The thing there is, the classic series is canon in the X series, so calling X 'Megaman' would be rather confusing
Think of it as a Superhero name. Different people will take up the mantle, and be called the same name (Wally West and Bart Allen as The Flash, etc.) but they're completely seperate individuals.
Which, again, is why I used the word version.
When explaining it to a non-fan, is it easier to give X's entire history and characterization, differentiating him from the classic Mega Man, or to say "He's basically Mega Man."
How about "He's the successor to Mega Man"?

The eponymous series is Darker and Edgier. The eponymous protagonist... is not.
He's Doctor Light's first go at a robot with behavior closer to a human, with thoughts, feelings and free will along with it. Essentially, beyond the typical aesthetic and functional similarities, he's different from the original in every respect. Then again, every iteration of the Blue Bomber share some similarities, mostly for continuity and gameplay purposes.

Let's see, (I think) I recognize color palettes for (in no particular order): Sonic, Ulala, Frank West, X, Zero, Bayonetta, Dante, Ken, and Chris Redfield. One hell of a roster if I ever saw one, reguardless of the game's genre.

Functionally, yes (and the same goes for the various Mega Men across the series). But he's not the original. That's all I was trying to clear up.
