Briala is not very popular with the elves
Because she is a city elf working for the Secret Police of the nation that has been oppressing the elves since the Glory Age and is in a lesbian relationship with the human leader of said nation. Did she miss any Berserk Buttons of the DA elves?
  • If the common alienage elf knows anything about her, I'd say she's not very good at her job.
  • Semi-confirmed. The dalish couldnt care less of the city elves as a whole and the elves living in the slums sometimes resent her for her position as a noble's servant.

Felassan is a follower of Fen'Harel
All of the stories of elven mythology he tells Briala involve the Dread Wolf. He's also strongly implied not to be welcome among the Dalish: worshiping the being responsible for their gods abandoning them would probably lead to him being despised. In addition, he tells his mysterious master that Briala reminds Felassan of his master. Earlier in the novel, Felassan claimed that Briala reminds him of Fen'Harel. Third, Felassan knows a lot more about Arlathan than any other Dalish seen so far. Such knowledge could be explained as coming from someone who was there, such as Fen'Harel. Finally, Imshael, one of most powerful demons in the setting, flees after taking a close look at Felassan. Felassan himself seems to just be a particularly awesome Dalish mage and thus not someone that should frighten Imsahel so badly. But if Imshael recognized him as the servant of an Elven Creator...

Felassan is an elf from ancient Arlathan
The reason Felassan knows so much about ancient elves and the history of his race is that he lived through it all. The novel reveals that when ancient elven somniari (and Felassan is a Dreamer) entered uthenera, at some point, they no longer required sustenance. In other words, Felassan may have been one of them who hid well enough for Tevinters to never find him, achieved the no-longer-needs-food state and slumbered for centuries, occasionally waking up—since he is one of the ancient elves, he is probably unaging, too. Nowhere in the lore is it stated that an elf in uthenera cannot wake up again—just that they usually died due to lack of sustenance before that happened.
