They are clearly established as Romulans in the episode.
They are Romulans refugees. I believe that the showrunners of Picard decided to change the Romulan makeup so that it looks more like how they originally looked in TOS, rather than the rubber forehead version in TNG. After all, they are a sister species to Vulcans.
Even the 2009 Romulans were like these, just those had their heads shaved.

I missed the part where that's my problem.On the other hand, this leans hard on You Wanna Get Sued? CBS/Paramount has trademarked the Starfleet symbol, and they're very protective of it. Anyone parodying Trek has to steer clear of it. For example, they mention on the commentary for Futurama that they couldn't use it for this reason, despite having most of the original cast appear.
What's the reason the Starfleet logo looks that way in the first place?
All Starfleet stuff is based on existing military style insignia, particularly air force and navy. Chevrons and arrowheads are especially common. The orbit line was inspired by NASA's classic logo.
Given this is a real life thing that could very likely outlast all of us, including the people at CBS Paramount, I could see them striking a deal with the government to keep it.
The US Space Force logo is an evolved version of the USAF Space Command, IDK the trademark office may toss out claims. Given that Paramount has used Enterprise as a ship name due to it's storied history, I don't think there will be a lawsuit.
The US Spaceforce enlisted uniforms are NOT red however...

So a faction of the Tal'shiar hates any synthetic anything and might be the ones responsible for the attack on Mars. They explain that that is the reason why Romulans do not use AI or anything beyond touch interfaces. But the Romulans themselves are experimenting with Borg technology and possibly might lead to conflict with each other.
Also there are Romulans now in Starfleet, I guess that's why Roms can use Starfleet uniforms in STO.
Picard is starting to show signs of Irumodic Syndrome in med scans, I love that.
This show just gets better and better. I love the fact that Picard employs two ex-Tal Shiars to run the vintner for him. It's just so...Picard. And the fact that they help him in the investigation is better.
The Romulans are looking for the "nest" where the other biological synthetics are. Is it because they are afraid of them? Or is it like the Borg, where they want to take them apart to see how they tick? Are the Romulans responsible for the attack on Mars? How and why? I don't think it's that, since the attack came at the same time as the Romulan supernova, so it had to be a different party.
Also: undercover Romulans in Starfleet. That's not good.

During that conversation with the Daystrom scientist, I kept expecting, hoping, that one of them would bring up Lore in some capacity. I'm hopful that we'll see him in some fashion.
Were both of Picard's caretakers Vulcan? I think I saw them with pointy ears, but neither had the typical Vulcan tells.
