Inazuman and Allies

A university student who is later found to be a powerful mutant. After coming across several members of the Youth League being attacked by soldiers of the Neo-Human Empire, Goro learns of the war between mutants going on and has his mutant powers awakened by the Youth League, enabling him to transform into Sanagiman and then Inazuman to defend humanity.
  • Adaptational Nice Guy: While his manga counterpart Saburo Kazeta was more cocky and arrogant, Goro himself is a morally upright and friendly hero.
  • Bare-Fisted Monk: Mainly fights with punches and kicks.
  • Blue Is Heroic: His Inazuman form is light blue and he's the hero.
  • By the Power of Grayskull!: "Gouriki Shōrai" to become Sanagiman and "Chōriki Shōrai" to change into Inazuman.
  • Friend to All Children: Is caring to the children of the Youth League, and is quick to help any kids that are in trouble.
  • Guile Hero: In addition to his physical abilities, Goro can also be quite cunning and is good at forming plans on the fly, such as in episode 4 where he pretended to be injured in order to lure out the Monster of the Week.
  • Henshin Hero: Performs two henshins to assume his titular form, first becoming Sanagiman and then Inazuman once he's charged up.
  • The Hero: Is the main figure fighting against the Neo-Human Empire and later the Despar Army.
  • Kiai: As both Sanagiman and Inazuman, his kiai fighting cry is "Chest!", which originates from the Japanese island of Kyūshū where the main character, Goro Watari, hails.
  • Law of Chromatic Superiority: Is the MVP of the Youth League and thus wears a black Custom Uniform.
  • Mid-Season Upgrade: Gains the power to transform into Inazuman Flash in between the original series and Flash.
  • Missing Mom: Lost his mom when he was young. It later turns out she became a Mutant Robot of the Neo-Human Empire.
  • Mutant: Is one, which in this show means he can use telepathy and henshin into a stronger fighting form.
  • Punny Name: "Inazuma" (Japanese for "lightning") + "man".
  • Shock and Awe: True to his name, Inazuman can use lightning to augment his physical abilities.
  • World-Healing Wave: Inazuman's "Reverse Chest" has the power to undo any damage done by the Mutant Robots.

A communications officer for the Youth League and another recurring ally of Inazuman.
    Youth League 
An organization of children with psionic abilities fighting against the Neo-Human Empire and their plans for world domination.
  • Adaptation Expansion: They're given a much more expanded role in the manga, as opposed to becoming Out of Focus like in the TV series.
  • Out of Focus: Their leader Captain Sarra disappears after the first episode, and after the first ten episodes they basically become a non-entity, with Satoko, Katsumi and Kaoru becoming Goro's only recurring allies. In the second episode of Inazuman Flash, they're presumably wiped out by the Despar Army with their infrared targeting weapon.
  • Psychic Powers: Most of their members are mutants with psionic powers, which they usually use to communicate with one another.

An Interpol investigator who comes to Japan to investigate the Despar Army, leading him to team up with Goro.
  • Badass Normal: He's a talented marksman and skilled in hand-to-combat. Subverted when it's revealed he's a cyborg.
  • Cyborg: He was partially roboticized while he was trapped in Despar City, turning him into a cyborg.
  • Deuteragonist: Of Inazuman Flash. He's Goro's ally throughout the entire show and has his own character arc that runs concurrent to Goro's about trying to find his family, who were kidnapped by the Despar Army.
  • Expy: A Badass Normal overseas investigator? Sounds quite like Kazuya Taki.
  • Hyper-Competent Sidekick: To Goro. He's intelligent, quick on his feet and a gifted marksman. Though he isn't a mutant like Goro, he's more than capable of handling himself against Mooks.
  • Signature Headgear: Wears a cowboy hat, presumably to emphasize his foreign nature as an agent of Interpol.
  • Suspiciously Similar Substitute: He effectively fills all the roles Goro's allies did in the original show (before they suddenly disappeared) save for Gosaku's role as the Plucky Comic Relief.

