullets super-fast, both tap-fired and targeted auto-fired, whereas most shooters can only get 1-2 per-second.
- Only in It for the Money: So long as nobody triggers his Berserk Button, the only reason he does most stuff is because somebody is paying him a lot of money, such as whoever wanted him to be the guy to act as Lemony Narrator for the Justice League's adventures on Apokolips.
- Throw Down the Bomblet: DC Super-Villains gives him the ability to throw frag grenades for demolishing silver objects.
- Took a Level in Badass: He was already a mean and dangerous guy in Beyond Gotham, enough to threaten somebody like Mr. Mxyzptlk, but DC Super-Villains upgrades his powerset to better reflect his threat level, becoming an Implacable Man with Super-Strength, Nigh-Invulnerability, and the ability to call upon a space dolphin to let him soar through the air at will.
- Wild Card: Whether he acts as a hero or a villain depends on both who's paying him and if somebody pissed him off.
Mr. Mxyzptlk

"Funny little man in a bowler hat" and immensely powerful being from the Fifth Dimension who arrives on the dot every 90 days to cause trouble for Metropolis.
- Adaptational Wimp: While his Reality Warper powers make him almost unbeatable in a fight, he’s doesn’t have them when playable here- but he’s still dangerous.
- Beware the Silly Ones: A diminutive old balding guy in an orange jumpsuit with a popped collar - not the sort of fellow you'd expect to have such abilities.
- Bullying a Dragon: Harassing Lobo by turning his bike into an ostrich was a really bad idea.
- Complaining About Rescues They Don't Like: When the player is fending off Lobo, he shouts at the player to clobber him harder.
- Demoted to Extra: After having a prominent recurring role throughout numerous sidequests in Beyond Gotham, he's reduced to just a collectible unlockable in DC Super-Villains.
- Dimensional Traveler: All incarnations of Mxyzptlk are the same being across all of existence. He himself originates from the world of Zrfff, in the Fifth Dimension. He rules the land of Brpzx as its King-Thing.
- It Amused Me: Not so much evil as just an impish little jerk who enjoys getting a rise out of people, particularly his favorite target, Superman, who's strong enough to take the full extent of his powers.
- Large Ham: Gilbert Gottfried + No Indoor Voice = this.
- Nerf: Cutscene-wise, his Dirty Coward and It Amused Me statuses prevent him from just invoking Story-Breaker Power; gameplay-wise, he "merely" has Combo Platter Powers instead of full-on Reality Warping.
- No Indoor Voice: Gilbert Gottfried isn't known to be quiet.
- Reality Warper: He frequently shows the ability to change aspects of the world around him. He's extremely powerful, capable of defeating Darkseid on his own and twisting the entire universe into an unrecognizable mess if he felt like it.
- Why Did It Have to Be Snakes?: He gets freaked out by some genetically enhanced penguins that harass him in his first sidequest.
- Wild Card: Everything he does is because It Amused Me, so whether he's a tricky foe or an Aloof Ally changes based on his whims.
Bat-Mite

- Fetch Quest: He offers one once per level in Free Play of Beyond Gotham, offering a character token in exchange for a hidden item.
- Loony Fan: A Batman fanboy, and as crazy as you would expect a fifth-dimensional imp to be.
- Medium Awareness: As per usual for Bat-Mite, he references things from beyond the fourth wall frequently.
- Wild Card: While he usually acts as an ally to Batman, he's fully willing to instigate villainous scenarios if he thinks it would "help" Batman be the hero he sees him as.

More counterparts of the Justice League from Htrae.- Anti-Hero: They exist to keep Rocktropolis safe, but possessing the same Bad Is Good and Good Is Bad mindset as regular Bizarro means they can be a bit destructive and terrifying while doing so.
- Bunny-Ears Lawyer: Batzarro's as crazy as regular Bizarro, but as Bizarro exclaims with his inverted meaning logic, he's just as good a detective as the real Batman.
- Lovable Coward: GreenZarro's as cowardly as Guy Gardner is brave, and as polite as Guy is rude.
- Oddball Doppelgänger: Just like Bizarro, they have appearances and powers similar to their counterparts, but they're personalities are near-opposite, Batzarro being a Genius Ditz, Bizarra being rather aggressive and brutish in overall attitude, Cyzarro being more machine than man, and GreenZarro being a Lovable Coward.

- The Ghost: Despite his bow being quite important to the DLC, he never appears in person.
- Master Archer: He was incredibly skilled with the bow, and is the one that set Oliver on his path of archery to becoming Arrow.

- Empowered Badass Normal: His ability to be a One-Man Army came of naturally acquired muscle and honed skill, with his later-gained Healing Factor simply elevating him into an Implacable Man.
- Healing Factor: The only power he got from his Freak Lab Accident was the ability to heal absurdly quickly from any injury. For somebody that was already a One-Man Army without superpowers, no other ability was necessary to boost his deadliness.
- One-Man Army: He slaughters criminals by the gang.
- Wild Card: He doesn't really care which side of the law or "heroes and villains" he is, so long as he can punish criminals for their actions.
