Well, no one else made a crowner for this thread yet, and it's getting close to the New Year's Purge, so I've made this.
There seems to be two questions there: "Should we separate X from Y and Z?" and "To what degree(s) should these be separated?" The matter of scale question is not really a single prop question, imo.

I think Actor Allusion can be a main trope because even though it does invoke actors' other roles it is as individual characterization so more like a targeted kind of expy that can have meta allusions but still is notable without the real world knowledge.

That does not require any out-of-media knowledge to know. You could be a fan of this actor and watch all of their shows and know this, or you could be someone who happens to like all of the shows they happen to be in and know this. Or just coincidentally know this if you happen to watch enough of their work.
Strange that it's also for "a RL situation" of the actor, but the crowner's already been called.
Meanwhile, the crowner's definition of Actor Allusion is also not trivia, for the same reason. Except it's an "isolated" occurrence, which I guess means it's a one-time thing.

Look at all that shiny stuff ain't they prettyThat comes from the original definitions back when Casting Gag and Actor Allusion were split: casting gag being humor like an in joke by the casting directors based on known history of an actor against the character (humorous for a big meat eater to be played by a vegetarian actor, for example: the joke was about the actor through the production's ironic casting choice). Casting gag was the actor-facing version whereas Actor Allusion was the equivalent referring only to similarities (of all scales) between roles (in work x they played a vegan, in work y they play a butcher who gets converted to the ideology of their character in work x).

Those Two Actors may need some cleanup, as it has a lot of ZCE wicks that may or may not be misuse.
No, good question. I don't know. For Actor-Shared Background I think the only thing that needs changing is to remove the "subtrope to Actor Allusion" line.
