ZAIA Enterprise

https://static.tvtropes.org/pmwiki/pub/images/zaia_enterprise_logo.png
Presented by ZAIA!

A multinational technology megacorp with offices based around the world. One of its subsidiaries, ZAIA Japan, was involved with the production of prototype HumaGears in the Daybreak incident. ZAIA Japan also acts as the main benefactor of A.I.M.S., supplying them with their equipment and Progrisekeys to fight MetsubouJinrai.net and the Magia, while also seeking to make use of the conflict to seize control of Hiden Intelligence.

    In General
  • The Conspiracy: Part of ZAIA Japan's underhanded tactics involves abusing their close working relationship with A.I.M.S., using Yua's position within the organization, and resulting government authority to steal some of Hiden Intelligence's more closely-guarded secrets such as the location of the President's personal laboratory.
  • Evil Knockoff: Most of ZAIA Japan's Rider-related products are directly plagiarized from Hiden Intelligence's designs. It is most evident in the design of the Giger, which is obviously just Breaking Mammoth with a different head, but Thouser takes only a few more steps to hide being a direct copy of Zero-One.
  • Hoist by Their Own Petard: Their proposed solution to an outbreak of HumaGears being hacked en masse is the Giger, a gigantic mammoth-themed robot capable of hacking HumaGears en masse. While it's supposed to have this feature to stop an outbreak by shutting the rogue machines down, no internal counter-hacking measure was implemented by ZAIA. This means it takes MetsubouJinrai.net all of fifteen minutes to hack one of the Gigers directly, at which point it not only produces a mass outbreak far beyond what they could have done alone but foils the Hiden security that did work on MetsubouJinrai.net's own attempts. ZAIA Japan then proceeds to build even more Gigers without correcting the security flaw, this time giving Jin a small army of them to rampage with.
  • Hypocrite: ZAIA Japan spearheaded the campaign against HumaGears and artificial intelligence, yet their leader tries to abuse the Ark for his own benefits, and even manufactures Gigers, autonomous Humongous Mecha that makes them Humagear in all but appearance and sizes.
  • Meaningful Name: If you combine "Zaia" and Ark, you get the Japanese word for "sins" (罪悪 Zaiaku), hinting at ZAIA Japan's machinations behind the Ark turning to evil.
  • Predatory Business: ZAIA is an enormous multinational conglomerate and the way its Japan subsidiary orchestrates the sabotage of Hiden Intelligence to weaken them before a buyout makes it clear this isn't the first time they've done so to get where they are. Their tactics include deliberately reprogramming the first Dodo Magia to have blue LEDs and recording it transforming to incite mass panic over the idea that an unhacked HumaGear could also go berserk.
  • Quality vs. Quantity: As shown in the cold opening of #17, ZAIA represents quantity; being a multinational technology conglomerate with office branches across the world, which is a stark contrast to Hiden Intelligence's quality.

    Gai Amatsu/Kamen Rider Thouser
  • See his page here for more details.

    Yua Yaiba/Kamen Rider Valkyrie

Yua Yaiba/Kamen Rider Valkyrie

Portrayed by: Hiroe Igeta (live), Satoshi Fujita (suit)

Gai's direct subordinate and previously the technical advisor for A.I.M.S, she has since been reassigned back to ZAIA Enterprise Japan to directly assist Gai following the supposed downfall of MetsubouJinrai.net.
For her character tropes, see the A.I.M.S. section.

    Williamson Yotagaki (unmarked spoilers)

