I don't know for sure, but to hazard a guess, it would be because what one person considers "propaganda", someone on the opposite end of the political spectrum could consider it "realism" and vice-versa. ROCEJ and all.

I suspect, much like the comment above me, that it is because the definition of "propaganda" is highly subjective and could turn into a flame war magnet very quickly.

Funnily enough, for at least a while now it's had a commented-out note asking if it should actually be trivia.

^ Is that allowed? I thought the only things that are supposed to be commented out are ZCEs and editor instructions. That note falls under neither of these things—it just asks a question.

I'm not sure it is, it's just interesting that it's there at all but was seemingly never brought up for discussion.

I figure it might be worth raising this in TRS. I can't find if there was a discussion on listing it as YMMV and it looks a little questionable to me.
