Yeah, Tuckerscreator hit the nail on the head. Jen's admittedly been susceptible to Depending on the Artist as a result, even under the Jason Aaron-era She-Hulk redesign (some artists basically drew normal◊ She-Hulk sizes, but consistent Hulk Speak).
Aaron actually wrote about his controversial decision roughly around the end of his tenure:
It’s simple really. I just wanted a Hulk who looked like a Hulk.
When I was first putting together my Avengers roster, I asked for She-Hulk. I’d written the Bruce Banner Hulk before, and I wasn’t really interested in going back to him. But I was intrigued by Jen. And I already knew that the ever-awesome Ed Mc Guinness was coming on board as the main series artist.
Ed draws great fucking Hulks. Giant muscle-bulging monstrosities with absolutely impossible physiology. Arms the size of tree trunks. Fists that are bigger than their own heads. That’s what a Hulk is to me. That’s what I wanted to see Ed draw. Meanwhile She-Hulk has most often been portrayed as a real-life shapely woman who’s simply been spray-painted green. And look, I love a good, gorgeous, John-Byrne-drawn She-Hulk swimsuit shot as much as the next nerd. But I was much more interested in Jen having Hulk fists the size of her Hulk head for a change. And in her solo series that was still going on when I started writing AVENGERS, Jen was already in a much darker and angrier place. So it all came together to create a version of She-Hulk who was more Hulked out than ever.
Since then, I do think we have sometimes struggled for consistency, in terms of her appearance, across the different artists and different series. I think we didn’t always bring to life the true She-Hulkiness I was hoping for. But with this arc, I feel like things really clicked, and in particular, I think Javier totally nailed it.
That being said, if Abomination's design can evolve, who's to say they can't borrow that Dan Slott plot line for future appearances? That would also work well for Jen's character development of being more confident.

Oh yeah Aaron’s interpretation was very controversial cause he straight up made Jen a Hulk clone where her normally intelligent personality was removed so she only talked in Hulk speak and was a rage monster while Hulked up.
And wrote a very bizarre take that critics issue of Avengers where he had Jen like talk to the audience about how great it it to be a rage monster because people aren’t……… always groping her anymore.

This is a lie."I have to say, hearing him spell it out like that, that “I wanted to make X character, but I didn’t *really* want to make X character, so I took Y character and turned them into X character! Who cares if it took away what people like about Y?” mentality sounds really fucking awful - and exactly the kind of thing you don’t want writers doing in a universe-based model.

It makes a lot of a sense. He wanted a Hulk for his all-star Avengers team, but he couldn't get normal Hulk so he just settled on using Jen and having her fill in as Hulk.
Everything else is just dressing over the actual reason for his decision.

I think the difference here is that there's CGI being used to make Tatiana Maslany look Hulkified, and it uh...does not look good based off the trailer. Even beyond her not being super buff, she just looks off.
I can understand the criticism of the CGI. It's the tired debate over how buff she should look I don't care for.

Right. Ewing was pretty protective with what he was doing and Hulk made few appearances in books outside of Immortal Hulk during it's run. So whatever the truth, it probably wasn't an option for Aaron to have Banner/Hulk on his team.

This is a good writeup of the character. I find him very endearing.