Neo-Human Empire Phantom Army

An underground civilization looking to usurp humanity and establish a new world order ruled by Neo-Humans and mutants.
  • Ambiguous Situation: Are Neo-Humans the same as mutants, mutant humans who've been cybernetically modified or a separate species entirely?
    • In the manga, "Neo-Human" is an honorific used by Banba and his followers, who are mutants who see themselves as the superior evolution of humanity. The TV series however introduces Fuhrer Geisel and his Despar Army, who are anti-mutant Neo-Humans.
  • Armies Are Evil: The Phantom Army, the military of the Neo-Humans.
  • Enemy Civil War: The more anti-mutant elements within the Empire eventually rebel against Emperor Banba's rule, forming the Despar Army for the expressed purpose of exterminating both humans and mutants born of humans.
  • Master Race: They see mutants as this, and want to wipe out humanity so Earth will be left just for the mutants.
  • Nebulous Evil Organization: A secret society of mutants out to take over the world.

The Emperor of the Neo-Human race. Anticipating famine and disease in the future, Banba seeks to exterminate humanity and claim all of Earth's resources for the mutants in order to survive.
  • Ambiguously Human: What exactly Banba is isn't something that's ever addressed in the show, adding further confusion to ambiguity regarding mutants vs Neo-Humans.
  • Beauty Equals Goodness: Represents the other side of this trope. He's the ruler of the evil Neo-Humans and has a very orcish face.
  • Big Bad: The ruler of the Neo-Human Empire heading their offensive against humanity.
  • Catchphrase: He usually announces his arrival with a declaration of "Barabarabara... Banba".
  • Disc-One Final Boss: He's the fearsome ruler of the Neo-Human Empire and the last opponent of the original series. Except by the time Inazuman fights him he's on his way to being usurped by the Despar Army, who Goro still has to deal with after.
  • Enemy Mine: As the Despar Army rises up against him, he forms an alliance with Inazuman to stop them. It doesn't last and Banba ends up backstabbing him.
  • Evil Sounds Deep: Has a deep voice courtesy of Shōzō Iizuka.
  • Evil Wears Black: Wears a black cloak and often has it raised above his mouth, giving him a very unnerving aura.
  • Four-Fingered Hands: Banba has two giant fingers on his right hand, not counting his equally large thumb.
  • Glorious Leader: His followers seem to regard him as a sort of visionary for mutants and Neo-Human rule.
  • A Lighter Shade of Black: Banba is bad, but Fuhrer Geisel is worse. Banba at least sought to incorporate the mutants into his empire, while Geisel seeks to exterminate them all and keep humans as his slaves.
  • One-Winged Angel: Transforms into the "Fiery Fighter" in the final episode to fight Inazuman.
  • Playing with Fire: True to its name, his Fiery Fighter form has several fire themed abilities.
  • Praetorian Guard: A trio of black-suited commandos serve as his elite bodyguards.
    Phantom Soldiers

The soldiers of the Phantom Army, the Neo-Human Empire's military wing.
  • Battle Cry: Tend to shout out "yee" in combat, similar to the Shocker Combatants from Kamen Rider.
  • Costume Evolution: They initially wore white helmets and an orange claw appendage over their right arms, but later on in the series they switch to brown helmets and gain a less conspicuous claw that fires like a grappling hook.
  • Evil Minions: There exists a scientist caste who wear white uniforms and helmets with blue crosses on them, who are responsible for converting psionic subjects into Mutant Robots.
  • Gas Mask Mooks: Wear gas masks over their face, giving them a very eerie and menacing appearance.
  • Mooks: The grunts of the Neo-Human Empire.
  • Mook Carryover: While some stay loyal to Banba, many defect to Geisel's side after he launches his coup.
  • Putting on the Reich: Their helmets resemble those worn by German soldiers in World War II.
    Mutant Robots 
Humans with psionic powers who have been converted into monstrous Neo-Humans.
  • Dimension Lord: A couple of them seem to control their own pocket realms filled with abstract imagery that they occasionally pull Inazuman into.
  • Monster of the Week: Inazuman has to contend with one of them each episode.
  • Reforged into a Minion: Most of them are mutant humans who, willingly or otherwise, underwent a reconstructive procedure to become a Neo-Human.
  • Theme Naming: "[Motif] Banbara".

