Hmm. I'll just toss out a few general rules.
Given the Touhou character's general lack of ability to survive being shot, I'd say that low Toughness would be the first priority. However, their incredible speed- they fly everywhere!- should give them an ability to move like a bike, therefore granting a cover save when they move more than 12 inches.
Further, they all should count as hover vehicles.
Beyond that, I'd have to know more about the setting.
Bike-like ability, hover vehicles... Why not make them jetbikes?

Eeeeh, toughness is debatable. A playable character loses a life if they're hit once, but bosses are shot at continuously for minutes without flinching.
Hm... well, I imagine that they may have an average initiative (which determines who attacks first) most of the time, but might be worse affected by the horrors of the Warp and the galaxy at large (perhaps represented by a -1/-2? to initiative and morale/leadership checks). A leadership check, if I remember correctly, basically determines whether a unit stands and fights or ends up routing in difficult conditions.

Locking you up on radar since '09Toughness would vary character by character, I think. After all, Youmu and Yuka would probably be very different models on the battlefield.
Although they would be more or less immune to corruption via the Warp (as established in The Imperium of Man comes to Gensokyo), I feel that in order to offset that gameplay-wise, their magical attacks aren't as strong as those flung around by psykers.
Basically, I think they'd be Fragile Speedsters.

Locking you up on radar since '09Yuuka of all people wouldn't exactly be super-fast, but I guess her power is so immense that she might still not be terribly durable to offset it...? ... I have no idea how Warhammer works, so maybe this is not quite the thread for me.
Generally, each faction has its main "gimmick" - the Tau are excellent at long range, but really suffer at close combat, the Tyranids zerg rush the fuck out of everything, the Eldar are really quick, but are flimsy, while SPEHSS MEHREENS are the cream of the crop, but few in number. The Imperial Guard die in droves. The Dark Eldar do something, as do the Necrons and Orks, but I can't remember anything about those dudes.

Locking you up on radar since '09I remember hearing that if Eldar are Fragle Speedsters, Dark Eldar are Glass Cannons - basically even faster and even less durable, although I don't know if that's accurate anymore.
Necrons play somewhat similar to Space Marines (high stats all around but high in cost and thus low in number), except for their trademark weaponry that does something silly and I forget what it does. They're also known for having a distinct lack of actual choice in troops.
Orks are another swarm army, similar to Imperial Guard and Tyranids, although they're more focused on close combat.
WHO IS THIS LOSERThe Gauss Flayer, which flays you at the molecular level, I believe.
Makes me wonder if Gensokyo would make a viable faction, especially if you can get "generic" units.

All I can really add is that Yukari would be a total Game-Breaker.
How would the sheer amount of dakka emitted be represented? Every character Dual Wields Assault Cannons?
Well, there are quite a few things you could use for generic units: fairies, ghosts, youkai rabbits or mice, evil spirits, hell ravens...
Gensokyo fairies would be great as bottom-of-the-barrel units, especially with the "Without Number" rule.
Heck, if you're willing to involve PC-98 characters like Rika, they could even have access to tanks!
Bear in mind that the Oni have been made into heavy infantry guardsmen and stormies.
I can see Yuuka, Yuugi, and Suika having stats comparable to a Carnifex. Monstrous Creature status, at the very least.
as far as "everyone is jetbikes", REALLY flight-tastic characters (Reimu and Aya come to mind) could use the Flying Vehicle rules. ...Er, minus the "Vehicle".
This would actually be pretty fun to stat out... Curse you, tvtropes, for giving me another project to work on...

As a member of The Imperium of Man comes to Gensokyo Role play / Fanfiction in the forums, I was wondering if some 40K fans more familiar with the game's rules would be willing to make Character statistics, special rules and profiles for Touhou characters, similar to say Marenus Calgar or Commissar Yarrick.
Any takers?
