Scorpion is way more of a mascot than Liu Kang, so they probably based their matchup on that.

Pitting MK against other fighting game characters is hard because of finding power levels to match or at least be close enough for an interesting fight. I think Killer Instinct may be the only fighting game universe with power on par with MK.
That and MK kinda shits on power levels.
Sometimes a character kicks ass, the other they are the biggest jobber in the universe

Not really. Their feats are impressive but pale in comparison to the likes of Street Fighter, Tekken and Blaz Blue.

Like, what's his face from KI could uppercut a cyborg really high. Makoto from BlazBlue can uppercut a guy so hard it leaves an imprint of her fist on the moon before they fly through and shatter said moon. Some of these games run on dumb anime bullshit and that has to be taken into account.

Mega Man fanatic extraordinairePeople keep saying how Liu Kang's MK 11 story mode changes things from a DB perspective but it really doesn't. It has no feat regular Liu Kang couldn't do. All he does is Explode a gate real good. You can say he beats Kronika but there's no real indication she couldn't be face punched by anyone else. There's no indication Liu Kang punches harder, moves faster, or anything like that. The only abilities he displays is exploding a gate real good, and being immune to the time reversal.
It makes him immune to god haz. It makes him immortal in the Mortal Kombat way (you can die, but you come back). It gave him lightning.
The gods in Mortal Kombat are still characters that regular peeps can punch to death. Liu Kang always beats Shao Khan and Shao Khan is just as much a god as Raiden.

My point is, people were treating Fire God Liu Kang like if it was some whole new level shit, and not a bunch of really situational abilities or immunities that wouldn't really factor in a Death Battle.
I wasn’t comparing KI to Blaz Blue, I was comparing it to Mortal Kombat.
“Less powerful than Blaz Blue characters” and “comparable to MK characters” aren’t really the same, especially since the power scaling of Blaz Blue is huge and above loads of things iirc.

The closest we got is the reference that Segata Sanshiro did some moonlighting as a motorcycle riding superhero.
I suppose the biggest issue is choosing which one, especially since many of them have multiple forms to work with which includes a final Super Form, and often movie exclusive forms that surpass their regular Super Form.
And oh man, some of their feats. It's pretty nuts.

I'm still kind of surprised they did Ryu vs Scorpion instead of Ryu vs Liu Kang, a character which is way more thematically linked. Granted, nowadays Liu Kang has gotten a rather titanic buff (Ryu did too, but while it was huge his was nowhere near as dramatic), so the ship has sailed for that.
I'd love an "MK vs Other Fighting Game" fight. I actually like these "Fighting Game vs Fighting Game" matchups. Frost vs Painwheel?. Shang Tsung vs Zappa? Noob Saibot vs Garuda?
