Think about it, when Troopmaster Norton drinks the Overcharge to turn into a dragon, it is reminiscent of a scene in Tomb Raider II where Bartoli turns into a dragon. If Overcharge turned people into mutants, then it could be part of Willard's world domination plan. He said that he wants a real live laboratory of spurred-on life and to prove Charles Darwin wrong. Rupert F. Kane is his protege who is continuing the plan, creating Overcharge so Willard can posthumously carry on his plan. And that Overcharge is secretly made from orange meteorite elements made from a similar meteorite from the one Willard encountered. XT does not refer to extreme, it refers to Experimental Testing. And this is entirely possible considering Microsoft partially have the exclusivity rights for Tomb Raider. Protocol X26 is his plan to evolve the world. Alternatively, Fizzco is a Fiamma Niera division and that the purpose of the Oil Rig in Tomb Raider II was to pump Overcharge Delirium using the old oil pumps, and that Troopmaster Norton is actually Bartoli's protege. Dirk is immune to Over Charge due to exposure.
There's something linking Over Charge and Bora Bora Water. Why else would the OD have flooded the Bora Bora plant, then chased you when you grabbed the bottles. Considering that Fizz Co owns damn near everything in the city, it wouldn't surprise me if they also own Bora Bora, or at least the bottling plant, and used it for both Bora Bora and Over Charge bottling. How is Dirk immune? He's drank small dosages of Over Charge and built up antibodies that prevent it from mutating.

That, or...

  • Confirmed and Jossed in parts. The Bora Bora mission says that Fizzco makes both that and OverCharge, but OverCharge is said to be very very new.

Dirk is an OD.
He's been exposed to Over Charge over a long amount of time that he shows no symptoms... as long as he drinks some. Remember how he'll only drink Bora Bora?

Sunset City is an alternate Rapture/Columbia in the BioShock Multiverse.

There is indeed a lighthouse in Sunset City in the Harbor District.

The protagonist is this universe's version of Jack or Booker.

A supposedly utopian city founded by a visionary mastermind (Fizzco CEO Rupert P. Kane) became overrun when it's people became monsters due to the side effects of drinking the Toxic Phlebotinum , very similarly to what happened in Rapture. Much like there are different sizes and abilities of Splicers, the OD Mutants have a wide spectrum of varieties.

The Amps match up well to many of the EVE abilities:

  • Fired! = Incinerate
  • Chance of Lightning = Electro Bolt
  • Twister Spin = Cyclone Trap
  • Roid Rage = Enrage

Futhermore, it's a startling coincidence that the phone collectibles in Sunset Overdrive reveal the fact that the secret ingredient of Fizzco's Overcharge Delirium XT drink (the cause of the outbreak) was mined from the Mariana Trench. BioShock's Plasmids were created by extracting ADAM from sea slugs that fed off a mysterious object in an undersea trench beneath Persephone:
