I know, but that was kind of a copout. Like, the easiest possible way out.

There was this special event where Rob Paulsen , Jess Harnell , Tress MacNeille , and Maurice LaMarche reunited. I haven't seen the whole video, but at around 38:43, Tress and Rob talked about how Hello Nurse isn't coming back.
So I found this comment on toonzone that talks about why removing Hello Nurse wasn't the smartest move. I'll copy and paste.
"After some thinking on the issue I've come to realise what my issue with the removal of hello nurse is. In order to figure this out we have to deconstruct the gag that existed around the character. The joke usually consisted of the nurse walking into the scene and then followed by Yakko and Wakko saying the ever famous line "HELLLLLOOO NURSE!". Usually the joke consists of them simply saying the line and acting very awkwardly in the given situation. In some cases this joke would escalate into chasing and what could (in legal terms at least) be considered harassment. However what I have found is that this is the minority of the scenes involving her. In most cases the Warners brothers will just get very excited in her presence. This is usually of bemeusement to the nurse. The justification for removing this(or what I think is the justification) is that this gag is a depiction of harassment of a woman. However with the exceptions of the outright chase sequences (which I will concede were a bit tacky) the joke is normally on the Warners for being socially awkward. The joke is designed to have the audience laugh at the Warner brothers for how they're acting around the nurse. And it's not a "how awful" kind of laugh less than it is an "oh those silly kids" kind of thing.
Which gets me to one of the crucial issues I have with its removal. This is because of the fact that young men and boys are often times very socially awkward and will result in actions somewhat similar to that of the warners (minus the chasing part). Teens in general can be very awkward. But the fact of the matter is that by removing depictions of awkward young men you just make the issue worse. Instead of having social awkwardness as something that's not a big deal and is easily approached, the idea seems to be either to add stigma or just pretend it doesn't exist. This in turn leads to a world where social awkwardness is not dealt with and will leave many socially stunted. Of course animaniacs choosing to bring back the gag won't fix the issue but it would potentially combat what I think is a very negative societal trend. I'm all for altering the joke (some of the originals were in very bad taste) but removal to me seems like a bad move on the wellness of many young people (young men inparticular)."
Any particular reason they went after Seth Meyers and not someone like Jimmy Kimmel? I mean I’m no fan of either but Meyers tends to be one of the more political late night talk show hosts and is more famous for his Closer Look monologues than the silly stupid stuff the show implies he’s better known for. And not only is Kimmel’s show more known for silly, stupid stuff, like having whoopie with Matt Damon, more importantly, it’s a Disney show, so it would’ve fit right in with their main punching bag.

It still implies that it'd be okay to cat call people you find attractive and there should be no repercussions for doing that or anything that isn't out and out chasing women around. Cat calling still counts as sexual harassment by the letter of the laws on Sexual Harassment as well.
Basically the only way they can bring back the Hello Nurse joke (as straight as possible) in this modern day in age is if Hello Nurse then proceeds to hit Yakko and Wakko, a la what happens a lot (but not always) in Johnny Bravo. Show that it happens but that it's not okay and there are serious consequences for it. The "Hello Nurse" joke in the Russian Episode, instead of playing it straight, subverts it but also exemplifies my idea on how to play the joke more straight, while also not getting censors and internet culturists angry.
As an awkward Adult, I don't think making Cat Calling socially acceptable is a great way to deal with awkwardness. There are other, healthier ways of dealing with awkwardness; a lot of them have to deal with honesty and communication, neither of which cat calling is. Also I find it silly that the Animaniacs would count as 'awkward'; sure they annoy people but they normally easily make friends (maybe Wakko would be the closest to awkward?), and several times Yakko actually gets 'Lady Friends'.
Just make it so the Warners still do catcalls and leer after people, but now they actually get karmic payback from harassing people who did nothing to them but being good looking (and yes, this should ALSO cover Dot harassing good looking men. No double standards).
Seriously.
The Warners were always a little bit too invincible anyway, even Bugs Bunny lost when he stepped out of the line. It's fine if they're kind of jerks at times and pay for it, it just makes them better rounded characters.
I wonder if the Animaniacs reboot will bring back the "Good Idea, Bad Idea" segments?
If they do anything more than leer...
Bugs losing for going too far is...not a thing that happens, it's the idea behind one specific short.

Yeah, removing the cat-calling "Hello Nurse!" gag was probably a good idea, the joke was that the Warner siblings harass someone innocent, simply for looking attractive. And it's not that they completely forgot about the gag; we get the "Hello female medical professional" joke in "Anima-nyet" and Dot's deadpan "Hello nurse, hello nurse" in "Hindenburg Cola". Removing the character named Hello Nurse, instead of updating her some way (like, as Tom Ruegger suggested, making her the chief medical professional at the Warner studio), was a bigger mistake.
Imagine if Hello Nurse herself does come back in the next season. Yakko and Wakko would try to do the classic gag, and then Hello Nurse interrupts them by pulling out a few syringes, causing Yakko and Wakko to shriek in horror.
"If you say "Hello, nurse!" in a seductive tone to me one more time, I swear to Mel Blanc, I'm gonna prescribe you both vaccines! I'm a doctor, not an eye-candy dispenser!"
Then, Yakko and Wakko would know not to harass Hello Nurse like that anymore. I think it would be a creative way to kill off the "Hello, nurse!" gag directed towards the character herself.

Animated projects usually have to get greenlit a season ahead of time to make up for how long they take to produce.

With the removal of Hello Nurse, I kinda have the same issue with it that I did with the Powerpuff Girls reboot and how it got rid of Miss Bellum.
Namely, removing an attractive character completely because something about them is 'inappropriate'can be seen as implying that bodies like that are inherently inappropriate. Which is awkward, because real life people can be shaped that way.
I'd prefer if they kept the character but just changed the joke.
