But it's not really an important distinction either way; my point was that it's clearly not Administrivia.

I tweaked the description to make it more obvious what it is. I don't think the problem was that it was all over the place, just that it took too long to come to the point. The examples indicate that people understood the idea.

Again, Redirects Are Free; even if I personally reject a suggestion like The Artist Formerly Known As X as a redirect, you can still go and make it a redirect, anyway. Making a conversation about possible redirects for a page is ultimately a pointless thing for the Repair Shop.
