I don't think the joke is very funny considering what the Dark Web ACTUALLY is and their depiction of it being just... a bunch of odd people and a 'Wretched Hive of Scum and Villainy' (with the probable added bonus of these 'evil guys' being just really creepy and odd looking but nothing more) just feels out of place considering... what it actually is.
I feel like it almost becomes Unfortunate Implications if they go down the 'They're creepy and odd, but good at heart' route which is a potential with Disney, a la The Snuggly Duckling in Tangled.
Having the Dark Web be a hive of scum and villainy works. It wouldn't be the first example of Disney-fiction we've seen - Mulan, Hercules, Tarzan for example.

I know they can go hand-in-hand on the deeper parts of the internet, but when someone mentions "worst part of the internet" the first thing that comes to mind is usually You Tube comments places like 4chan, especially if you ask the people that use 4chan.
That's the only reason I can think of; not that Wreck-It Ralph shies away from really dark humor but I feel like using THE dark web for a movie setting wouldn't sit well with them if they actually knew what they were depicting. It's not like it gets brought up without the presence of things like human trafficking or hitmen-for-hire being mentioned.

"Some of the stuff was that we don’t have rights to certain characters, because we’re working in a world of other people’s media. It’s like, that would have been really funny if we could have Mario [from Nintendo’s Super Mario games] in here doing this part, but it doesn’t end up working out because of that, and it’s fine and the story doesn’t actually end up needing it."
Got a feeling that the Universal film deal earlier this year led to Disney cutting him.

... so if that's the case, why do the still include Sonic? Sorry but the whole "we can't use characters we don't own" thing falls flat when the first movie has characters they don't own from multiple companies who all allegedly pounced on the chance to do it. Just include video game characters from other games that are not owned by Nintendo! Simple!

I admit I have trouble understanding the "dark net" joke.
Normally we associate the dark web with illegal stuff that we shouldn't see in a Disney film, but there's a deformed blob man with a tiny head on his neck. What does that have to do with the dark web?
