To be honest only the first (due to some characters falling between 14 and 15 instead of 16) and third points made seem enough to cut it and even then that seems a bit extreme if cleaning and locking it is at all possible though I doubt it since the policy is working against it.
Wait, I thought the 16 year requirement applied to everything. Most of the sexualized characters are technically not prepubescent but a big portion of them are under 16.

The second point is a legitimate gripe as well. If it was Shounen, the target demographic would be the same age (roughly) as the main character. Since it's Seinen, the target demographic is 18+ guys, which I needn't tell you is creepy.
Yeps, that was my issue. If it's for adults and has sexualized pre-pubescents its like paedo pandering.

Provided the works fit the policty (could I get a link to that BTW?) I don't see why the target audience should matter.
Well that's the thing.Prepubescent would be pedopandering but none of the characters in the serries fit that desciption when you consider that most of the main cast are the equivalent of high school freshmen/sophomores in the us with the exception of all but one who is still not prepubescent.

Because there's a big difference between a show that shows 12 year old characters as acceptable romantic targets with fanservice and aimed at 12 year olds, and the same age group as acceptable romantic targets in a show aimed at adults.

Correct me if I'm wrong but wasn't that one cut because it did sexaulize prepubescent children? As I've stated this one doesn't and so I don't think the target audience should be a factor. Though yeah, this is probably best to leave for someone else to decide.
It was cut for being nothing but fanservice, or as it has been put "as close to being porn without plot as you can without having sex". The age of the characters was a consideration, but not enough to cut on its own. </derail>

I would like to point out that there is absolutely no way to mistake Ako, Riko, or Miharu for a prepubescent, as all are obviously well developed. That leaves Mikazuki, who unless I'm mistaken provides a good deal less fanservice than any of the others.

High School Seining with Romance or even ecchi themes is likely to come up again (90% of anime are set in High School) so I don't think it should be cut for that alone.
I don't think things get more explicit than the occasional panty shot with that character who is supposed to be a year younger than the main character, however that's probably because it's the big sisters who are the ones with all the focus, being sexualised to an over the top degree.
Which is why I'd say cut because of porn. It's porn of the big sister fetish though.

Admittedly it is less complete, although FWIW, based on what I saw of Chu Bra and Kiss X Sis, I would say Chu-Bra is far worse about blatant pedo-pandering. I recommended cutlisting Kiss X Sis for more pornography-related reasons.
