The kindest way to interpret it is the translation team was trying to damn hard to seem "relevant".
Even as early as episode when the dub had Kobayashi blatantly say she's not into women when that clearly isn't the case. It also adds some creepy Unfortunate Implications considering it now makes Tohru's flirting attempts rather creepy if she's doing to someone supposedly straight.
Maybe that meant something else...

One is Lucoa (once again) failing to realise how people react to her figure (note that in this scene her top is fairly covering, but quite tight, especially in the chest), the second is a lame attempt to seem edgy and topical over what is currently a bit of a hot button issue.
It really only bugs me because I don't think the Aztecs were matriarchal (though I don't have the background to say that one way or the other). Other than that, it's at least an attempt to give her a bit more characterization and control over what she wears. 'Doesn't understand that her gigantic breasts attract men' is a silly trope; 'ancient dragon who doesn't care but understands the need to fit in' is a little better, even if the end result ends up being the same in broad strokes.

I didn't really mind the dub change in the first episode. It wasn't nearly important enough for me to even register in my mind. And honestly, that patriarch line? There was a shitstorm over THAT? Then again, I've seen bigger shitstorm for smaller things, so can't say I'm surprised.
Watched up to Ep 10. So far, one of my favorite Kanna related moment is Kanna running in door, you all know the one. My God, the cuteness. I'm not into cute things recently, but goddamn that got me.
