Personally, I read that as having stats leading to Rainbow Pimp Gear, but I can see the potential problem.
If we wish to be more exact, we could rephrase that as:
"A Sub-Trope of Unlockable Content. If your clothes don't give in-game benefits, it overlaps with Cosmetic Award. If your clothes give stat boosts and you throw on anything that gives you high stats, regardless on how silly you will look afterwards, it leads to Rainbow Pimp Gear."
Doing it that way would also make it align with Cosmetic Award's last paragraph:
"Heavily overlaps with And Your Reward Is Clothes, since the clothes only rarely give in-game benefits."
