Not only that, but I remember thinking the other day that I wondered if we had what I would consider an actual Innocent Fanservice Girl/Boy trope, for someone of either sex who's incredibly hot and attracts a lot of attention, but is either oblivious to or embarrassed by said attention, without necessarily being naked or sexily-dressed.

This. Can we demonstrate any misuse? I see absolutely nothing wrong with the title as it stands.

I see the point with the boy/girl thing, but even without that the bigger issue is that there are so many non-fanservice examples. I agree that it should just be No Nudity Taboo, which fits the trope perfectly in every case.
Not every Innocent Fanservice Girl actually involves Nudity though. (I think the trope is fine.)

Want to rename a trope? Step one: if it ain't broke, don't fix it....okay, that's a little extreme, but I don't disagree. If you really think this is being misused as "underage girl who doesn't understand her own attractiveness" (which seems to be the problem you think it has), do a wick check. Otherwise, there's no need for a rename—not even just swapping to a redirect.
Also, since this point hasn't been brought up yet, not all Fanservice is sexual (as specifically stated on that page), so having non-sexual examples on this trope makes perfect sense under the definitions used here.
So for that reason, along with others mentioned, I'm going to have to side with the "no misuse" camp.

Well for Ranma Shampoo is a classic example of this as well as Ranma him/herself which is a hot button issue with Akane for both. (I can post manga panels for both if ya want.)

Haruhi changing without a care in a class room with guys still in it, would only get her down to a bra and panties but is still a very good example of this (Asakura tossed all the guys out of the room fast.)
I think the name is perfectly fine.

Really, there's no reason for it to have the words "Fanservice" or "Girl", since there are plenty of male and non-sexual examples.