Williamson Yotagaki

Portrayed by: Tomomi Maruyama

https://static.tvtropes.org/pmwiki/pub/images/williamsonyotogaki.png
New CEO of ZAIA Enterprise Japan
A ZAIA Enterprise representative sent to replace Gai Amatsu. He is also behind's Jin's re-construction and the one that gave him his new driver.
  • Corrupt Corporate Executive: Subverted. Unlike Gai, Williamson is a very reasonable individual to begin with and is willing to play dirty for the sake of the greater good.
  • Honest Corporate Executive: He's a great deal more open than Gai, and while aloof at times is still looking out for the greater good.
  • Jerk with a Heart of Gold: While he is a callous and somewhat arrogant figure not unlike Gai before his redemption, Williamson is ultimately looking out for the needs of the people, even if it's through radical means. He is also far more responsible and reactive than Gai when he was CEO, immediately calling upon Jin when the threat of Horobi becoming another Ark is highly likely. Williamson is also more than willing to entrust Jin's earpiece to Gai who then gives it to Yua in rebuild Jin after seeing Yua's remarkable show of empathy when up against a hostile Humagear.
  • Meet the New Boss: He takes over ZAIA Enterprise Japan and demotes Gai to the Thouser Department.
  • Mysterious Backer: He is the one who resurrected Jin and gave him the ZAIA Slashriser to act his mole in MetsubouJinrai.net
  • Pet the Dog: Although he is willing to destroy protesting HumaGears, he was genuinely happy that Yua was able to dissolve the situation without violence, which causes him to entrust Jin's earpiece to Gai, who gives it to Yua and Isamu to resurrect Jin in order to stop Horobi without needless bloodshed.
  • Pragmatic Hero: Williamson's character arc acts to deconstruct this trope. He wants to do the right thing that ensures the safety of the people, and as such he takes the pragmatic approach of using A.I.M.S., Gai, and Jin to shut down the situation as quickly and efficiently as possible. When the opponent is someone trying to stir up a Cycle of Revenge, though, Williamson's tactics only play into As's hands, as any violence no matter how well-intentioned only further elevates the racial tensions between humans and HumaGears. It takes Yua going up against a bunch of rioting HumaGears with nothing but her empathy and leadership skills for Williamson to see the error of his ways.
  • Put on a Bus: He is put on "bonus leave" by Lyon Arkland in Zero-One Others: Kamen Rider Metsuboujinrai, allowing Lyon to be in control of ZAIA Enterprise Japan for the duration of the film.
  • Reasonable Authority Figure: Unlike Gai, Williamson never does anything particularly villainous and works together with the heroes to contain the threat of the Ark. His main flaw is that he is overzealous about using violence to squash problems, but he listens to Yua when she demonstrates the superiority of calming down the rioters through empathy instead of force.
  • When All You Have Is a Hammer…: Despite generally being reasonable, Williamson attempts to solve most problems through violence, either by ordering Jin to assassinate key targets or by ordering A.I.M.S. forces to suppress the rioting HumaGears by force. While well-intentioned, these tactics ultimately do nothing to address the root of the problem, and in fact push humanity to the brink of war.

    Products

Giger

https://static.tvtropes.org/pmwiki/pub/images/giger.png
A giant robot developed from the data of the Mammoth Zetsumerise Key, the Giger was designed for use as a heavy weapons platform and emergency weapon against a mass HumaGear outbreak by counter-hacking them all at once. What Could Possibly Go Wrong? At least three Gigers were under construction for A.I.M.S., but the design proved just as vulnerable to a Zetsume Riser as any regular HumaGear. This result didn't deter ZAIA from building even more Gigers, which continued to be hacked just as easily as the first.
  • Animal Motif: Like its Hiden Intelligence counterpart, it is modeled after a woolly mammoth.
  • Cyber Cyclops: It sports a cycloptic eye on its face.
  • Evil Knockoff: It has essentially the same body structure, weapons, and animal motif as Breaking Mammoth, but since Breaking Mammoth was developed first, the Giger is this to it. Where Breaking Mammoth was developed for disaster relief and is human-piloted, the Giger is designed for large-scale military pacification and is controlled by an AI.
  • The Evils of Free Will: It's implied in Project Thouser that while they were designed to prevent another Humagear outbreak, they were also intended to supress regular HumaGears, rendering them no more than slaves to humanity. Upon learning this, Naki decides to betray Gai by revealing their existence to Horobi.
  • Giant Mook: Once MetsubouJinrai.net hacks them, they act like larger, much more powerful Magia.
  • Mini-Mecha: Gigers were originally intended to be used as building-sized mecha suits for combat.
  • Sinister Scythe: The Giger's tusks can be detached for use as twin handheld scythes.
  • Villain Override: The Gigers are nothing more than massive combat HumaGears, so it takes little effort for MetsubouJinrai.net to hack them as their combatant.

ZAIASPEC

https://static.tvtropes.org/pmwiki/pub/images/zaia_spec.jpg

ZAIA's latest product. A wearable glasses device that gives the user learning and processing speeds that exceed HumaGears.

  • Expy: A wearable headpiece in the same vein of products such as Google's GLASS.
  • Neural Implanting: Despite being an externally-worn device, it has shown a capacity to be able to directly link to its user's mind and control them, as shown with the multiple times Naki manipulated it.
  • Red Eyes, Take Warning: More like "Red Screen, Take Warning," but when someone's been given a RaidRiser, the system lights change from blue to red, and the glasses now posses a red tint.
    • Also happens when the user gets hacked through it.