Despar Army

    In General

A Neo-Human paramilitary force which seizes control of the Neo-Human Empire at the end of the original series. Based from Despar City, they seek to conquer the world and exterminate both humans and mutants.
  • A Nazi by Any Other Name: They seek to totally exterminate mutant-kind and establish a totalitarian world order.
  • Body Motifs: Besides a "D" shaped like an eye, a common symbol used by the Army is a stylized, contorted hand.
  • Armies Are Evil: An evil, fascistic army out to conquer the world.
  • Book Burning: Within Despar City, books are banned and reading is punishable by death.
  • Equal-Opportunity Evil: Oddly, while they're extremely totalitarian, they don't seem to have any issue with women serving in their army, if the female Despar Soldier seen in episode 7 is any indication.
  • Final Solution: Their end goal is to wipe out mutants and enslave/kill off humanity.
  • Land of One City: While they have secret bases across Japan, Despar's main seat of power is Despar City, a mysterious and closed-off society which houses all the humans who've been kidnapped and forced to be citizens of Despar.
  • Make Way for the New Villains: Their introduction sees them plowing through the Neo-Human Empire's forces and taking them over.
  • Sigil Spam: The Despar Army seem pretty fond of stamping their logo on things. Most of their Robot Fighters have the Despar logo emblazoned on their body, in some cases twice.
  • Sorting Algorithm of Evil: Are much vaster and more powerful than the Phantom Army before them.
    Führer Geisel

The tyrannical ruler of the Despar Army.
  • A Nazi by Any Other Name: The Despar Army as a whole have this going on, but Geisel is the one who epitomizes it the most. He's a militaristic dictator with a desire to exterminate a particular group of people.
  • Authority Equals Asskicking: While he normally stays behind the scenes, when he does take to the field he's shown to be quite a capable fighter who gives Inazuman a very tough fight.
  • Big Bad: Of Inazuman Flash, though he first takes the role at the end of the original Inazuman series.
  • Cold Ham: Is very stoic, yet commands the room whenever he speaks.
  • Demoted to Extra: His counterpart in the manga, the President, was just high-ranking henchman of Banba and an Arc Villain (albeit a particularly strong one) as opposed to the Big Bad like he is in Inazuman Flash.
  • Eviler than Thou: He's much, much worse than Banba. In fact, the reason he revolted against Banba is because Banba wasn't genocidal enough.
  • The Generalissimo: Rules over his city-state with an iron fist.
  • Good Scars, Evil Scars: Has an Eye of Horus-shaped scar over his right eye. It conceals his weak spot.
  • High Collar of Doom: His cape has a high collar that stretches up to his ears.
  • Hunting the Most Dangerous Game: One of his hobbies is to kidnap human athletes and hunt them for sport in what he calls a "safari".
  • Kick the Morality Pet: The final episode reveals he has a daughter named Karen who he's fiercely protective of. Only for him to kill her when she defies him.
  • No-Nonsense Nemesis: One of the most dangerous things about Geisel averts many of the conventions other Toku villains fall into. He isn't hammy nor is he overly arrogant, instead he's unflappably ruthless and determined to see his goals become reality, by taking whatever the quickest and most pragmatic route to them is.
  • Pragmatic Villainy: Cruel as he is, Geisel does not tolerate infighting in his ranks and punished Hammer Despar after he betrayed Udespar to get the chance to fight Inazuman himself.
  • Putting on the Reich: Wears a very SS officer-esque uniform.
  • Red and Black and Evil All Over: Wears a black cape with a red interior and is often shown against red backgrounds, giving him this vibe.
  • Smart People Play Chess: He's often seen with a chessboard beside him, complimenting his Wicked Cultured-ness.
  • The Starscream: He was this to Emperor Banba, though by the time we see him, he's already usurped Banba.
  • Villainous Cheekbones: Geisel has rather sharp cheekbones, courtesy of being played by Mitsuo Ando.
  • Wicked Cultured: When not leading the forces of Despar, Geisel can typically be seen examining his chess board while drinking out of a Glass of Chianti.
    Udespar

