Harrigan and Prendergast work at the same place and probably know each other and Foster is somewhere in the city...
Both movies take place in LA in 90's during massive Heat Wave and raging gang wars.- Maybe this is why Prendergast gets looked down upon for playing it safe and taking a desk job, the city being the warzone it is.