    Raiders
Cybernetic monsters transformed from humans using a RaidRiser and a Progrisekey. The humans are provided with the devices by Naki to allow them to seek vengeance against HumaGears.
  • Animal Motifs: Like the Magia, Raiders are modeled after monstrous mechanical animals. Unlike their counterparts, Raiders use common living animals as their templates rather than obscure extinct species.
  • Classical Mythology: The Crushing Buffalo, Splashing Whale, and Dynamaiting Lion Raiders are based on Taurus, Poseidon, and Hercules and Leo, respectively.
  • Evil Knockoff: Of the A.I.M.S. Riders, with the RaidRiser being a stripped-down version of the ShotRiser and the Raider costumes using the same undersuit as Vulcan and Valkyrie's aside from being switched to darker colors. Notably, like Jin's SlashRiser, the RaidRiser was also made by ZAIA, intended for civilian use.
  • Foil: To the Magia, as the former are androids that achieved Singularity and hacked by MetsubouJinrai.net using Zetsumerise Keys themed after obscure extinct species, while Raiders are humans that mostly chosen by ZAIA as their representatives during the Workplace Competition and become monsters by using Progrise Keys themed after common living animals.
  • More than Mind Control: Unlike the Magia, Raiders aren’t mentally rewritten by the Raidriser, but found in moments of extreme negative emotion and magnified from there.
    • Rentaro became the Crushing Buffalo Raider after being caught cheating and buckling under the pressure to perform in the rematch to avoid a career-ending lawsuit.
    • Tatsumi became the Splashing Whale Raider out of sheer pettiness, destroying houses and assaulting HumaGears to have them become Ark Magia to fight against.
    • Masuji became the Dynamiting Lion Raider and attacked Bingo so he couldn't expose his Engineered Heroics.
    • Teruo became the Storming Penguin Raider out of jealousy toward his crush falling in love with Match Enmusubi.
    • Daiki became the Scouting Panda Raider to ensure that Homura wins the fourth round of the Workplace Competition for ZAIA Enterprise, out of loyalty for his company.
  • Not Helping Your Case: The fact that Raiders willingly become monsters just as dangerous as Magia doesn't exactly refute the Ark's belief that humans are a violent and dangerous species.
  • Psycho Serum: The RaidRiser augments the negative emotions of its wearer, dulling their senses of fear and pain while heightening their aggression.
  • Punny Name: They're Corporate Raiders. Also a pun on 'rider', if we use the HumaGear/Magia analogy.
  • Sorting Algorithm of Evil: They're a higher tier of enemy than the Magia, who by now have been outclassed to the point of being little more than an annoyance to the Riders. This is also reflected in their respective episodic structures and costume budgets: a new Magia is dealt with every week, and each Magia's costume is nearly identical aside from their chestplate and helmet, while the Raiders are the villains of two-parters and thus have more elaborate costumes.

Crushing Buffalo Raider

Portrayed by: Wakato Kanematsu

https://static.tvtropes.org/pmwiki/pub/images/rentarotachibana.png
It was like I could see your heart.
https://static.tvtropes.org/pmwiki/pub/images/kr01_crushing_buffalo_raider.png
RaidRise!
Crushing Buffalo!
This charge attack will send you flying.
A master florist named Rentaro Tachibana, hired by ZAIA Enterprise to represent their ZAIASPEC product for the first round of the "5-Stage Workplace Competition" against Hiden Intelligence, in flower arrangement. After being called out and attacked by his competitor, the HumaGear-turned-Magia Sakuyo, for cheating and betraying her trust, Gai threatens him with a potential lawsuit for tarnishing ZAIA Enterprise's image. Under the immense pressure to win the rematch, he encounters the Hooded Person, and is given a Progrise Key to transform into the Crushing Buffalo Raider.
  • Horn Attack: Mixed with Horns of Villainy. See those red horns on his head? Those are called the Red Bruiser, and his main strategy is to charge at people with those pointed forward.
  • Irony: The first match was postponed when Sakuyo turned into a monster. The rematch is then postponed when he turns into a monster.
  • Jet Pack: He has a big vernier thruster on his back. He uses it to speed up his charges and give him slight boosts in mobility when he needs to.
  • Killed Off for Real: Not Rentaro, but the Progrise Key that created the Raider is stolen by Thouser, making this Raider incapable of forming anymore.
  • The Power of Hate: The reason why he embraces the RaidRiser's power is because he can't let go of the HumaGear Sakuyo's insult.
  • Professional Butt-Kisser: Despite already being well-known as the master of the Tachibana school of flower arrangement and having a high appeal from the judges due to his status, he further steals their appeal by heavily agreeing that a single out-of-place stalk in Sakuyo's arrangement completely destroys its image and shames her in front of them. He also plays this in the method he cheated, praising Sakuyo's work at first while offering to add said out-of-place stalk, claiming that it would make her work perfect. She falls for this and allowed him to sabotage her work.
  • Tricked-Out Gloves: He has these too. Those big things on his arms aren't hoof-shaped shields, they're hoof-shaped implements to make his punches better, and go by the name "Buffablow".
  • Unsportsmanlike Gloating: While he 'wins' the contest, he slaps Sakuyo anyway after she calls him out for having an ugly heart. However, she became a Magia in front of him and later attacked Rentaro, only escaping due to Aruto's intervention, causing the match to be forfeited and eventually forcing him to compete again with a rebuilt Sakuyo anyway. The rematch then sees him turn into a monster when his ugly heart gets the best of him. Fortunately, the third time has him win fairly, even shaking hands with Sakuyo.

Splashing Whale Raider

Portrayed by: Minato Isshiki

https://static.tvtropes.org/pmwiki/pub/images/tatsumi_arayashiki.png
Don't you think houses are like dreams?
https://static.tvtropes.org/pmwiki/pub/images/kr01_splashing_whale_raider.png
RaidRise!
Splashing Whale!
An aqua current that encompasses everything around it.
A realtor named Tatsumi Arayashiki, who is hired by ZAIA Enterprise to compete against the HumaGear realtor Smile Sumida, but is given a RaidRiser and Progrise Key by Naki to transform into the Splashing Whale Raider.

  • Drunk with Power: After receiving a Raidriser, he becomes emotionally unstable and noticeably more cruel.
  • Evil Is Petty: Once he gets the Raidriser, his ego and pettiness go through the roof, from using his new-found powers to destroy houses Smile tries to sell, to attacking her and pushing her into a fountain, which turns her into the Ark Neohi Magia. Tatsumi later attacks another HumaGear for the express purpose of it being hacked into the Mammoth Ark Magia to fight against.
  • Finishing Move: He is the first Raider to display this ability, performing it by pressing the Raid Loader again after transforming.
    • Splashing Bolide: The Splashing Whale Raider creates a giant energy construct of his Ougigant and slams it down on his opponent.
  • Heel Realization: After his defeat by Aruto, he realized how his obsessive desire for a larger house and monetary profits has him lose the joy he felt in having a happy close-knitted family despite the cramped home they had before.
  • Hidden Depths: The reason why he went into the real estate business was due to his past of growing up with a large family cramped in a tiny and impoverished home; He admired large houses as a result and made it his dream to earn lots of money to buy a proper home for himself.
  • Improbable Weapon User: The Ougigant, the polearm-looking thing the Splashing Whale Raider uses, is actually a giant fan/carpet beater, which is that huge racket-looking thing used to beat the dust out of carpets and blankets in every suburban scene in anime. Secondly, it's an allusion to such items having weather control abilities in mythology, like the plantain fan in Journey to the West. And thirdly, the business end resembles a whale's tail, matching the Progrisekey he transforms with.
  • Jerkass: Bullies Smile during the real estate competition, to the point that she experiences a negative Singularity and becomes an Ark Neohi Magia. It ends up exposing him, as he desire to attack HumaGears as the Raider causes Fuwa to catch him transforming against an Ark Mammoth Magia.
  • Jerkass Has a Point: His points about Humagear's value towards society as a whole proves to correct when Gai recalls them after winning the competition, but many people still rely on them heavily and go out of their way to get them reactivated.
  • Making a Splash: The Whale Raider has water powers, appropriately enough.
  • Only in It for the Money: His sales strategy is to emphasize to clients the profitability of a property if they sell it at a later date. This in contrast to Smile, who focuses on matching her clients with homes that match their living requirements. In other words, Tatsumi sells houses, while Smile sells homes.
  • Shady Real Estate Agent: He's not unwilling to sabotage and assault rival real estate agents, even blowing up houses the other agencies try to sell...though as that last one is done under the influence of a RaidRiser, it is probably not something Tatsumi would resort to normally.
  • Sore Loser: After losing a potential profit from a wealthy client, he gets angry at Aruto and transforms to fight him. After he is defeated by Aruto and with Smile talking to him, he becomes a Graceful Loser and accepts his loss of the match.
  • With Great Power Comes Great Insanity: While his arrogance and disdain of HumaGears are apparent from the beginning, he is rather well-intentioned and harmless all things considered. One Raidriser later, he is destroying whatever property Smile is trying to sell, while a bad talk from Gai forces him to hold back on using his Raidriser and resort to publicly humiliating her instead.