A robot serving as the field commander of the Despar Army and Fuhrer Geisel's right hand man.
  • Badass Biker: Rides around on a motorcycle.
  • Blood Knight: Relishes in fighting Goro. During their fight in episode 7, he even gives Goro time to transform into Inazuman before they start so he can fight him at his strongest.
  • Decomposite Character: In-Universe, after the original Udespar was defeated, Geisel used his leftover parts to make two new Udespars, Alpha and Beta.
  • The Dragon: Serves as Geisel's top enforcer.
  • Gatling Good: One of his arm appendages is a miniature gatling gun.
  • Killer Robot: Geisel's robot assassin/enforcer.
  • Punny Name: "Ude" (arm in Japanese) + "Despar".
  • Red Eyes, Take Warning: Has a prominent pair of red eyes and is an evil robot.

Udespar Alpha and Beta

After Udespar was destroyed by Inazuman, Fuhrer Geisel had his parts gathered and used to build the Udespar Brothers, Alpha and Beta.
  • Bash Brothers: When they're not feuding with each other they're a very effective combat duo.
  • Combination Attack: Can perform the "Udespar Hurricane" by clashing their two horns, creating a devastating whirlwind that sweeps up everything in sight.
  • Literal Split Personality: Alpha is Udespar's raw power and Beta is Udespar's knowledge.
  • Robo Family: Are referred to as brothers on account of both of them being created from the original Udespar.
  • Sibling Fusion: After getting tired of the brothers' bickering, Geisel has them brought back to base and merged into Combined Udespar to combine their powers.
  • Sibling Rivalry: Frequently with each other over who gets to defeat Inazuman.

Combined Udespar

The combined form of the Udespar Brothers.
  • The Brute: An extra strong fighter whom Geisel sends out whenever he needs to thrash Inazuman.
  • Climax Boss: His final battle with Inazuman comes midway through the series, and he puts up quite a tough fight.
  • Fashionable Asymmetry: As he's a fusion between the Udespar Brothers, half his body is Alpha's bronze and half is Beta's silver.
  • Fusion Dance: The result of a Sibling Fusion between the Udespar Brothers.
  • Phlebotinum Overload: While he's extremely mighty, on his first outing his circuits overheated from all his power, requiring Geisel to recall him and split him into Udespar Brothers again. When he's sent out a few episodes later however, he lacks this defect.

    Despar Soldiers

  • Costume Evolution: They initially look not too different from Phantom Soldiers, but soon switch to full-body camo suits without helmets.
  • Evil Minions: Despar Scientists, who resembles Despar Soldiers but wear white labcoats.
  • Gas Mask Mooks: Like their predecessors, the Phantom Soldiers, they wear face concealing gas masks.
  • Mooks: The goons of Despar.
  • Scarf of Asskicking: They all wear black scarves around their necks.
    Robot Fighters 
Robotic monsters which serve Despar.
  • Ambiguous Species: Whether they're all full robots or cyborgs isn't especially clear. Some appear to be fully mechanical, while others are explicitly shown to be created from humans.
  • Killer Robot: Evil robots used by Despar for assassination and terrorism.
  • Monster of the Week: Each episode sees Inazuman going up against one.
  • Theme Naming: "[Motif] Despar".