Dynamaiting Lion Raider

Portrayed by: Hayato Mori

https://static.tvtropes.org/pmwiki/pub/images/masuji_narusawa.jpg
https://static.tvtropes.org/pmwiki/pub/images/kr01_dynamaiting_lion_raider.png
RaidRise!
Dynamaiting Lion!
A beautiful explosive force like fireworks.
A cyber-crimes officer and hacker named Masuji Narusawa, who used Yuto Sakaki's marriage proposal to execute a marriage scam by hacking into his social media accounts to cheat Yuto's fiancé off her money, while using his status as an officer to frame and arrest the young man for his crimes. He is given a RaidRiser and Progrisekey by Naki to transform into the Dynamaiting Lion Raider, and attacked the attorney HumaGear Bingo Bengoshi.
  • Couldn't Find a Lighter: Amusingly, he lights its dynamite fuses on its red-hot barrels of the Shooting Starmight.
  • Dirty Cop: Rather than doing it for the money, Yuto was just an unfortunate victim of his scheme to start a crime and set him up for it just so that he can increase his arrest rate as a police officer, while the money he cheated went to a third-party scam group.
  • Finishing Move: Dynamaiting Bolide: The Dynamaiting Lion Raider creates a huge construct of a Gatling Gun from his Shooting Starmight, and fires at the enemy. After firing, the Shooting Starmight's barrels remain hot enough for the Raider to ignite some of those dynamite sticks on his mane for a follow-up attack.
  • Gatling Good: Relies on a huge Gatling gun/claw on its left arm called the Shooting Starmight as much as its dynamite.
  • Mad Bomber: Throws dynamite sticks lit from the heat of its Shooting Starmight. Of course, he is not called the Dynamiting Lion Raider for nothing.
  • Red Herring: Originally assumed to be prosecutor Naoto Ichimori due to his ZAIA Spec being found at the scene of the Raider's attack, continuing the trend of the competitors being the Raider, and Aruto and Bingo attempt to accuse him of sabotage, however they were proven wrong when Bingo confirms Naoto is not lying when he denies the accusation. As it turns out, Masuji stole it from him so as to frame him as the Raider.
  • The Worf Effect: In the first episode, this Raider is shown to be even strong enough to fight Shining Assault Hopper and Assault Wolf. In the next episode, however, Metal Cluster's transformation is powerful enough to obliterate his Raider form and leave him utterly bruised, tattered, and unconscious.

Storming Penguin Raider

Portrayed by: Gaimon

https://static.tvtropes.org/pmwiki/pub/images/teruo_nikaido.jpg
https://static.tvtropes.org/pmwiki/pub/images/kr01_storming_penguin_raider.png
RaidRise!
Storming Penguin!
The winds are at his command.
Chiharu Ebii's childhood friend Teruo Nikaido, who is given a RaidRiser and Progrise Key by Naki to transform into the Storming Penguin Raider, out of his jealousy from the former's crush on the HumaGear Match Enmusubi.
  • Beak Attack: During his battle with Vakyrie, he attempts to peck her with the Toboggandive beak on his helmet.
  • Blow You Away: It can generate wind from its arms to create tornados, or by belly-sliding to increase the impact of his Toboggandive beak.
  • Childhood Friend Romance: He aims to achieve this for Chiharu, going as far as to transform into a Raider when she falls for Match. Ironically that same HumaGear Teruo tried to kill saw them as a perfect fit for each other and succeeded in getting them together through a series of complicated gambits.
  • Early-Bird Cameo: Teruo first appeared in Kamen Rider: Reiwa the First Generation as a resistance member in an alternate timeline created by Another Zero-One.
  • Green-Eyed Monster: He's Chiharu's childhood friend that hopes to win her affection but gets increasingly angry when she tries to find anyone else as a suitor, even if said man is a HumaGear. He even storms the president's office in Hiden Intelligence just to voice his displeasure for Match.
  • Just in Time: Ironically enough, his second appearance as the Raider ends up being this, as he appeared and fought off the Ark Gaeru Magia while they were poised to attack Chiharu.
  • Knight in Shining Armor: His Raider form has elements of this in its design.
  • Know When to Fold 'Em: While he does give an pretty even fight with Valkyrie, once Zero-One MetalCluster Hopper appears and hits both of them with a barrage of Cluster Cells, he takes the opportunity to flee while Yua's distracted.
  • Loser Gets the Girl: He's not the sharpest fighter even as a Raider and was almost killed by Metal Cluster Hooper's Metal Rising Impact had Ark Gaeru Magia not shielded him. Of course, once he's out of his transformation, he managed to win Chiharu's love and abandons being a Raider altogether as planned by Match.
  • Murder the Hypotenuse: What he attempts to do while transformed into a Raider. The first time while he fights Yua, he guns for Match the moment he's able to, and then goes to transform again when he couldn't take seeing Chiharu and Match being fake-married for one more second.
  • Mythology Gag: Seen on the right, he does the same pre-fighting stance as Kamen Rider 2.
  • Non-Action Guy: Teruo is out of shape and is not an adequate fighter, so his Raider form is the weakest to date. Fittingly, he's the first Raider to straight up quit being a Raider instead of being beaten by a Rider. Averted for his Altered Timeline counterpart, who's a member of a human resistance movement.

Scouting Panda Raider

Portrayed by: Kouichi Kosse

https://static.tvtropes.org/pmwiki/pub/images/daiki_kyogoku.png
https://static.tvtropes.org/pmwiki/pub/images/kr01_scouting_panda_raider.png
RaidRise!
Scouting Panda!
There is nothing unknown to his eyes.
A ZAIA Enterprise employee named Daiki Kyogoku, who stole a RaidRiser and Progrise Key from his own company to transform into the Scouting Panda Raider in order to destroy 119nosuke and ensure Takeshi Homura wins his round of the Workplace Competition for ZAIA Enterprise.
  • Boom, Headshot!: How he tries to eliminate 119nosuke. Unlucky for him, the latter dodged at the last second, causing a fire and forcing them to flee the scene.
  • Dirty Coward: After his failed attempt to sway the competition, he tries to escape from Zero-One, only to be shortly arrested by Fuwa moments later.
  • Energy Weapon: His main weapon, the Dead Monochrome laser cannon, which counts as a BFG due to its large size.
  • Finishing Move: Scouting Bolide: He fires a more powerful laser blast from the Dead Monochrome at his opponent.
  • Friendly Sniper: He's surprisingly friendly, in a creepy sort of way, as he shows up and says hi to the HumaGear he's about to kill.
  • Irony:
    • Much like the Dodo Magia, they're far more threatening than the animal in real life.
    • Additionally, his motive was to boost ZAIA's standing by stealing gear and rigging the fourth round. In doing so, he exposed that the RaidRiser and by proxy the Raiders are ZAIA products, harming ZAIA's standing. It's only thanks to Gai destroying evidence of this that he was able to keep ZAIA's public face intact.
    • The Scouting Panda Raider armor is arguably the most soldierly of the Raiders' designs barring the mass-produced Invading Horseshoe Crab Raiders, but turns out to have been put in the hands of a complete wuss.
  • Ordered to Cheat: Averted. He wants to ensure that Homura wins the fourth round for ZAIA, but it's out of his own volition for the company. Ironically, not only does it ends up exposing that Raiders are in fact made by ZAIA for civilian use, but the reveal of his involvement causes Gai to forfeit the round to Aruto.
  • Paper Tiger: The cool looks and dangerous weaponry of the Scouting Panda Raider make him appear menacing, but he's actually just some ordinary guy. Once someone actually manages to close the gap his advantages are lost completely.
  • Spanner in the Works:
    • They end up being this for the 4th round of the competition, since their attempt to destroy 119nosuke to ensure Homura wins turns a mild competition into a real emergency by starting an actual fire while people where still trapped inside.
    • His admittance that his equipment was stolen from ZAIA forces Gai to unwillingly admit that the RaidRiser is indeed a product of ZAIA, made for civilian usage.
  • Rocket Jump: Their main method of leaving a scene, by pointing the Dead Monochrome opposite of where they want to go and firing.

After ZAIA Enterprise won the Competition and took over Hiden Intelligence, they also took control of A.I.M.S, whose troopers were given mass produced Invading Horseshoe Crab Progrise Keys and RaidRisers to become Battle Raiders, to help in taking down HumaGears who haven't been shut down. They're always deployed in pairs, but the actual pair varies from episode to episode.
  • By the Power of Grayskull!: Like Yua, they also announce "Boot Up/Install" before transforming.
  • Combination Attack: Eida and Ono's teamwork and coordination help make up for their relative lack of raw power, especially when working with another Rider, using combined attacks to overwhelm their opponents.
  • The Dividual: Whenever the Battle Raiders are shown on-screen, they are always shown in pairs, serving as backup for either Yua or Gai depending on the episode. The pairs are treated as interchangeable in the show, but get individual names in supporting material.
  • Elite Mooks: They're basically the Raider version of Trilobite Magia, but with combat-experienced soldiers using them instead of reprogrammed robots. The difference in skill is great enough that when paired up with Thouser, they can give MetalCluster Hopper a hard fight and easily defeat Horobi's Trilobyte Magia units.
  • Expy: Outside being less overtly villainous and having less unique suits, they essentially serve the same purpose as the Washio Brothers: a duo of disposable henchmen the protagonists can beat up in every episode.
  • Faceless Goons: Like with the Trilobite Magia, their faces are covered with armored plating.
  • Finishing Move: Invading Bolide: Each Battle Raider charges up a large sphere of energy in their machine guns before firing it out as a burst of energy. Alternately, they can activate the finisher function to generate a shield-shaped forcefield on their left forearms.
  • Logical Weakness: Since all Battle Raiders use ZAIA Specs, they're just as vulnerable to being taken control by Naki as any other wearer.
  • Luckily, My Shield Will Protect Me: All Battle Raiders carry a small shield on their left forearm and can generate a energy forcefield when activating Invading Bolide.
  • More Dakka: Their main weapon, the Tridenta short machine gun. They use it even when not in-suit, indicating it might be A.I.M.S' standard-issue firearm.
  • No Name Given: Between their lack of speaking lines and their appearance in only one or two episodes each, the individual Battle Raiders are almost never named. Supporting material gives their names in order of appearance as Eida and Ono, Degawa and Shida, and Eifuku and Ito.
  • Odd Name Out: They're the only Raiders who aren't named after their Progrise Key.
  • Satellite Character: Each pair of Battle Raiders has virtually no speaking lines aside from their transformation call, serving purely as accessories for Gai or Yua.
  • Slave Mooks: It's implied that Gai has really stepped up the brainwashing on the Battle Raiders compared to their predecessors, as their only speaking lines besides their transformation calls are to proclaim their obedience to him. This can actually be Gai's disadvantage when the Battle Raiders get temporarily brainwashed by Naki and turn on him instead.
  • Undying Loyalty: Eida and Ono admit that they still consider Yua their captain, even after she left ZAIA, and it's because of her that they're still proud of being AIMS members.
  • You Have Failed Me: On the receiving end. After being defeated by Aruto one too many times, Degawa and Shida disappear without explanation, with their sunglasses lying on the ground surrounded by spent bullet casings when Yua goes to meet back up with them. It's implied that Eifuku and Ito killed them on Gai's orders for their failure.

Naoto Ichimori

Prosecutor for ZAIA.
A prosecutor who is chosen as ZAIA's representative in the third round of the Workplace Competition against Hiden's defense attorney Bingo Bengoshi.
  • Punch-Clock Villain: Beyond being chosen as Zaia's representative for the third round, there really isn't anything villainous about him. He doesn't stoop to belittling his opponent, he isn't swayed by Gai's speeches, and when Bingo decisively proves his client he simply concedes the round. He even turns in his ZAIA Spec the moment the trial is over, having a distate for ZAIA.
  • Red Herring: Served as one for the Dynamiting Lion Raider's identity, especially in a meta sense due to the previous two compeititors being Raiders.

Takeshi Homura

The Firefighter
A fire department captain who is chosen as ZAIA's representative in the fourth round of the Workplace Competition against Hiden's 119nosuke.
  • A Father to His Men: He is the leader of his firefighting team and the team greatly respects him.
  • Graceful Loser: While he did save Shester, Sanzo, and Jun out of the building, which meant a victory for Gai and ZAIA, Takeshi ultimately disagrees and proclaims 119nosuke and Aruto as the winners of the round because of 119nosuke's heroic efforts to save them against all odds.
  • Heel Realization: After witnessing 119nosuke sacrifice himself to save lives, Takeshi decided to honor 119nosuke and acknowledges him as a true firefighter.
  • Heroic Fire Rescue: It is his job as a firefighter to rescue civilians in a flaming environment. A ZAIA Spec commercial even shows Takeshi carrying an injured child out of a burning building.
  • Hot-Blooded: He is very emotional and serious about his job as a firefighter. He uses his hot-blooded expressiveness to boost the morale of his team.
  • Irony:
    • He berated 119nosuke for intending to abandon a life the latter assumed was dead and not salvageable. When hit with a dead end on realising there is no safe route to save the remaining victims later on, it was Takeshi who intended to give up and abandon the victims, but 119nosuke, having learnt the value of saving lives from Takeshi's earlier scolding, decides to put his life on the line to create a safe path to save the victims, while urging Takeshi to not give up.
    • His priorities in resuscitating a lost victim while still in the burning building before evacuating everyone is seen by actual rescue workers to be another case of Skewed Priorities on his own part, as not only does it put everyone (including himself) at further risk of injury, the lack of oxygen at the scene might result in more victims of cardiac arrest the longer they stay in there, including the victim he'd just revived.
  • Jerk with a Heart of Gold: He is a serious and hardened firefighter who greatly values the safety of life. He even gives his respect to 119nosuke after the latter sacrificed himself to save Shester, Sanzo, and Jun.
  • Just a Machine: He initially viewed 119nosuke as just a robot who could not understand the value of saving lives. However, he changes his opinion when the latter sacrificed himself to clear a pathway for Takeshi to save Shester, Sanzo, and Jun in the burning building, saying that he was able to understand the value of life even when he didn't have one of his own, acknowledging 119nosuke as a true firefighter.
  • Not a Game: He gets very angered at Gai for not being serious about saving lives and only showing concern for his victory in the competition.
  • Punch-Clock Villain: Perhaps even more so than Naoto Ichimori. Apart from being chosen as Zaia's representative for the fourth of the Workplace Competition, as well as being chosen to promote the ZAIASpec, there is nothing villainous about him, even being the center of a few brief comedic moments. He also shows his passion as a firefighter, to the point when his opponent 119nosuke seems to callously abandon the unconscious victim, he berates the firefighter HumaGear that those who gives up on a life does not deserve to be a firefighter.
  • Token Good Teammate: Similar to Yua, he is one of the few members of ZIA who genuinely care about the lives of bystanders and chews out at Gai for not valuing the safety of others.

Representative Masamitsu Yuto

Portrayed by: Gou Oshio

The Advocate of Anti-Humagear Policy
A anti-Humagear politician who is chosen as ZAIA's representative for the final round of the Workplace Competition against Hiden's MC Check It Out.

  • The Bad Guys Win: Despite being a Sleazy Politician, he had managed to win the hearts of people with the help of Gai during the final round of the Workplace Competition.
  • Fantastic Racism: Staunchly anti-HumaGear, believing they shouldn't co-exists with humanity because of their potential to steal human jobs and because they can easily turn violent and harm humans.
  • Frame-Up: He purposely had his shady bribing deal caught and recorded by MC Check It Out, so as to counter the footage when presented with his own forged footage of him working at his office during the same timeframe to create an alibi, accusing the latter (and Hiden Intelligence) of faking their footage by supposedly using a HumaGear modeled after him and Manipulative Editing. The public actually accepts his argument despite it being against the law to model a HumaGear after an actual human.
  • Jerkass Has a Point: Unlike other representatives who redeemed themselves and come to like HumaGears, he’s the only one who is a full-blown jerk who despises HumaGears. At the same time, he isn't wrong in his critique that HumaGears can be hacked into threatening humanity, and is even proven right at the end of his episode when MC Check It Out turns violent entirely of his own volition, makes threats against him and even willingly becomes a Magia.
  • Karma Houdini: He wins the round, and secures ZAIA's takeover of Hiden Intelligence but doesn't receive any punishment for his crooked tactics. The worst that happens to him is being chased out of the scene along with the rest of the crowd by Isamu.
  • Sleazy Politician: He isn't above using ZAIA plants to make his support seem bigger or even outright lying.
  • Villainy-Free Villain: He's a politician who uses some sleazy tactics, but apart from that he never does anything villainous and even makes valid points about the dangers HumaGears pose.
  • What Ever Happened To The Mouse: He is not shown again after Isamu forced him and the crowd to leave.
